On the afternoon of September 24, at the headquarters of the Vietnamese Permanent Mission to the United Nations in New York, Acting Foreign Minister Le Hoai Trung and Tuvalu's Minister of Foreign Affairs, Labour and Trade Paulson Panapa signed a communiqué establishing Vietnam-Tuvalu diplomatic relations.

By signing this joint communique, Vietnam became one of the few countries in the world to establish diplomatic relations with all member countries of the United Nations (currently 193 members).

After the signing ceremony, Acting Minister of Foreign Affairs of Vietnam Le Hoai Trung and Minister of Foreign Affairs, Labour and Trade of Tuvalu Paulson Panapa discussed orientations to promote relations in the coming time.

The two sides affirmed that the signing of the Joint Communique today is a historic milestone, laying the foundation for cooperation between the two countries; agreed to continue exchanges to promote specific cooperation activities in potential areas such as marine economy , tourism, and education.

The two sides also agreed to coordinate closely at multilateral forums.

Acting Minister of Foreign Affairs of Vietnam Le Hoai Trung invited Minister of Foreign Affairs, Labour and Trade of Tuvalu Paulson Panapa to visit Vietnam; Minister Paulson Panapa happily accepted the invitation.

Tuvalu is a small island nation in the South Pacific, a constitutional monarchy and parliamentary democracy; the British Monarch is the head of state, represented by the Governor-General; the Prime Minister is the head of government.

Tuvalu has a small economy and is vulnerable to climate change. Economic activities are mainly based on fishing (especially tuna) and food crop cultivation. Before establishing diplomatic relations with Vietnam, Tuvalu had diplomatic relations with 123 countries, including 6 ASEAN countries.

Countries need to fully implement their climate finance commitments.

On September 24, President Luong Cuong met with President of the 80th United Nations General Assembly (UN General Assembly) Annalena Baerbock.

The President of the UN General Assembly congratulated Vietnam on the occasion of the 80th anniversary of its National Day at the same time as the UN celebrates its 80th anniversary, as well as hosting the signing ceremony of the UN Convention against Cybercrime at the end of October and chairing the 11th Review Conference of the Nuclear Non-Proliferation Treaty (NPT) in 2026.

Ms. Baerbock particularly appreciated the President's speech and important message at the General Assembly on September 23, which expressed strong support for the UN and the theme of the session.

Vietnam and the UN have many similarities in their assessment of the situation, as well as in their commitment to multilateralism and the UN. Ms. Baerbock highly appreciated Vietnam's active and dynamic role, its increasing position, and its increasingly important contributions at UN agencies and forums, including the General Assembly, especially in the context of many challenges facing the world and the UN today.

Highlighting Vietnam's initiative on the International Day of Epidemic Preparedness on December 27, which was adopted by the United Nations in 2020, the President of the General Assembly hoped to continue receiving Vietnam's support and active participation in the second High-Level Conference on Epidemic Preparedness, Control and Response to be held in 2026.

The President stressed that Vietnam persistently and consistently pursues a foreign policy of independence, self-reliance, multilateralization and diversification, is an active and responsible member of the international community, and is committed to multilateralism and an international order based on international law. The President strongly supports the central role of the United Nations in global governance, coordinating and leading multilateral efforts, and proposing global solutions.

Vietnam is ready to increase its contributions to the common work of the UN. The President asked Ms. Baerbock to continue to pay attention, support and create favorable conditions for Vietnamese officials to work at the UN, including the Office of the President of the General Assembly.

On the afternoon of September 24, the President attended a high-level conference on climate action co-chaired by UN Secretary-General Antonio Guterres and Brazilian President Luiz Inácio Lula da Silva. The conference was attended by many heads of state and government, and representatives of international organizations.

The UN Secretary-General said clean energy is driving economic growth and sustainable development, creating jobs. If the Nationally Determined Contributions (NDCs) are fully implemented, the global temperature increase is expected to be below 3 degrees Celsius, instead of 4 degrees Celsius as previously predicted. Mr. Guterres called on countries to propose new, more ambitious contributions.

As President of the 30th United Nations Climate Change Conference (COP 30), the Brazilian President affirmed that the upcoming COP 30 Conference will be a place where countries can discuss this issue frankly, and called on countries to submit new NDCs soon before COP 30.

Speaking at the conference, President Luong Cuong emphasized that as one of the countries most heavily affected by climate change, Vietnam is clearly aware of and steadfast in its goal of sustainable development, harmonizing economic growth, environmental protection, and climate change response...

Vietnam is constantly improving institutions and policies, creating a synchronous legal corridor for green transformation, equitable transformation, climate change adaptation, resolutely implementing committed goals, and enhancing capacity and resilience for vulnerable areas and people.

The President said that countries need to fully and promptly implement their commitments on climate finance, especially resources for a just transition, linked to ensuring social security, creating jobs, and supporting workers and vulnerable communities.
