Nguyen An Ninh was a writer, journalist, patriot, and revolutionary activist in the early 20th century. He was born on September 15, 1900, in Trung My Tay commune, Hoc Mon district, Gia Dinh province (now Ho Chi Minh City) and died on August 14, 1943 in Con Dao prison. Studying and working in France, Nguyen An Ninh was ranked in the group of 5 "Annamite dragons" with Phan Chu Trinh, Phan Van Truong, Nguyen Ai Quoc (President Ho Chi Minh ), and Nguyen The Truyen. At that time, according to information provided by Ms. Quach Thu Nguyet, Nguyen An Ninh was the Vietnamese individual with the largest bookshelf in Indochina at that time, with nearly 5,000 books of all kinds.

According to Dr. Quach Thu Nguyet, the construction of Nguyen An Ninh Library is a desire to preserve rare documents, documents typical of the Southern land that has nurtured many elite classes for the country. Not only that, the reading space is also a place to meet, exchange and share topics about the South.

Nguyen An Ninh Library is sponsored by the Lotus Foundation. The Lotus Foundation is an endowment fund, established under the Decision of the Ho Chi Minh City People's Committee on December 28, 2016. The Fund was co-founded by a group of friends including cultural and educational activists such as Dr. Ton Nu Thi Ninh - former Vice Chairwoman of the National Assembly's Foreign Affairs Committee, Dr. Bui Tran Phuong - former Principal of Hoa Sen University, journalist Vu Kim Hanh - former Editor-in-Chief of Tuoi Tre Newspaper... Dr. Quach Thu Nguyet, former Director - Editor-in-Chief of Tre Publishing House, is the Chairwoman of the Board of Directors of the Lotus Foundation. The Lotus Foundation's desire is to build Nguyen An Ninh Library into the first private academic library specializing in the South in Vietnam in the fields of education , culture, science, history, art and environment.
