On June 20, the United Nations Security Council (UNSC) held an open debate on the topic “Maintaining international peace and security, addressing the growing threat in cyberspace” chaired by South Korean Foreign Minister Cho Tae-yul. The event was attended by Secretary-General Antonio Guterres and representatives of nearly 70 UN member states.

According to a VNA correspondent in New York, opening the discussion, UN Secretary-General Antonio Gutteres affirmed that the continuous development of digital technology and cyberspace is bringing practical benefits to all aspects of life, but also creating more and more risks of instability to international peace and security. Representatives of countries expressed deep concern about the global cyber security situation, proposing many solutions to respond to threats in cyberspace, including enhancing multilateral cooperation, consolidating the international legal framework and further enhancing the role of the Security Council in the field of cyberspace.

Speaking at the discussion session, Ambassador Dang Hoang Giang - Head of the Permanent Mission of Vietnam to the UN - affirmed that cyber security challenges are increasing in both scale and complexity, posing the risk of escalating geopolitical tensions and directly threatening all countries, of which the most vulnerable are developing countries with limited cyber security capabilities.
The Ambassador emphasized that to address challenges from cyberspace, a multi-dimensional approach is needed, with the synchronous implementation of many solutions, in which the UN plays a key role in consolidating and perfecting the international framework through efforts to promote initiatives such as the Global Digital Agreement, the Convention against Cybercrime, etc., while strengthening cooperation to improve cyber defense capacity and narrow the information technology gap between countries.
The Vietnamese representative said that with the function of maintaining international peace and security, the UN Security Council needs to devote more attention and resources to discussing and resolving challenges from cyberspace and aspects related to cybersecurity in conflict prevention, counter-terrorism and protection of essential infrastructure.
Ambassador Dang Hoang Giang affirmed that with the adoption of the 2018 Law on Cyber Security, Vietnam is applying a comprehensive approach to respond to cybersecurity challenges, while supporting and actively participating in international cooperation in this field on the basis of respecting sovereignty, non-interference in internal affairs and sharing responsibility in promoting responsible behavior in cyberspace.
