On the afternoon of November 12th, the Government's Electronic Information Portal organized a seminar titled "Vietnam's Socio-Economic Development 2021-2025: Resilience and Breakthroughs". The seminar aimed to summarize the major, overarching, and most impressive aspects of the socio-economic situation over the past five years, comparing it to previous years and to the world and the region, in order to gain a clearer overall picture.

Attending the seminar were: Phan Duc Hieu, Standing Member of the National Assembly's Economic and Budget Committee; Ramla Khalidi, Resident Representative of the United Nations Development Programme (UNDP) in Vietnam; Dr. Bui Sy Loi, former Vice Chairman of the National Assembly's Committee on Culture and Society; and Professor, Dr. Vu Minh Khuong, Lecturer at the Lee Kuan Yew School of Public Policy - Singapore (participating online from Singapore).

Turn some crises and challenges into opportunities for yourself.

According to Professor Vu Minh Khuong, a lecturer at the Lee Kuan Yew School of Public Policy in Singapore, we have gone through a special period, the 2020-2025 period. Clearly, changes occurred in every field that no one could have foreseen. Among them, the COVID-19 pandemic has gone down in history; that period will certainly never be forgotten. Global trade fluctuations also shook the world , and Vietnam was one of the countries most severely affected. Many outside the country expressed condolences and concern for Vietnam… However, in this difficult and complex context, Vietnam has demonstrated extraordinary strength and affirmed its ability to make a strong breakthrough.

According to Professor Vu Minh Khuong, the guidance and direction of the Government, the Prime Minister , and the Central Committee of the Communist Party have demonstrated a very high level of consistency. Indeed, in my work with many sectors, localities, and businesses over the past period, Professor Vu Minh Khuong has observed that the most important achievement is the creation of a strong atmosphere, affirming that there is no challenge that the Vietnamese nation cannot overcome, no difficulty that will make the Vietnamese nation retreat, and no noble goal that the Vietnamese nation cannot achieve.

Through observation, the Lee Kuan Yew School of Public Policy lecturer noted that we have accomplished a great deal. However, there are three outstanding characteristics of this period that I have observed from the Government and summarized by the three Qs. First, courage. Second, decisiveness; once something is done, it is done thoroughly. Third, selflessness.

These three valuable qualities truly impressed and inspired Professor Vu Minh Khuong, making him proud to share with international friends that we have a decisive leadership team, worthy of the nation's development in this period.

Sharing the same view as Professor Dr. Vu Minh Khuong, Ramla Khalidi, Resident Representative of the United Nations Development Programme (UNDP) in Vietnam, stated: "From UNDP's perspective, I believe Vietnam has made significant progress despite the global challenges it faces. Vietnam has been able to turn some crises and challenges into opportunities for itself. In particular, economic growth has exceeded 7% during this period. Another achievement that UNDP especially recognizes is the high and continuously improving Human Development Index (HDI). These are some of the highlights of Vietnam's achievements."

What is most impressive is the strong leadership and strategic vision that has enabled Vietnam to effectively implement its economic development policies. For example, Vietnam has overcome numerous challenges, from the pandemic to risks associated with crises and adapted to the climate crisis—a major issue the country is facing—to rise with resilience and strength.

Ms. Ramla Khalidi stated that we are now entering a new era, focusing on innovation and a comprehensive transformation towards a circular, green, and inclusive economy. She also highly commended Vietnam's vision for sustainable development, emphasizing the need to continue prioritizing this aspect.

Economic development is closely linked to social progress and equity.

Based on the assessments of the delegates attending, Standing Member of the National Assembly's Economic and Budget Committee Phan Duc Hieu pointed out the shocks that Vietnam has faced, yet the economy has remained stable. First, to respond to the COVID-19 pandemic, the Government supported people and businesses with a vaccine diplomacy program and economic recovery. The second shock was the return of investment from many countries, but Vietnam's foreign direct investment (FDI) attraction still achieved growth, and many assessments indicate that Vietnam is one of the most attractive destinations for FDI. The next shock was the trade tariff policy of US President Donald Trump.

The Standing Member of the National Assembly's Economic and Budget Committee stated that we have responded quickly, decisively, and promptly, and to date, Vietnam's trade with the US remains at $112 billion, showing positive growth. However, Mr. Phan Duc Hieu assessed that the challenges ahead are set as we aim for higher growth targets, linked to the requirement of improving the quality of growth and continuously maintaining the momentum of reform.

Sharing further insights on this issue, former Vice Chairman of the Committee on Culture and Social Affairs, Bui Sy Loi, stated that the 2021-2025 term is exceptionally special. Vietnam is simultaneously battling the pandemic and recovering and developing its economy, implementing a policy of economic development linked to social progress and equity.

In particular, the comprehensive implementation of social security and welfare policies is a highlight of Vietnam's human development model. As a result, the poverty rate decreased by 4.4% in 2021 and is projected to fall to nearly 1% in 2025; healthcare and education are closely linked, promoting holistic human development; and economic development is coupled with social equity and the protection of vulnerable groups.

“It can be affirmed that, during the 2021-2025 term, the Government has very decisively and effectively directed the improvement of social welfare for all citizens, ensuring that all people have access to and enjoy quality basic social services. Specifically, healthcare, education, housing, clean water, and environmental sanitation. This is the correct application of the spirit of Resolution 42 of the Central Party Committee and the State. When summarizing Resolution 12 on social policy and continuing to issue Resolution 42 on social policy, the Party and the State have raised the issue of having to shift from minimum basic social services to minimum basic social services with increasingly higher quality…” Mr. Nguyen Sy Loi emphasized.
