According to the news from the National Center for Hydro-Meteorological Forecasting, on the afternoon of October 3, storm Matmo entered the eastern sea area of the North East Sea. The center of the storm at 5:00 p.m. on October 3 was at about 17.0 degrees North latitude; 120.0 degrees East longitude, with the strongest wind near the center of the storm reaching level 10 (89-102 km/h), gusting to level 13. The storm is moving in the West Northwest direction at a speed of about 25 km/h.
Implementing the conclusion of Deputy Prime Minister Tran Hong Ha on responding to storm No. 11, the Provincial People's Committee requested units to focus on implementing the following key tasks:
For People's Committees of communes and wards: Direct the bracing of houses, pruning of trees, protection of agricultural and aquatic production to minimize damage.
Review and prepare evacuation plans in areas at risk of landslides, deep flooding, weak houses, and old apartment buildings in urban areas to absolutely ensure the safety of people's lives.
Strictly carry out patrolling and guarding work to protect dikes. Strengthen inspection of river and sea dikes, especially at locations where incidents have occurred but have not been resolved, and unfinished construction works, especially locations such as Con Tron and Hai Thinh sea dikes, Thinh Long embankment, Binh Minh III and IV sea dikes...
Prepare human resources, materials and means according to the "4 on-site" principle to promptly detect and handle dike incidents from the first hour.
For relevant departments and branches: The Department of Agriculture and Environment directs the assurance of safety of dykes, reservoirs and irrigation dams and the protection of agricultural production. Urgently review, inspect and coordinate to overcome dyke incidents caused by storms and floods. Coordinate to closely manage vessels going out to sea; promptly notify the location, direction of movement and developments of storms so that owners of vessels can anchor and take shelter safely.
Provincial Military Command, Provincial Police: Proactively review, mobilize forces and vehicles, and be ready to deploy response and rescue work.
Ninh Binh Newspaper, Radio and Television : Increase timely reporting on storm developments so that people can proactively take precautions, and at the same time guide people on prevention, response and damage reduction skills.
Other departments, branches and sectors : Closely monitor storm developments, proactively direct and guide the implementation of response work appropriate to the actual situation, ensure safety and limit damage in the management field.
All units need to organize on-duty shifts, closely monitor storm developments, and regularly report to the Provincial Civil Defense Command (through the Department of Agriculture and Environment).
