General Phan Van Giang called for respecting the interests and security of nations to build peace and development together. Vietnam always adheres to a policy of peaceful defense and self-defense; consistently implementing the policy of not joining military alliances, not aligning with one country to fight against another.
On the morning of October 30, the 10th Beijing Xiangshan Forum opened in Beijing, China. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam, delivered an important speech at the second plenary session of the 10th Beijing Xiangshan Forum with the theme “The role of developing countries in global security”.

According to Minister Phan Van Giang, while peace, cooperation and development are the major trends - the goals and aspirations of mankind, strategic competition, infringement of national sovereignty , disputes over resources and territory, ethnic and religious conflicts, subversion, terrorism, local wars, cyber wars, and non-traditional security challenges are taking place fiercely in many places, with many new characteristics, deeply and comprehensively impacting every country, region and the globe, requiring the international community to join hands and contribute to response.
In that context, progressive humanity increasingly craves security and peace. These are two closely related issues, the goals and conditions of each other. Every country wishes to have a comprehensive, connected, integrated, and harmonious security environment in all fields; the interests and security of countries, whether large or small, developed or developing, need to be understood, recognized, and respected to build peace and development together.
According to the General, Vietnam clearly understands the value of independence, freedom, and peace and is aware of the impacts of the global security environment on regional security and the security of each country. Vietnam always persistently and consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification, being a good friend and reliable partner of all countries and an active and responsible member of the international community, participating in effectively responding to common security challenges, for peace, cooperation, development and prosperity of the region and the world.
In the field of national defense, Vietnam firmly adheres to a policy of peaceful defense and self-defense; consistently implements the policy of not participating in military alliances, not aligning with one country to fight another, not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries, not using force or threatening to use force in international relations. Vietnam actively participates in multilateral and bilateral cooperation with partners; prioritizes resolving all disputes and disagreements by peaceful means and resolving security challenges early and from afar. Through the Xiangshan - Beijing Forum and many other multilateral forums on military, defense and security; sending forces to participate in United Nations peacekeeping operations, etc., Vietnam has affirmed its active, proactive and highly responsible role in international and regional issues. Vietnam's bilateral defense cooperation with other countries is carried out openly, transparently and without harming the interests of other countries.

General Phan Van Giang said that through the Beijing Xiangshan Forum and many other multilateral forums on military, defense and security, and sending forces to participate in United Nations peacekeeping operations, Vietnam has affirmed its active, proactive and highly responsible role in international and regional issues. Vietnam hopes that all countries will comply with international law and respect each other's independence, sovereignty, territorial integrity and national interests. Countries, especially developing countries, need to promote "strategic autonomy"; respect the diversity, specificity and specific conditions of each country but always aim for unity and consensus in awareness, responsibility and action on global security issues; cooperate and build strategic trust. Each country also needs to properly implement the commitments it has made, uphold its obligations and responsibilities to the international community.
According to Minister Phan Van Giang, in 2024, Vietnam will continue to organize the 2nd International Defense Exhibition; hoping that the Ministry of National Defense and defense industry enterprises of other countries will support this exhibition.
On this occasion, Minister Phan Van Giang had bilateral meetings with Lao Defense Minister Chansamone Chanyalath, Cambodian Defense Minister Tea Seiha and Secretary General of the Association of Southeast Asian Nations (ASEAN) Kao Kim Hourn./.
