The guidelines recommend that relevant units strengthen communication and social mobilization to build a safe, friendly and healthy living environment for children; communicate to each community, household, school and classroom about knowledge and skills to implement children's rights. At the same time, mobilize resources, promote the role and creative ways of socio-political organizations, encourage individuals and businesses to participate in child care, education and protection; strengthen training and coaching to improve professional and technical capacity for medical staff in mountainous areas, disadvantaged areas and ethnic minority areas to gradually narrow the gap in health indicators and reduce child mortality in these areas.
