
Many users who frequently change phones or switch SIM cards to new devices are particularly interested in the regulations that will take effect on June 15th.
Ms. Nguyen Thi Lam ( Hanoi ) said that she recently planned to change to a new phone but was surprised to learn that changing devices might require re-verification of subscriber information.
"I thought that simply inserting the SIM card into the new phone would work normally. When I read about the new regulations, I was quite surprised because I had never encountered this situation before," Ms. Mai shared.
Meanwhile, Mr. Tran Duc Phuc ( Hai Phong ) believes that the new regulation may confuse many people who are changing devices for the first time after June 15th if they do not follow the information from their network provider.
Why do I need to re-verify my phone when I change it?
Speaking to Lao Dong newspaper, Mr. Nguyen Anh Cuong, Deputy Director of the Telecommunications Department ( Ministry of Science and Technology ), said that from June 15, 2026, subscribers who change their terminal devices will have to re-verify their facial biometric authentication according to regulations.
According to Mr. Cuong, this process is similar to when users change the device used to log in to their bank account, VNeID account, or switch to an eSIM.
The aim of the regulation is to ensure that the phone number remains associated with the correct user throughout the service delivery process.
Reduce the risk of SIM card misuse.
According to the Telecommunications Authority, re-authentication when changing devices helps reduce risks in cases where the SIM card is lost or misplaced but the subscriber has not yet had time to deactivate the service.
In these cases, if the SIM card is inserted into another device, the biometric authentication process will create an additional layer of verification to limit the risk of being exploited by malicious actors to carry out fraudulent activities.
The Department of Telecommunications recommends that people proactively monitor announcements from telecommunications companies and contact their network providers for guidance when encountering difficulties in implementing the new regulations.
