Over the past years, the Transaction Office of the Vietnam Bank for Social Policies (VBSP) in Van Chan district has effectively coordinated with socio -political organizations of communes and towns to effectively implement the directives of the Secretariat, decisions of the Government, guiding documents of ministries, departments and central branches and resolutions and decisions of the Board of Directors of the VBSP at higher levels. Thereby, effectively implementing the entrusted activities to bring the Government's preferential capital to the right address, promoting efficiency, contributing to hunger eradication, poverty reduction, gradually improving the quality of life for people in remote areas, ethnic minority areas and policy beneficiaries.
Comrade Dinh Cong Thai - Director of the District Social Policy Bank Transaction Office said: "The District Social Policy Bank Transaction Office coordinates with entrusted organizations, People's Committees of communes and towns to closely follow the assigned plan targets to organize disbursement right from the beginning of the year. By the end of May 2025, the total capital of the unit reached 806,296 million VND, equal to 97.6% of the assigned plan; an increase of 31,030 million VND, an increase of 3.99% compared to 2024.
With available capital, the unit has focused on lending to households through socio-political organizations, with loan turnover reaching VND 87,527 million with 1,149 borrowers. Credit quality is maintained, the total overdue debt balance is VND 372 million, equal to 0.04%, down VND 51 million compared to 2024". According to the report, the total entrusted debt balance reached VND 805,462 million, accounting for 99.9% of the total debt balance; an increase of VND 30,807 million compared to 2024.
In which, the District Farmers' Association entrusted 24 commune-level association organizations to manage 89 savings and credit groups (S&L) and 3,045 borrowers, with a total outstanding debt of VND 210,186 million, an increase of VND 7,048 million compared to the beginning of the year, accounting for 26.07% of the total outstanding debt; the District Women's Association entrusted 24 commune-level association organizations to manage 95 S&L groups and 3,228 borrowers with a total outstanding debt of VND 217,708 million, an increase of VND 8,990 million compared to the beginning of the year, accounting for 27% of the total outstanding debt; The District Veterans Association, through 24 commune-level organizations, manages 80 savings and credit groups and 2,667 borrowers with a total outstanding debt of VND 186,915 million, an increase of VND 8,322 million compared to the beginning of the year, accounting for 23.18% of the total outstanding debt; the District Youth Union, through 24 commune-level organizations, manages 80 savings and credit groups and 2,832 borrowers with a total outstanding debt of VND 190,654 million, an increase of VND 6,447 million compared to the beginning of the year, accounting for 23.65% of the total outstanding debt.
Union members and members of mass organizations who borrowed policy credit invested in buying 256 buffaloes, cows and 57 other types of livestock such as soft-shell turtles, chickens, goats and pigs; planted 10 hectares of fruit trees; planted, renovated and cared for 543 hectares of acacia, bodhi and cinnamon trees; planted and renovated 96 hectares of tea; renovated and repaired 9 sales kiosks; renovated and repaired 155 clean water works, 156 sanitation works; created 86 jobs... contributing significantly to the goal of poverty reduction, ensuring social security and building new rural areas.
Inspection and supervision of entrusted activities are carried out regularly and continuously. In the second quarter of 2025 alone, 31 commune-level socio-political organizations, 31 savings and credit groups, and 150 households borrowing capital with a total amount of VND 12,845 million were inspected.
Through inspection and supervision, the unit has promptly adjusted the lending entrustment activities for commune-level socio-political organizations, savings and credit groups as well as promptly handled risky debts and bad debts. Commune-level socio-political organizations have increasingly enhanced their roles and responsibilities, basically implementing the entrustment contracts well; proactively and more reasonably allocating time in building self-inspection and supervision programs for savings and credit groups and borrowers; doing a good job of loan evaluation; focusing on checking the effectiveness of loan use, especially checking loans after 30 days to promptly detect and handle cases of using loans for the wrong purposes...
Continuously improving the quality of the trust work, the unit regularly organizes professional training courses, policy propaganda, helping staff and people understand preferential credit policies, closely following the tasks in the trust contract, professional guidance documents of the Social Policy Bank; assigned plans, rights and obligations of borrowers, loan procedures, especially raising people's awareness, the responsibility of staff in improving the efficiency of loan capital and fulfilling obligations when borrowing.
Comrade Dinh Cong Thai affirmed: "In the coming time, when the entire political system implements the policy of restructuring, streamlining the apparatus and operating the two-level government organization model, it will directly impact the delegation activities. Therefore, the unit has proactively developed plans to maintain effective operations, so that the Government 's preferential capital continues to be an important credit channel in the work of hunger eradication, poverty reduction, and ensuring social security in the area."
