The Letter clearly stated: from the beginning of 2025 until now, climate change has been extremely complicated, extreme weather, storms and rains with increasing frequency and intensity, wide range, causing serious damage to people and property; people's lives are facing many dangers and difficulties. Promoting the spirit of "Forgetting oneself for the country, serving the people", "When the people need, when the people are in trouble, there is the police", the People's Police force is exemplary, pioneering, mobilizing all troops and all forces together with functional forces on the front line to prevent and fight natural disasters, overcoming the serious consequences caused by storms and floods.

Officers and soldiers in key areas are always "speedy", ready to be present in the most dangerous and difficult places, day and night "in the sun, rain, and floodwaters" to help people; quickly advise on implementation and directly contribute labor, funds, and materials... to build, renovate, and repair housing, support people to overcome consequences, and soon stabilize their lives. While performing their duties, many comrades were injured and sacrificed while directly responding to rescue, ensuring the safety of people's lives and property and maintaining security and order in the area.

On behalf of the Central Public Security Party Committee and the Ministry of Public Security , General Luong Tam Quang acknowledged and commended the efforts, endeavors, achievements, feats and contributions of the Public Security of units, localities and all officers and soldiers of the People's Public Security in the past time. In the coming time, the situation of natural disasters and climate change will continue to develop complicatedly, it is forecasted that from now until the end of the year, there will be 2-4 storms affecting our country. In particular, in a few hours, storm No. 11 (Matmo) will make landfall, causing unpredictable impacts, directly affecting the security and safety of the country and the people. General Luong Tam Quang called on the Public Security of units, localities and all officers and soldiers to further promote the glorious heroic tradition, seriously implement the direction of General Secretary To Lam at the 8th Congress of the Central Public Security Party Committee, term 2025 - 2030 on the emulation of the Three Best: "Most Disciplined - Most Loyal - Closest to the People", continue to be a solid shield for our people in the face of difficulties and dangers.
