Turn some crises and challenges into opportunities for yourself
According to the assessment of Professor, Dr. Vu Minh Khuong, Lecturer of the Lee Kuan Yew School of Public Policy - Singapore, we have gone through a special period, the period of 2020-2025. Obviously, changes occurred in all fields that no one could have predicted. In particular, the COVID-19 pandemic has gone down in history, that period of time is certainly unforgettable; fluctuations in global trade have also shocked the world and Vietnam is one of the countries heavily affected. Many people outside have expressed their condolences and concerns for Vietnam... However, in the difficult and complicated context, Vietnam has shown extraordinary strength and affirmed its ability to make a strong breakthrough.
According to Professor, Dr. Vu Minh Khuong, with the direction and management of the Government, the Prime Minister and the Party Central Committee have shown a very high consistency. In fact, when I worked with many sectors, localities and enterprises in the past time, Professor, Dr. Vu Minh Khuong realized that the most important achievement was to blow up a strong air, affirming that there is no challenge that the Vietnamese people cannot overcome, no difficulty that makes the Vietnamese people retreat and there is no noble goal that the Vietnamese people cannot reach.
Through observation, the lecturer of the Lee Kuan Yew School of Public Policy sees that we have done a lot of things. However, there are three outstanding characteristics of this period that I have noted from the Government and summarized with 3 Qs. One is Courage. Two is very Decisive, once done, do it thoroughly. Three is Self-forgetfulness.
These three precious qualities make Professor, Dr. Vu Minh Khuong truly grateful and proud when sharing with international friends that we have a strong leadership team, worthy of the nation's development in this period.

Sharing the same view with Prof. Dr. Vu Minh Khuong, Resident Representative of the United Nations Development Programme (UNDP) in Vietnam Ramla Khalidi said: From the perspective of UNDP, I think that Vietnam has made significant progress, despite the global challenges it faces. Vietnam has been able to turn a number of crises and challenges into opportunities for itself. In particular, economic growth reached more than 7% during this period. Another achievement that UNDP particularly recognized is the high Human Development Index (HDI) and is continuing to improve. Those are some highlights of Vietnam's achievements.
What is more impressive is the strong leadership and strategic vision that has enabled Vietnam to effectively implement its economic development policies. For example, Vietnam has overcome many challenges, from the pandemic to the risks associated with crises and adapting to the climate crisis, a major issue facing the country, to emerge with resilience and strength.
Ms. Ramla Khalidi said that we are now entering a new era, focusing on innovation, comprehensive transformation towards a circular, green and inclusive economy. At the same time, she welcomed the need for Vietnam's vision of sustainable development to continue to focus on that factor.

Economic development goes hand in hand with social progress and equity
Through the evaluation of the delegates, Standing Member of the National Assembly's Economic and Budget Committee Phan Duc Hieu pointed out the shocks that Vietnam has faced, but the economy has remained stable. First of all, to respond to the COVID-19 pandemic, the Government has supported people and businesses with a vaccine diplomacy and economic recovery program. The second shock is that many countries have brought their investments back, but our foreign investment attraction has still achieved growth and many assessments show that Vietnam is one of the destinations attracting FDI. The next shock is the trade tariff policy of US President Donald Trump.
The Standing Member of the National Assembly's Economic and Budget Committee said that we have responded quickly, decisively, and promptly, and so far Vietnam's trade with the US has reached 112 billion USD, with positive growth. However, Mr. Phan Duc Hieu assessed the challenges ahead when we set a higher growth target, associated with the requirement of improving growth quality, and continuously maintaining reform motivations.

Sharing more about this issue, former Vice Chairman of the Committee for Culture and Society Bui Sy Loi said that the 2021-2025 term is very special. Vietnam is both fighting the pandemic and recovering and developing the economy, implementing the policy of economic development associated with social progress and equity.
In particular, the comprehensive implementation of social security and social welfare policies is a bright spot in the human development model in Vietnam. Thanks to that, the poverty rate decreased by 4.4% in 2021 and is expected to drop to nearly 1% in 2025; health and education are closely linked, comprehensive human development; economic development is associated with social equity, protection of vulnerable groups...
“It can be affirmed that, during the 2021-2025 term, the Government has directed very strongly and effectively the improvement of social welfare for all people, ensuring that all people have access to and enjoy quality basic social services. Specifically, health care, education, housing, clean water and environmental sanitation. This is the correct application of the spirit of Resolution 42 of the Central Party and State. When summarizing Resolution 12 on social policy and continuing to issue Resolution 42 on social policy, our Party and State have raised the issue of having to shift from minimum basic social services to minimum basic social services but with increasingly higher quality…” Mr. Nguyen Sy Loi emphasized.
