An Giang province allocates over 38 billion VND to support farmers in producing high-quality rice.

On the afternoon of December 12th, Mr. Tran Thanh Hiep, Deputy Director of the Department of Agriculture and Environment of An Giang province, announced that starting from the 2025-2026 Winter-Spring crop season, the People's Committee of An Giang province will pilot 10 models of high-quality, low-emission rice production linked to green growth in the Mekong Delta region with a total budget of over 38 billion VND. This aims to serve as a basis for the comprehensive and effective implementation of the Project on 1 million hectares of high-quality, low-emission rice cultivation linked to green growth in An Giang.

Accordingly, to establish a technical foundation for low-emission rice production areas, An Giang province will implement pilot models applying high-quality, low-emission rice production techniques in the Mekong Delta region, as stipulated in Decision No. 145/QD-TT-CLT dated March 27, 2024, of the Department of Crop Production, in the communes of Can Dang, Co To, Chau Phong, Thoai Son, Long Dien, Phu An, Nui Cam, Nhon Hoi, My Thanh Tay, and Vinh Te ward; with a scale of 50 hectares per model, spanning three seasons (from the 2025-2026 Winter-Spring season to the end of the 2026 Autumn-Winter season) to serve as a basis for monitoring emissions; simultaneously, the models will ensure compliance with the criteria of the high-quality, low-emission rice production process issued by the Department of Crop Production.

Participating farmers in the pilot models will receive support covering up to 50% of seeds, 50% of fertilizers, and 30% of pesticides, with the remaining costs covered by the farmers themselves. The total estimated cost for implementing the 10 pilot models over three seasons is over 38 billion VND, sourced from the rice land protection and development support funds allocated to the Department of Agriculture and Environment in 2025 and 2026.

According to Tran Thanh Hiep, Deputy Director of the Department of Agriculture and Environment of An Giang province, the pilot models implemented will serve as a practical basis for disseminating information and guiding farmers to synchronously use technical solutions according to the one million hectare high-quality rice production process, applying mechanization in rice production to reduce costs, improve production efficiency and income for farmers. At the same time, this will be the basis for the locality to expand the one million hectare high-quality rice project in the next phase throughout the province, contributing to fulfilling the Government 's commitments at the 26th United Nations Climate Change Summit (COP26), aiming for net emissions of "zero" by 2050.

For pilot models, comprehensive mechanization will be applied from land preparation and planting to care, fertilization, pest and disease control, harvesting, and post-harvesting. Specifically, the amount of rice seeds sown in the 2025-2026 Winter-Spring crop will be reduced to 80 kg/ha, and in the 2026 Summer-Autumn and Autumn-Winter crops to 65 kg/ha; the amount of chemical fertilizers and chemically derived pesticides will be reduced by 30%; the amount of irrigation water will be reduced by 20% compared to traditional farming; 100% of the area will apply at least one sustainable farming process such as the "1 must, 5 reductions" model, alternating wet and dry irrigation, the Sustainable Rice Platform (SRP) standard, and certified good agricultural practices standards, and will be assigned a planting area code.

Specifically, 100% of the pilot area was leveled using laser-controlled methods and other suitable technologies such as: rice transplanters, cluster seeders combined with burying fertilizer, row seeders combined with burying fertilizer, using sensors and automatic control for irrigation, using unmanned aerial vehicles (drones) for sowing, fertilizing, and spraying pesticides…

In addition, An Giang's agricultural sector encourages farmers to reduce the use of pesticides, maximize biodiversity conservation, and aim for safe production; harvest at the right time (when the rice is 85%-90% ripe), use combine harvesters to reduce post-harvest losses; straw collected from the fields can be used for growing straw mushrooms, animal feed, producing organic fertilizer, or other purposes with economic and environmental benefits. Burning straw should be avoided to prevent nutrient loss and reduce environmental pollution, and fresh straw should not be buried in flooded fields. It is possible to chop and plow the straw into smaller pieces, combined with spraying microbial preparations to decompose the straw…

On the other hand, the Department of Agriculture and Environment of An Giang province will coordinate with the People's Committees of wards and communes to strengthen propaganda and mobilize farmers to apply the techniques of the production process for 1 million hectares of high-quality, low-emission rice cultivation, aiming to form and sustainably develop 351,362 hectares of high-quality, low-emission rice cultivation associated with the reorganization of the agricultural production system according to the value chain by 2030.
