Among them, many readers wondered how the emission inspection cycle for motorcycles and motorbikes was built, whether it was appropriate or not.
A representative of the Vietnam Register said that the cycle of motorcycle and motorbike emission inspection is built based on research on the actual status of vehicles in Vietnam and learning from the experiences of some countries in the region.
Regarding this issue, a representative of the Vietnam Register said that Circular 47/2024 stipulates that the first cycle of emission inspection for motorbikes and scooters is 5 years from the year of manufacture. With this cycle, the Vietnam Register will automatically issue emission inspection certificates based on the results of certification of technical safety and environmental protection quality of motorbikes and scooters in production, assembly and import taken from the database of the Vietnam Register in combination with the database on registration and management of motor vehicles of the Ministry of Public Security .
Vehicle owners do not have to submit emission inspection documents and do not have to bring their vehicles to the inspection facility for emission inspection.
For motorbikes and scooters manufactured from 5 to 12 years ago, the emission inspection cycle is once every 24 months and for vehicles manufactured from 12 years ago, the emission inspection cycle is once every 12 months.
A representative of the Vietnam Register said that during the process of drafting the Circular, the Vietnam Register coordinated with the Department of Science, Technology and Environment (KHCN&MT) - Ministry of Transport to research and carefully review the experience of some countries in the region; inheriting the research results of the Institute of Science and Technology of Transport (KHCN) and the Vietnam Association of Motorcycle Manufacturers (VAMM), to come up with an inspection cycle.
For the first inspection, the Institute of Transport Science and Technology conducted a survey to test emissions for about 20,000 motorbikes and scooters in 3 cities ( Hanoi , Ho Chi Minh City and Da Nang). The test results showed that for motorbikes and scooters with a usage time of less than 5 years (calculated by year of manufacture, up to the time of emission testing), the emission levels of pollutants (HC, CO) have almost no major changes and can still meet the emission standards in TCVN 6438:2018 on the maximum allowable limit of emissions of road vehicles.
For vehicles that are over 5 years old, pollutant emissions increase significantly, depending on the maintenance regime and frequency of use of the vehicle by the owner. According to the survey results on the average number of kilometers per day and the average frequency of use, the research team of the Institute of Transport Science and Technology proposed that the emission inspection cycle for motorbikes and scooters over 5 years old is 24 months. This proposal is also consistent with the actual inspection results in 3 cities.
For very old motorbikes and scooters (used for more than 12 years), actual inspection results show that the rate of pollutant emissions has increased.
“To prevent the emission of pollutants, it is necessary to conduct annual emission inspections (12-month inspection cycle) to raise awareness of vehicle maintenance (in line with the experience of some countries in the region such as Indonesia and Taiwan).
On the other hand, the regulation of shorter inspection cycles for vehicles with high usage time creates motivation to convert vehicles, improving the effectiveness of air environment protection, especially in urban areas," emphasized a representative of the Vietnam Register.
