President Ho Chi Minh has passed away, but the legacy he left for our entire Party and people is a treasure trove of invaluable heritage. A lifetime devoted to the country and people, Uncle Ho's words are also the words of the country, always urging and arousing the indomitable will of the Vietnamese people regardless of the circumstances. 75 years have passed since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), officially launching the patriotic emulation movement. In the difficult and fierce moments of the nation, President Ho Chi Minh's Call for Patriotic Emulation has impacted all classes of people, having the value of calling, attracting, and motivating our entire Party, people and army to promote the tradition of patriotism, the spirit of solidarity, the will of self-reliance, self-strengthening, overcoming all sacrifices and hardships, especially in the context of simultaneously solving the urgent tasks of the nation to fight against hunger, ignorance and foreign invaders.

Uncle Ho called on all compatriots, regardless of their position or job, to actively compete in patriotism: "It is the duty of the Vietnamese people, regardless of whether they are scholars, farmers, workers, merchants, or soldiers, to compete with each other in whatever they do: Do it quickly/ Do it well/ Do it a lot. Every Vietnamese person, regardless of age, gender, rich or poor, big or small, needs to become a fighter on the fronts: military, economic, political, cultural. Implement the slogan: All-people resistance/ All-round resistance. The way to do it is: rely on the people's strength/ the people's spirit, to bring about: Happiness for the people".

Responding to President Ho Chi Minh's call, patriotic emulation movements have developed throughout the country, spreading widely, with many innovations bringing about a vibrant atmosphere in emulation activities: "Destroy hunger, destroy ignorance, destroy foreign invaders," "Resistance rice jar," "Sea Waves," "Great Wind," "Three-first flag"... to the movements "Three ready youth," "Three capable women," "Young age, great ambition," "Teach well, study well"... attracting compatriots and soldiers nationwide to actively work, produce, study, steadfastly and bravely fight to destroy foreign invaders, successfully completing the cause of national liberation and unification.

During the period of national renovation, many patriotic emulation movements continue to create widespread influence in all areas of social life, attracting all classes of people to actively participate and respond. In particular, patriotic emulation activities associated with studying and following Uncle Ho are increasingly flourishing, with more and more good and creative models and practices appearing in patriotic emulation activities, bringing many practical results such as: Movements: "All people unite to build a cultural life", "Repaying gratitude", "For beloved Truong Sa", "Good farmers in production and business", "Young people starting a business", "The whole country joins hands to build new rural areas" ... have contributed to the successful implementation of socio-economic tasks, strengthening security and national defense.

Patriotic emulation movements have fostered the spirit of Great National Unity, forming an invincible strength, leading the Vietnamese people to overcome all difficulties and challenges, creating glorious miracles in the struggle for national liberation, building and defending the Fatherland. Not only tested from the reality of two resistance wars against foreign invaders, once again, the patriotic emulation movement has been responded to by the masses, creating an extremely strong spiritual motivation to overcome the difficult times of the country, to overcome the war in peacetime - the war against the COVID-19 pandemic, a war without gunfire but also full of hardships, challenges and dangers. Never before have people felt the fragile relationship between life and death. Only by going through difficulties and dangers can we understand the values of peace, the values of solidarity, mutual love, mutual assistance, helping each other... All are aroused from patriotism and love for the nation!

We have achieved many great achievements from patriotic emulation movements, but now, in the context of the new era, we really need patriotic emulation movements with breakthrough creativity to truly create new motivation, new thinking, arouse strong growth, build a rich and strong country, realize the aspiration of a strong nation; build a society that actively studies, enthusiastically works, produces, and does business to create more wealth and material things, bringing wealth to the people and the country.

To do so, patriotic emulation activities must be practical, linked to the daily work of each person, especially cadres and party members in the performance of their duties. They must not be superficial, indifferent to the needs of businesses and people, must not shirk responsibility, or "suffer from a fear of responsibility"... This is the cause of many bad consequences, slowing down the socio-economic development of the country. Therefore, those working in the State apparatus must always be aware of their duty and responsibility to serve the Fatherland, serve the People, bring benefits to society, the People and the country; need to do well the assigned tasks, constantly improve the quality and efficiency of daily work, which is also patriotic emulation.

It is imperative to promote the role of cadres and party members, especially the role of the State in patriotic emulation movements. Emulation movements must be linked to national development goals in line with the context of the times. In addition, it is necessary to accelerate the completion, reform and improvement of institutional quality as well as effective and efficient law enforcement, which is a prerequisite for promoting national development. Institutional innovation, in which innovation in institutional thinking and state management thinking must take the lead... that is, innovation in leadership thinking and vision of the team of leaders and managers is the foundation for patriotic emulation movements. And all innovation and reform must also start from a team of leaders who have aspirations, dare to think, dare to do and dare to take responsibility, more importantly, dare to change and abandon old and outdated things, eliminate dogmatic, conservative and stagnant thinking in both thinking and action.

According to President Ho Chi Minh's instructions: "It is mistaken to think that emulation is something different from daily work. In fact, daily work is the foundation of emulation. For example: Up to now, we have been eating, wearing, and living. Now we compete to eat, wear, and live cleanly, hygienically, and to avoid illness. Up to now, we have been farming. Now we compete to make the land better and produce more. Everything is emulated like that". He affirmed: "Cadres are the root of all work"; "All successes or failures are due to good or bad cadres", so if we want the patriotic emulation movement to be practically effective, cadres, party members, especially leaders, must set a good example for everyone and the collective to follow, "Saying must be doing", "Words must go hand in hand with actions". According to Him: "If you love your country, you must strive to do whatever is beneficial to the people, no matter how difficult it is. Whatever is harmful to the people, no matter how difficult it is, you must strive to eliminate it." He emphasized: "Cadres must compete with the masses, volunteer to be role models for the masses so that the resistance will quickly win and national construction will quickly succeed"; "A living example is worth more than a hundred propaganda speeches."

After all, the patriotic emulation movement must be initiated by cadres and party members... "Party members go first, the country follows". Whether at the macro, micro level or within a certain scope of administration, including emulation movement activities, the thinking and vision of the State leadership and management team is always one of the top decisive factors. Whether a nation becomes prosperous and powerful or not is largely influenced by the aspirations, State management thinking and vision of the leaders. Every country needs a team of cadres and leaders with the thinking capacity: "Caring for the people, thinking for the people, benefiting the people and working for the people..." Accordingly, cadres and party members must be pioneers and leaders in patriotic emulation movements, as well as the ability to inspire people to unite and join hands to build a rich and strong country, towards the goal of the strong aspiration of the Vietnamese people.

The glorious victory of the Vietnamese people is also the victory of patriotic emulation activities - the victory of hardships and sacrifices. We are more deeply imbued with the profound meaning of each sentence, each word in Uncle Ho's Call for Patriotic Emulation, with extremely simple, familiar but extremely profound and practical words, clearly demonstrating the dialectic of cause and effect, not only suitable for the historical context at that time. Up to now, President Ho Chi Minh's Call for Patriotic Emulation still retains its historical significance, profound theoretical and practical value, is the compass, an important foundation for our entire Party and people to strive, effectively carry out the cause of national renewal and international integration.

Uncle Ho's call for patriotic emulation opened the way for patriotic emulation movements to flourish and spread throughout the country, contributing effectively to the victory of the Vietnamese revolution. History has gradually receded, but Uncle Ho's words still resonate forever with the mountains and rivers, the country of Vietnam. All the achievements of the Vietnamese revolution are closely linked to the life and career of President Ho Chi Minh, closely linked to his countless teachings. A lifetime devoted to the country and the people, Uncle Ho's words are also the words of the mountains and rivers, always urging and arousing the indomitable will of the Vietnamese people in any circumstances. President Ho Chi Minh has passed away, but the legacy he left for our entire Party and people is a treasure trove of priceless heritage.
