On the afternoon of July 5, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting of the Provincial People's Committee to listen to reports on the implementation results of the Provincial People's Council's resolutions on mechanisms and policies to support agricultural and rural development in the period of 2021 - 2025; the implementation results of Resolution No. 08/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council on promulgating regulations on mechanisms and policies to support land accumulation and concentration to develop the agricultural economy of Thai Binh province in the period up to 2028. Attending the meeting were leaders of a number of departments, branches, units, districts and cities.

At the meeting, the leaders of the Department of Agriculture and Rural Development reported on the implementation results of Resolution No. 40/2020/NQ-HDND, dated December 9, 2020 of the Provincial People's Council on the policy to support linkage in production and consumption of agricultural products in Thai Binh province, period 2021 - 2025. As of June 2024, the Department of Agriculture and Rural Development received 7 dossiers requesting support for projects linking production and consumption of agricultural products in Thai Binh province. Of which, 1 project dossier was eligible to be submitted to the Provincial People's Committee for consideration and approval; 1 project linking production and consumption of rice chaired by Hung Cuc Company Limited was approved for support by the Provincial People's Committee.

Regarding the implementation results of Resolution No. 29/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council promulgating regulations on mechanisms and policies to support land accumulation and concentration; purchase of transplanters and drying equipment systems to serve agricultural production in the province in the period of 2021 - 2025, as of June 2024, the total number of transplanters and drying equipment requested by districts and cities for support (including the number of machines that have been supported and the number of machines awaiting appraisal) is 1,211 transplanters (reaching 50% of the norm) and 18 drying equipment systems (reaching 1% of the norm) with a total support amount of VND 25,281 million. The number of transplanters and drying equipment systems within the remaining norm to be supported in the coming time is 1,207 transplanters and 1,925 drying equipment systems.
Regarding Resolution No. 25/2021/NQ-HDND, dated October 11, 2021 and Resolution No. 08/2022/NQ-HDND, dated July 13, 2022 amending and supplementing a number of articles of Resolution No. 25/2021/NQ-HDND, dated October 11, 2021 of the Provincial People's Council stipulating mechanisms and policies to support the construction of the "Lighting up the countryside roads" electric lighting system in the construction of new rural areas in the period of 2021 - 2025, by the end of June 2024, the Department of Agriculture and Rural Development has compiled 190 communes registering the list of implementing the "Lighting up the countryside roads" electric lines, submitted and approved by the Provincial People's Committee with a total of 1,475.8km, the proposed support budget is nearly 26 billion VND; Localities have installed 899.1km (61.28% of registered number), of which 101.397km (17.14% of registered number) are solar power systems; 797.721km (91.10% of registered number) are lighting systems.
Regarding Resolution No. 06/2023/NQ-HDND dated July 12, 2023 of the Provincial People's Council on promulgating a number of support policies in new rural construction in the province until 2025, according to reports from districts and localities, there is a need for support of 21,281.64 tons of cement for hardening and expanding roads and canals, equivalent to more than 34.4 billion VND. By June 25, 4 districts: Vu Thu, Quynh Phu, Dong Hung, Thai Thuy registered 30.13km of various types of roads, grade 1 and 3 canals, drainage ditches; 4,255.10m2 to expand roads with 4,901 tons of cement, equivalent to nearly 7.6 billion VND. The Provincial People's Committee has decided to grant 2,451 tons of cement to 3 communes of 2 districts: Quynh Phu and Vu Thu.
Reporting on the implementation results of Resolution No. 08/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council stipulating the mechanism and policies to support land accumulation and concentration for agricultural economic development in Thai Binh province until 2028, the leader of the Department of Planning and Investment said that up to now, the communes of Binh Dinh, Binh Thanh, Vu Binh (Kien Xuong), Phuong Cong (Tien Hai) have submitted dossiers requesting support for land accumulation and concentration in the form of production linkage with a total area of accumulated and concentrated land of 222.5 hectares, which were inspected, appraised and submitted to the Department of Agriculture and Rural Development for synthesis and consultation with the Provincial People's Committee for consideration and decision on support. It is expected that in 2024, localities will continue to complete dossiers requesting support for 18 production areas with an area of accumulated and concentrated land of about 412 hectares.

At the meeting, delegates focused on clarifying difficulties and obstacles in the implementation of the resolutions, and at the same time proposed and recommended solutions to put the resolutions into practice.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee affirmed: In the past time, along with the central government's policies to support agricultural and rural production, the province and localities have developed and issued their own mechanisms to encourage and support people in production, contributing to the development of agriculture in the direction of concentrated, large-scale commodities, changing the face of the countryside. However, due to many reasons, when implementing and applying in practice, some resolutions have encountered difficulties and problems, and the implementation progress is still slow. The Vice Chairman of the Provincial People's Committee requested that in the coming time, the Department of Agriculture and Rural Development, the Department of Planning and Investment coordinate with departments, branches and localities to continue to evaluate and review the results of policy implementation; shortcomings and inadequacies in the implementation process, on that basis, propose effective solutions, in accordance with regulations and in line with the practical situation. Localities continue to thoroughly grasp and disseminate more widely the content of mechanisms and policies so that people and businesses know and implement them, and at the same time guide beneficiaries to complete their dossiers and ensure support conditions according to regulations.
