In 2025, the Board of Directors directed the City's Social Policy Bank to closely coordinate with all levels, sectors, and socio-political organizations, focusing on implementing various solutions to create significant changes in all aspects. As of December 31, 2025, the total outstanding loan balance of the entire branch reached VND 5,679 billion, an increase of VND 761 billion compared to the beginning of the year, achieving 99.9% of the growth plan, corresponding to a loan growth rate of 15.47%.
Through credit programs, policy credit funds have helped over 13,400 poor, near-poor, and newly-escaped-poverty households borrow nearly 1,200 billion VND; over 6,000 workers have received loans to create jobs domestically and 514 workers to work abroad; over 7,400 households in rural areas have received loans to renovate and build clean water and sanitation facilities... Social policy credit has contributed to reducing the poverty rate from 1.40% to 1.08% at the end of 2025 (according to the multidimensional poverty standard for the 2022-2025 period).
In 2026, the Board of Representatives will focus on disbursing credit programs according to the growth plan assigned at the beginning of the year, ensuring that the funds reach the intended beneficiaries and are in line with their needs and loan plans. They will actively and proactively mobilize deposits from organizations and individuals to supplement lending capital for poor households and other policy beneficiaries. They will closely coordinate with entrusted socio-political organizations to implement comprehensive solutions to strengthen and improve credit quality, and expedite the recovery of due and overdue debts.

Vice Chairman of the City People's Committee and Head of the Board of Directors of the Vietnam Bank for Social Policies (VBSP), Tran Huu Thuy Giang, noted that in the coming time, the Board of Directors must focus on advising the City Party Committee, the City People's Council, and the City People's Committee to continue effectively implementing Directive No. 39-CT/TW dated October 30, 2024, of the Central Party Secretariat; Directive No. 64-CT/TU dated March 10, 2025, of the Hue City Party Committee; and advising on the allocation of local budget funds according to the plan. They should also advise on the implementation of the 2026 inspection and supervision program, to be completed before September 30, 2026, thereby further improving the quality and effectiveness of social policy credit activities in the area.
The Vice Chairman of the City People's Committee also requested that the City Branch of the Vietnam Bank for Social Policies (VBSP) effectively implement the disbursement of funds according to the allocation of credit plan targets for the year, promptly delivering capital to the poor and policy beneficiaries. In addition, he requested the timely establishment of a Board of Representatives of the VBSP at the commune level; clearly assigning responsibilities to each member of the Board of Representatives, ensuring effective operation, and promptly resolving difficulties and obstacles in the process of implementing social policy credit...
