After more than 3 years of implementing Project 8 “Promoting Gender Equality and Addressing Urgent Issues for Women and Children” under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas (National Target Program 1719) in Van Lang district, Lang Son province, many positive results have been achieved. The project has contributed to raising awareness, eliminating gender stereotypes, and gradually changing the material and spiritual lives of women and children in ethnic minority and mountainous areas in the district. On November 15th, the Gia Lai Provincial Women's Union organized a conference to exchange experiences and communication initiatives on preventing and combating domestic violence. The district is receiving central government support to implement Sub-project 2 on developing production along the value chain of Project 3 on sustainable agricultural and forestry production development, leveraging the potential and strengths of different regions to produce goods along the value chain. Ms. Can Thi Ha, Vice Chairwoman of the People's Committee of Bac Ai District, Ninh Thuan Province, said that under Project 1 of the National Target Program for socio-economic development in ethnic minority and mountainous areas (National Target Program 1719), the central government provided over 634 million VND to 215 Raglay households to install clean water systems for daily life, improving their quality of life.
Proactive implementation
Following the guidance document from the higher-level Women's Union on the implementation of Project 8, National Target Program 1719, the Standing Committee of the Van Lang District Women's Union has actively advised and closely coordinated with the District People's Committee and district departments and agencies in the implementation process.
From 2022 to the present, the District Women's Union has issued 8 plans, 1 decision, and other documents and official letters to implement and organize activities of Project 8; assigned officials and specialists of the Union to be in charge of each content of Project 8; advised the District People's Committee and coordinated with the District Department of Labor, War Invalids and Social Affairs - Ethnic Minorities to develop plans and hold training conferences to convey the content and spirit of Project 8 to leaders of commune People's Committees, chairpersons and vice-chairpersons of commune Women's Unions, commune-level cultural and social officials, and heads of women's branches in 15 villages/15 communes.
According to the report of the Women's Union of Van Lang District, from 2022 to the present, the Women's Union of the district has actively implemented the four contents of Project 8 and has achieved many positive results. In particular, the Women's Union of the district has intensified propaganda and mobilization to change "mindsets and practices," contributing to the elimination of gender stereotypes and prejudices in families and communities, harmful cultural customs, and some urgent social issues for women and children.
Accordingly, the District Women's Union, in coordination with the Department of Labor, War Invalids, Social Affairs and Ethnic Minorities, organized 7 training courses on establishing Community Communication Teams (CTCs) for commune and village-level officials; reviewed, guided, and provided technical support to commune-level Women's Unions in establishing CTCs; and advised the commune People's Committees to issue decisions and establish and launch 51 CTCs. Thirteen training courses were also organized to enhance the capacity of members of the 51 CTCs in 14 communes.
In addition, Van Lang district has focused on building and replicating models that change "mindsets and ways of doing things," enhancing women's economic empowerment; promoting gender equality and addressing urgent issues for women and children.
To date, the District Women's Union has organized 7 training courses in various commune clusters; guided the construction of reliable address models and the operation of reliable addresses in the community for commune and village officials; and organized 5 training courses on the topic of supporting the application of science and technology to enhance women's economic empowerment for 233 delegates including officials, presidents, vice presidents of the Women's Union, Party branch secretaries, village heads, women's association leaders, and women's union members;…
To ensure the voice and genuine participation of women and children in socio-economic development activities of the community, the Women's Union of Van Lang district organized 5 training courses on dialogue guidance for Party branch secretaries, village heads, heads of the Fatherland Front Committee in villages, officials, and heads of women's associations, with 233 delegates participating; and organized 12 direct dialogue conferences between Party committees, authorities and officials, and women's union members of 12 communes, with 450 households of women's union members participating in the dialogue…
In particular, Van Lang district has also focused on equipping officials in the political system, village elders, and influential community leaders with knowledge about gender equality and skills in gender mainstreaming. Seven training courses on gender equality and gender capacity building were organized for 324 village secretaries, village heads, heads and deputy heads of socio-political organizations, exemplary influential community leaders, and some outstanding women's association members and youth union members in the community.
Enhancing the status of ethnic minority women.
Speaking about the effectiveness of Project 8's implementation, Ms. Lieu Thi Hon, Head of the Women's Association in Co Luong village, Nhac Ky commune, said that most women were enthusiastic when participating in the models and activities of Project 8 because it is a project for women. Therefore, they understand their rights and responsibilities, are more proactive in developing their family economy, and actively participate in social activities, no longer just knowing about farming and cooking as before.
Ms. Dang Thi Hien, Chairwoman of the Women's Union of Van Lang District, said that under the leadership and guidance of the Standing Committee of the District Party Committee and the Provincial Women's Union, and with the coordination and support of all levels of government and departments, the Women's Union has seriously implemented and organized the contents of Project 8 according to the guidelines. The targets assigned by the Provincial Women's Union have been and are being implemented, achieving and exceeding the assigned targets (Establishing 52/56 Community Development Teams; launching 10/05 reliable information addresses; establishing 13/08 Leaders of Change Clubs...).
Evaluating the results achieved in the implementation of Project 8, the Chairwoman of the Women's Union of Van Lang district, Dang Thi Hien, affirmed: From the practical models and activities of Project 8, there has been a positive impact on the lives of ethnic minority women, contributing to raising the status of women, creating opportunities for women in ethnic minority areas to participate equally in all areas of social life, and gradually narrowing the gender gap.
