However, due to the impact of the storm, the coastal area of Quang Ninh has gusts of level 6-7, especially the sea area of Van Don and Co To special economic zones has strong winds of level 6-7, gusts of level 8-9, waves 2-3 m high, rough seas (dangerous for ships). On land in Quang Ninh area, strong winds of level 6, in some places level 7, gusts of level 9.

Due to the impact of storm No. 11, from the night and early morning of October 6, the eastern localities of Quang Ninh province had winds of about level 5, level 6, gusting to level 7; intermittent light to moderate rain, average rainfall under 50 mm.

Eastern localities and special zones continue to closely monitor the developments of storms and storm-induced rains to promptly deploy response measures to risks of landslides, rockslides, and riverside areas at risk of flash floods, landslides; review plans, be ready to deploy forces and means to support search and rescue and overcome consequences when requested.

Along with that, regularly check the means of communication to ensure timely circulation to serve the work of flood and storm prevention and search and rescue. Increase information on prolonged rain and flood conditions and preventive measures to the people so that they can proactively take measures to prevent, combat and take shelter safely and effectively.

In Tien Yen commune, there is the Tien Lang dike system with a length of more than 4.8 km, a 3m wide concrete surface, capable of withstanding storms of level 6 to level 8; the dike has been reinforced with a 2.3 km long concrete surface, and a stone embankment outside the dike; the remaining 2.5 km has not been reinforced. Tien Yen commune has a plan to prepare sacks and packed sand to be ready to handle when floodwaters come from upstream.

Warning of the risk of major floods when there is rain after the storm, the local authorities of Tien Yen commune have also prepared a barrier system to prevent people and vehicles from passing through the bridges over Tien Yen river in Long Thanh village, Na Kieu spillway in Hong Phong village...

The Party Committees and authorities of the Eastern communes in the Dam Ha and Tien Yen (old) areas have reviewed and counted the number of weak and unstable houses in the area; developed plans to relocate households in unsafe areas to the old commune and town People's Committee headquarters, cultural houses, schools or other safe shelters.

Dam Ha commune is closely monitoring the developments of storms and floods caused by storms to be ready to deploy measures to ensure safety for the Dam Ha Dong reservoir and dykes in the area; organizing on-duty shifts to closely monitor the developments of floods in aquaculture areas, project areas under construction, areas with overflows that may be cut off when floodwaters rise... The commune has mobilized regular forces to clear the flow, reinforce weak points and proactively prepare materials and means to promptly handle situations that arise.

Previously, in Mong Cai 1 ward, the ward People's Committee had evacuated people in temporary and weak houses to safe places. In the entire area of Mong Cai 1 ward, there were 175 weak and unstable houses with 800 people (including 25 elderly people; 88 children) who were evacuated to places with solid houses and schools. 36 boat owners went ashore to take shelter in cultural houses and schools.

As of 5:00 p.m. on October 5, the number of boats moving into natural storm shelters in the locality was 635 (including: 118 fishing boats; 200 passenger and cargo ships and boats; 317 other types of watercraft (rafts, iron boats) operating on rivers and coastal areas).

Van Don Special Zone has 1,350 fishing boats; 102 passenger transport vessels at ports; 618 aquaculture cages and more than 1,800 people working on boats and rafts; 1,070 aquaculture households, total farming area of 9,693 hectares; 5 landslide risk points and 9 flood risk points; 498 houses at risk of losing their roofs.

By the end of the afternoon of October 5, 100% of fishing boats in the area had returned to safe shelters; aquaculture households had proactively reinforced rafts and called on all workers at raft houses to move ashore, not leaving people at sea; 100% of people whose houses were vulnerable to being blown off had plans to move to a safe place.

In Co To, the People's Committee of the special zone has inspected, tested and reinforced the drainage system to ensure smooth operation and timely response to heavy rains. The local government pays special attention to ensuring the safety of tourists; requires motels, hotels and homestay businesses to keep a close eye on the number of guests staying, promptly inform about weather developments and provide guidance on storm prevention measures, ensuring absolute safety for tourists on the island.
