On January 4, in Hanoi, the Vietnam Academy of Social Sciences (VASS) held a conference to review the work in 2023 and the direction and tasks for 2024.
The conference was held in a combination of in-person and online formats to connecting points at units under the Institute.
Effectively implement assigned tasks
Reporting on the results of work in 2023, Associate Professor, Dr. Ta Minh Tuan, Vice President of the Vietnam Academy of Social Sciences, said that despite facing many difficulties and challenges, last year, the Institute adhered to the motto "Creativity, action, discipline, development" to effectively organize and implement assigned tasks.
Scientific research work continues to be implemented according to plan and ensures quality. In addition to carrying out advisory and policy consulting work as required by the Politburo , the Secretariat, the National Assembly and the Government, the Institute has implemented many new research directions, linked to current issues of the country, the socio-economic development situation, international integration, practically serving the advisory and consulting work for the Party and the State.
The Institute has made many important contributions, providing information and arguments to serve the policy-making work of the Government, the Prime Minister , central and local ministries and branches; actively contributed opinions to many important draft Reports of the Government, ministries and branches; participated in the development of many important draft legal documents.
Monthly reports on the world and Vietnam economic situation are highly appreciated by the Government and many ministries, branches and localities for their professional quality. Advisory reports on the economic, social and international relations situation conducted by specialized research institutes have contributed to providing information, scientific and practical arguments to serve the direction and administration of the Government, the Prime Minister and ministries, branches and localities.
In particular, to carry out the tasks assigned by the Politburo, the Institute has established a working group consisting of experts and scientists to develop specialized reports to summarize a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years.
Early completion of research tasks on major projects
Speaking at the Conference, Minister of Science and Technology Huynh Thanh Dat congratulated the Institute's achievements in 2023 and over the past years; acknowledged the contributions of scientists, and suggested some contents that the Institute needs to implement in the coming time.
Minister Huynh Thanh Dat emphasized that the Vietnam Academy of Social Sciences needs to promote its role as a major research institution of the country, an agency under the Government performing the function of researching fundamental issues of social sciences, providing scientific arguments for the Party and State in formulating guidelines, policies, planning, and policy plans for rapid and sustainable development of the country in socialist socio-economic development; advising on social science development policies, training highly qualified human resources in social sciences. Laws on science, technology and innovation are being reviewed for amendment and supplementation to meet the practical requirements of the country's socio-economic development; focusing on advising on amendments and supplements to the 2013 Law on Science and Technology.
Therefore, the Institute needs to propose opinions on a number of fundamental issues in the industry regarding investment and financial mechanisms for science, technology and innovation activities; autonomy mechanisms for science and technology organizations...
According to Minister Huynh Thanh Dat, the Ministry of Science and Technology has basically completed the restructuring of national science and technology programs. The system of circulars and guidelines for implementing national science and technology programs has also been reviewed, revised, supplemented and basically put into operation.
Therefore, the Institute needs to proactively propose the development of national-level programs, topics and projects, and at the same time encourage research institutes and scientists to participate in the process of selecting national-level topics; focus on implementing and promptly completing the research tasks of major research projects such as the project to compile the Vietnamese Encyclopedia; the project to research the archaeological sites of Oc Eo-Ba The and Nen Chua. At the same time, promote basic scientific research. The Ministry of Science and Technology will create conditions for scientists of the Institute to participate in international cooperation projects. In addition, the Institute needs to build and invest in strong research groups, the Ministry is ready to accompany the Institute in this content.
Minister Huynh Thanh Dat expressed his belief that the Institute's key directions and tasks in 2024 will be effectively implemented, contributing to the development of science, technology and innovation in the country.
Promote research activities and timely policy advice
In his concluding remarks at the Conference, Comrade Phan Chi Hieu, Party Secretary and President of the Vietnam Academy of Social Sciences, emphasized that the new development stage of the country is posing new, more important and difficult requirements and tasks for the Academy. Recently, Resolution No. 45 dated November 24, 2023 of the Central Executive Committee on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period has identified the policy of focusing on building breakthrough mechanisms, policies and resources to develop the two National Universities and the two Academies of Sciences into key training and research institutions, on par with advanced countries, and assigned the Government Party Committee to direct the development of capacity building projects for the two National Universities and the two Academies of Sciences.
To further promote the achieved results and thoroughly overcome some shortcomings and limitations, comrade Phan Chi Hieu suggested that each unit should closely follow the annual work plan of the Vietnam Academy of Social Sciences to concretize it into an annual work plan associated with the characteristics of each unit, in which clearly defining the key and focal tasks to prioritize resources for implementation to ensure quality, progress, and "Accelerate and get involved" right from the beginning of the year.
Promote research and policy consulting activities, promptly provide scientific arguments for the formulation of guidelines, strategies, planning, plans, and socio-economic development policies of the Party and State, of central and local ministries, branches, and sectors, especially in advising on the drafting of documents for the 14th National Congress of the Party; tasks serving the summary of a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam; Resolution No. 45-NQ/TW of the 13th Party Central Committee on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period.
Focus on promoting strengths in basic research activities, promoting multidisciplinary and interdisciplinary research; combining basic research with applied research, policy consulting and training; improving the quality of scientific products, publications and specialized journals; promoting practical summaries, in-depth surveys, focusing on researching valuable scientific works, improving the ability to forecast and respond to changes in the socio-economic situation and international integration. Each Research Institute needs to develop an orientation for in-depth research and define key research directions.
Along with that, the President of the Vietnam Academy of Social Sciences requested to continue to improve the organization and apparatus towards streamlining, effective and efficient operations in accordance with the provisions of Decree No. 108 of the Government. Issue and effectively implement the Human Resource Development Plan, focusing on improving quality, expanding scale and prestige in training, focusing on building a team of highly qualified research staff, leading experts in fields capable of researching major and new issues; pay attention to developing a team of young staff who are passionate about their profession, have research capacity and good moral qualities. Research the mechanism to attract prestigious domestic and foreign experts and scientists to participate in the Academy's network of collaborators and at research units.
Comrade Phan Chi Hieu believes that with the glorious tradition, together with the efforts and determination of each official and employee, all aspects and fields of work of the Vietnam Academy of Social Sciences will continue to have many improvements in 2024 and the following years, successfully completing the tasks assigned by the Party, State and People, making increasingly practical and effective contributions to the cause of national construction and development./.
