(Baoquangngai.vn) - Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested that relevant departments, branches, localities, agencies and units proactively develop plans and projects to implement dredging of river channels and alluvial deposits and reservoirs of irrigation and hydroelectric works strictly, ensuring compliance with procedures and regulations.
On the morning of October 30, the Provincial People's Committee held a meeting with relevant departments, branches, localities and units to give opinions on the following contents: Implementation of dredging projects for irrigation and hydropower works in the province; plan to dredge sand and alluvial soil in the reservoir of Thach Nham irrigation headworks; dredging the channel and alluvial sandbank of Ve River through Duc Loi Commune (Mo Duc); proposing a plan to dredge and clear the Cua Dai area and Phu Tho River, from Tan Thanh Village to Pho Truong, Nghia An Commune (Quang Ngai City).

At the meeting, leaders of relevant departments, branches, localities, agencies and units exchanged and discussed, and proposed and recommended solutions and directions for implementation of the above contents, specifically:
For CTTLs with small dredging volume and scale, and dredging products mainly serving construction leveling or dumping, the CTTL management and exploitation agency or unit shall continue to be assigned as the investor; the implementation shall be organized in the direction that the investor shall be responsible for and proactively balance the use of funding from the recovery of sand and dredged soil in the reservoir. For CTTLs with large dredging volume and scale, and dredging products mainly serving construction, the dredging shall be organized according to the method of auctioning mineral exploitation rights according to regulations.

Regarding the plan to organize dredging of sand and alluvial soil in the reservoir of the Thach Nham headworks, the scale and volume of dredging the reservoir are divided into 3 parts corresponding to the implementation time of 3 years. Each year, a dredging project (Technical and economic report) is established, with an investment capital of about 11 billion VND/project. The budget for implementation in 2025 will be supported by the province from the regular expenditure source for Quang Ngai CTTL Exploitation One Member Co., Ltd.; in 2026 - 2027, the revenue from the auction of dredged materials will be used.

Regarding the dredging of the channel and alluvial plain of the Ve River, through Duc Loi Commune (Mo Duc), the situation of sedimentation and erosion in the Cua Lo area is increasingly complicated. Dredging deeper into the estuary area helps fishing boats to enter and exit, but leads to the risk of bank erosion, deeper salinity intrusion into the river and negative impacts on the water environment in the estuary area. In addition, the estuary area often has strong fluctuations, the channel is easily filled up again after dredging. Therefore, it is necessary to continue monitoring, evaluating the current situation and implementation plan.
Regarding the dredging and clearing plan for the Cua Dai area and Phu Tho river, from Tan Thanh village to Pho Truong, Nghia An commune (Quang Ngai city), the province considers supporting targeted funding from the Quang Ngai city budget and assigns the city People's Committee to organize the implementation. At the same time, the province considers assigning tasks to relevant departments, branches, localities and units to organize the preparation of a report proposing the investment policy for the Co Luy fishing port combined with storm shelter anchorage project, ensuring compliance with the planning approved by the Prime Minister in Decision No. 582/QD-TTg dated July 3, 2024.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested that relevant departments, branches, localities, agencies and units proactively develop plans and schemes for dredging the channels and alluvial flats of rivers and reservoirs of CTTL and hydropower plants, ensuring strict compliance with procedures and regulations. At the same time, they are responsible for publicly and transparently disclosing information on plans and schemes, ensuring the promotion of objectives and effectiveness of dredging activities.

Regarding the plan to dredge sand and alluvial soil in the reservoir of the Thach Nham irrigation project, the Vice Chairman of the Provincial People's Committee emphasized that dredging is necessary to promote the effectiveness of the project. Therefore, Quang Ngai CTTL Exploitation Company Limited is responsible for developing a specific plan and implementation plan for each stage, in which the investment funding source and the plan for using the material resources from dredging are clarified.
Regarding the dredging of the channel and alluvial plain of the Ve River, the section passing through Duc Loi Commune (Mo Duc), the Department of Agriculture and Rural Development shall continue to coordinate with the People's Committees of Mo Duc and Tu Nghia districts to monitor the progress of the channel and alluvial plain of the Ve River. At the same time, consult with specialized agencies of central ministries, branches and experts, specialized consulting units... to assess the overall situation and choose the most feasible implementation plan, and report to the province at the appropriate time.
