Mr. Ho A Linh, a resident of Dakrong commune, has shaken his head countless times in dismay at the sight of young people or local residents participating in traffic without wearing helmets. His house is right on the street, and he has witnessed many unfortunate accidents that happened just because... he was riding a motorbike without wearing a helmet, so he and his family are always worried when they hear the sound of motorbike exhausts or see young people carelessly weaving on the road without following traffic safety rules.
“The Ho Chi Minh Road, the western branch from Dakrong suspension bridge leading here, is narrow and full of potholes; heavy trucks move continuously from La Lay International Border Gate downstream and vice versa. Yet many people are not afraid, driving recklessly without wearing helmets. My family always tells our children and grandchildren to be extremely careful when participating in traffic, otherwise, “be fast for a minute and slow for a lifetime,” Mr. Linh confided.
According to the reporter's observations, on average, out of 5 motorbikes passing by, 3 were driven by young men or local people who were not wearing helmets. Many people, when they saw the reporter filming, covered their faces, revved their engines, and even revved their engines to go faster. When asked, they simply answered that they had gone to work in the fields early or had gone in a hurry so they "forgot" to bring their helmets.
After merging from Dakrong, Ta Long and Ba Nang communes, the new Dakrong commune has a natural area of 359.28 km2, a population of 14,627 people with 21 villages. The large area, dense population but low traffic awareness will pose many challenges for the local police force in controlling and ensuring traffic safety and order.
Similarly, in A Doi commune, it is not difficult to see images of young people carrying 2 or 3 people without helmets, speeding, and recklessly overtaking; motorbikes carrying bananas and bulky cassava. Traffic awareness of a part of the population is still limited, especially among teenagers.
Mr. Nguyen Tinh, a local resident, worriedly said: “We are very uneasy when we see young men driving motorbikes carrying 3 or 4 people without wearing helmets. This is an intersection, with many people coming and going, and many children playing. If there is no patrolling and strict handling by the authorities to correct this situation, there is a high possibility that unfortunate traffic accidents will occur.”
After the administrative merger, Lia commune has a new inter-commune road length of nearly 22km, with many steep winding passes, sharp turns, and potential risks of accidents, especially in the rainy season or on days of dense fog. Faced with this situation, the commune police force, newly established after the merger, has also quickly made plans to increase patrols and controls. However, due to the degraded traffic infrastructure, along with the subjectivity of some people, ensuring traffic safety here still faces many difficulties.
Lieutenant Colonel Duong Trung Kien, Deputy Head of Lia Commune Police, Quang Tri Province said: "In the beginning, we approached the people and increased propaganda with visual images for people to understand easily. For cases of repeated violations, including traffic safety violations, we will coordinate with the family to provide additional guidance andeducation ."
Safe routes not only help people travel conveniently but also open up opportunities for economic development and improve the lives of people in border areas. Therefore, ensuring traffic safety here is always an urgent requirement, especially when the communes are expanded after administrative mergers. To ensure traffic safety, in addition to the active participation of the government and functional forces, the cooperation of the whole community is needed to contribute to maintaining peace in the southern border area of Quang Tri.
