How does the Ambassador assess the importance and highlights of the agenda of the visit to Vietnam from September 30 to October 5 of President of the National Assembly of the Republic of Cuba Esteban Lazo Hernández?
We highly appreciate the official visit to Vietnam of Comrade Esteban Lazo Hernández, Politburo member, President of the National Assembly and President of the Council of State of Cuba. On this occasion, Comrade Lazo Hernández will co-chair the second meeting of the Inter-Parliamentary Cooperation Committee of the two countries with Comrade Tran Thanh Man, Politburo member, President of the National Assembly of Vietnam.
During the visit, the Cuban delegation also had many other activities, including meetings with key leaders of Vietnam, visits to socio-economic sites in several localities, as well as exchanges of experiences in legislative work, mainly promoting bilateral economic, trade and investment issues.
The second session of the Inter-Parliamentary Cooperation Committee took place just one month after the State visit to Vietnam by Comrade Miguel Díaz-Canel Bermudez, First Secretary of the Central Committee of the Communist Party of Cuba and President of Cuba. This shows the priority that both National Assemblies give to closely and systematically monitoring the new, comprehensive, effective, practical and sustainable phase of cooperation launched after the agreements reached one year ago during the historic State visit to Havana by Comrade General Secretary of the Central Committee of the Communist Party of Vietnam and President To Lam in September 2024.

Since then, in 2025, the "Vietnam - Cuba Friendship Year", we celebrate the 65th anniversary of the establishment of diplomatic relations, bilateral cooperation has been enhanced in all fields: politics, economics, trade, investment, defense and security, foreign affairs, justice, culture and society, and other fields.
In particular, the two sides have made progress in areas of cooperation that are very important to both countries, such as food production, biopharmaceuticals and renewable energy. The positive results from the rice production project in Cuba with Vietnamese investment, the establishment of a joint venture for research, production and commercialization of medical drugs, as well as the implementation of a solar energy project in our country with the cooperation of Vietnam are clear evidence of such progress.
The promotion from the two National Assemblies for these and other areas is the key factor for these results to be realized and expanded with the highest determination and speed, for the benefit of the people of the two countries.
In the Joint Statement on the occasion of the State visit of First Secretary and President of Cuba Miguel Díaz-Canel Bermudez at the invitation of General Secretary To Lam, both leaders emphasized the importance of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee mechanism. Could the Ambassador tell us about the role and outstanding contributions of this mechanism in the overall special relationship and traditional friendship between the two peoples?
In April 2023, the leaders of the two National Assemblies signed in Havana an agreement formally establishing an inter-parliamentary cooperation mechanism between the two countries.
Based on this initiative, the first meeting of the Inter-Parliamentary Cooperation Committee took place in September 2024, also in the capital city of Havana, where the two sides shared experiences in building and perfecting policies and laws with the aim of contributing to consolidating and promoting the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba.
For many years, the two sides have exchanged views on legislative activities and the functioning of the two National Assemblies, but in recent times, this work has been strengthened in a practical and effective manner, coinciding with the period of active parliamentary activities to serve the ongoing changes in the process of building socialism in both countries.

Both National Assemblies facilitate the development of appropriate legal frameworks, through their respective legislative pathways, serving the socio-economic development of each country. Regular exchanges on these issues allow for a deeper understanding of the progress made, as well as the limitations and difficulties faced, improving the quality and efficiency of work to promote the sustainable implementation of bilateral agreements.
The parliamentary cooperation mechanism also allows for enhanced coordination both at the bilateral level and at international and regional forums, where both parliaments play an active role in implementing an independent and autonomous foreign policy and protecting the legitimate interests of the two peoples.
Finally, we expect that this Second Session of the Inter-Parliamentary Cooperation Committee will mark a new milestone in the special friendship and solidarity, which has been clearly demonstrated by the extraordinary mass participation of the people in the campaign in support of the Cuban people, launched by the Vietnam Fatherland Front and implemented by the Vietnam Red Cross.
The presence of the Cuban National Assembly Delegation will be an opportunity to convey our people's deep gratitude for the encouragement that this meaningful solidarity movement has brought to Cuba's current fight to overcome adversity. And to do that, in addition to our own efforts, we always have the heroic model and historical example of the Vietnamese people.
