On the other hand, departments, agencies, and the People's Committees of communes and wards are reviewing and perfecting plans to respond to low pressure systems, storms, floods, landslides, and flash floods according to the "four on-the-spot" principle; implementing solutions for drainage, reinforcement, and load reduction at landslide sites; reviewing, updating, and preparing plans for evacuating people from dangerous areas; commune authorities are informing each household of warnings; strengthening inspections and ensuring the safety of reservoirs, especially small reservoirs, critical structures, and those under construction; and preparing operational and regulation plans to be ready to handle unusual situations. Local authorities are organizing forces to guard, control, support, and guide traffic to ensure safety, especially at underpasses, spillways, areas with deep flooding, strong currents, and landslide-prone areas; resolutely prohibiting people and vehicles from passing through when it is unsafe.
Authorities are deploying personnel, supplies, and equipment to address incidents and ensure smooth traffic flow on major routes during heavy rains; deploying personnel, supplies, and equipment in key areas, ready to respond to and carry out rescue operations; and stockpiling food, essential supplies, and necessities in easily isolated residential areas to prevent shortages during prolonged heavy rains and floods.
The Chairman of the People's Committee of Son La province requested telecommunications businesses to ensure infrastructure safety and maintain continuous communication between the central government, the province, communes, and villages; and to promptly address any communication disruptions. Relevant agencies were instructed to implement measures to ensure the safety of personnel, equipment, and infrastructure, preventing disruptions to students' education, emergency services, medical examinations and treatment, and promptly restoring healthcare services after the storm and floods.
The Provincial Military Command directs the forces stationed in the area to develop plans for mobilization and coordination with local authorities and relevant forces to respond to, rescue, and mitigate the consequences of natural disasters according to regulations. The Provincial Police directs local police to develop and implement plans to support the people in preventing, mitigating, and overcoming the consequences of natural disasters, and in search and rescue operations.
The Provincial Meteorological and Hydrological Station provides timely and comprehensive information, forecasts, and warnings on weather, hydrology, and natural disasters to the Provincial Civil Defense Command, relevant agencies, and mass media to inform the public; at the same time, it coordinates with local authorities and relevant units to warn, guide, and ensure the safety of tourists at tourist attractions and resorts in the province...
