Operating a two-tier government model: Send letters and goods to the new or old address?

From July 1, the whole country officially operates a 2-level local government model, reducing the number of provinces and cities from 63 to 34, leading to changes in the names, administrative codes and locations of thousands of communes and wards nationwide. From July 1, the whole country officially operates a 2-level local government model, reducing the number of provinces and cities from 63 to 34, leading to changes in the names, administrative codes and locations of thousands of communes and wards nationwide. Accordingly, some people wonder whether to send letters and goods to the new address or the old address to ensure that they are not lost?

Preparing to send gifts to relatives in Dong Nai , Ms. Nguyen Thi Tuyet Nhung (Phu Quoi commune) said she was quite confused because "she didn't know whether to write the old address or the new address. Writing the old address would make her afraid it wouldn't reach her destination, and the new address was unclear."
As a specialty store owner who regularly delivers to the provinces, Ms. Ngoc Bich (Long Chau Ward) was initially quite worried because she was afraid that the order would be delivered to the wrong address, affecting her business reputation. However, "thanks to the delivery person's instructions to just write the old address as usual, the goods will still arrive, so I feel more secure" - Ms. Ngoc Bich happily said.

According to our observations at the Vinh Long Provincial Post Office on the morning of July 3, many people who came to send letters and goods still wrote their old addresses. Sending mail to relatives in the old Long An (new Tay Ninh province), Mr. Vo Thanh Tuan (Long Ho commune) said, "I still write the old address as before because I know that the goods will still arrive at the right place as usual." A post office employee said that since July 1, some people who came to the post office to send letters and goods wondered whether they should write their new address or the old address; some people wrote their new address along with the old address to be sure.

Speaking to reporters of Vinh Long Newspaper and Radio and Television, Ms. Tran Thi Van Anh - Director of the Provincial Post Office said that in the context of changing administrative boundaries from July 1, Vietnam Post Corporation has proactively deployed a series of synchronous solutions to ensure smooth and uninterrupted operations, helping to ensure the rights of the people and not incurring additional costs.

The entire system has nearly 13,000 service points nationwide. According to Ms. Tran Thi Van Anh, many months ago, the corporation proactively developed a plan and updated data according to the principle of "no service interruption - no impact on people". Software systems, address data, and delivery routes have been updated promptly and synchronously, ensuring that there is no loss of mail or address confusion.

In addition, the deployment of solution groups is carried out synchronously from the corporation level to each grassroots service point, in order to provide maximum support to people in the process of using the service. In particular, with standardized address data and real-time updates, the Vietnam Post system can identify both old and new addresses, helping to quickly and accurately process all postal items.

. Not only ensuring the delivery of goods, the Vietnam Post system also maintains stable public administrative services, social allowance payments, social insurance, document delivery, etc. All professional software such as receiving, routing and delivering postal items, etc. are upgraded synchronously to suit the new boundaries. People are guided directly at transaction points or via the post office's applications, websites, and social networks.

To avoid interruptions and errors in the processing of mail, Vietnam Post has developed an automatic conversion tool between old and new addresses https://diachi.vnpost.vn, allowing users to use both types of addresses. Accordingly, the system will automatically map between old and new addresses, making it easy for users to operate. This is one of the very convenient tools that allows flexible order processing, even with Excel files or API connections. Currently, the tool has been integrated directly into the My Vietnam Post application.

Ms. Tran Thi Van Anh - Director of Vinh Long Post Office: After July 1, although many places in the country have changed their addresses due to administrative reorganization, people can still send letters and goods to the old or new address. Customers do not need to worry if they do not know the new address, because both the old and new addresses are accepted and processed accurately by the system. People do not have to re-declare, do not have to update anything, and especially, do not incur additional costs.
