On May 27th, the Secretary of the Vinh Long Provincial Party Committee, Tran Van Lau, and the Chairman of the Provincial People's Committee, Tran Tri Quang, chaired a meeting to hear reports on the situation and progress of disbursing public investment funds for projects managed by the three Project Management Boards of Vinh Long province.
At the meeting, the provincial Project Management Boards reported on the disbursement of public investment funds, the difficulties and obstacles encountered in the implementation of projects, and proposed numerous solutions to accelerate disbursement in the coming period.
According to the report, the Transport Project Management Board is currently implementing a total of 96 project items in 2026. The capital plan for 2026 allocated to date is 4,074,163 million VND. Cumulative disbursements as of May 26th reached 557,423 million VND, equivalent to 14% of the plan; estimated disbursements by the end of May 2026 will reach 19% of the plan.
For the Civil and Industrial Project Management Board, in 2026, capital was allocated to implement 163 projects, of which 40 projects were implemented by the Provincial Project Management Board, and the remaining 123 projects were implemented by the Regional Project Management Boards. The total allocated capital plan for 2026 is VND 5,772 billion. The total disbursed value as of May 26th reached VND 896 billion out of VND 5,772 billion, equivalent to 15.52%.
The Agricultural Project Management Board alone has a total planned capital of over 2,300 billion VND, with a disbursement rate of approximately 19.89%.
According to representatives from the Project Management Boards, the biggest challenge currently is the slow pace of land clearance. In addition, the shortage of construction materials, rising material prices, and the capacity of some contractors are also directly affecting the construction progress and the disbursement of public investment funds.
Speaking at the meeting, Vinh Long Provincial Party Secretary Tran Van Lau stated that the province's public investment disbursement progress is currently slow, with a disbursement rate lower than the national average and failing to meet the set requirements.
According to the Secretary of the Vinh Long Provincial Party Committee, many projects are still facing difficulties and obstacles in stages such as land clearance, approval of construction drawings, bidding for contractor selection, and resettlement arrangements. This shows that the implementation process in some units is still lacking in decisiveness and not truly proactive in carrying out the tasks.
Mr. Tran Van Lau requested that investors, contractors, localities, and relevant units urgently review and comprehensively assess the implementation process of projects; clarify the causes affecting the progress of implementation. This includes enhancing the responsibility of leaders, strengthening discipline and order in task execution; resolutely dealing with weak contractors and those with slow construction progress; and simultaneously accelerating land clearance progress and proactively reallocating funds for projects that are unlikely to disburse funds on schedule.
The Provincial Party Secretary also requested that the units strictly adhere to regulations, ensuring openness and transparency in the contractor selection process to choose units with sufficient capacity, experience, and responsibility in the project implementation.
In addition, the leaders of Vinh Long province requested enhanced coordination between investors, localities, and relevant units; proactively reviewing and promptly resolving difficulties and obstacles, especially for newly implemented projects. The role of local Party committees and authorities also needs to be promoted in disseminating information and mobilizing people to agree to the implementation of projects.
Relevant departments and agencies should strengthen monitoring and inspection of implementation progress; proactively coordinate with construction units to promptly grasp the situation and resolve difficulties arising during implementation. Construction units must strictly adhere to the schedule for periodic progress reporting to facilitate monitoring, guidance, and ensure that projects are implemented according to plan.
Concluding the meeting, Chairman of the Vinh Long Provincial People's Committee Tran Tri Quang requested that the Project Management Boards, departments, and relevant units seriously absorb and fully implement the directives of the Provincial Party Secretary; and at the same time focus on effectively carrying out the assigned tasks.
Emphasizing the crucial role of disbursing public investment capital in promoting socio -economic development, the Chairman of the People's Committee of Vinh Long province requested that units proactively conduct a comprehensive review of projects, promptly resolving difficulties and obstacles arising during implementation. Project owners also need to enhance their responsibility in project management and operation; strengthen inspection and supervision of construction progress, and closely coordinate with relevant units to accelerate the implementation of projects, ensuring completion according to the set plan.
