Principal accused of soliciting donations into personal account: "Not in accordance with regulations"

The Department of Education and Training of Ba Ria - Vung Tau province has reported the results of verifying the petition against Nguyen Du High School.

Specifically, regarding the content of the reflection that the Principal of Nguyen Du High School took advantage of sponsorship and educational support for personal gain and did not transparently disclose the collection and disbursement of the school's sponsorship money, the report of the Department of Education and Training of Ba Ria - Vung Tau province said: "Nguyen Du High School did not comply with the regulations on receiving sponsorship as prescribed. The revenues and expenditures arising at the unit have not been accounted for in the accounting books and documents in full as prescribed. The responsibility for the errors lies with the Principal and the School Board".

Regarding the content of the 2022-2023 and 2023-2024 school years, the principal collected and spent money to organize the coming-of-age ceremony for grade 12 students, the Department of Education and Training of Ba Ria - Vung Tau province said that the principal and homeroom teachers had not coordinated with the school and class's Parents' Representative Committee to develop and organize the implementation of the plan to organize educational activities according to the content agreed upon at the parents' meeting at the beginning of the school year as prescribed in Circular No. 55/2011/TT-BGDDT.

Responsibility for the error lies with the Principal, the school's Parents' Association, the homeroom teachers and the Parents' Association of grade 12 students.

Regarding the reflection of collecting accident insurance for students but some students did not have cards, the Department of Education and Training of Ba Ria - Vung Tau province said that the school had purchased enough accident insurance cards for students to register to participate. Students misunderstood that the card of Vung Tau Aviation Insurance Company is also an accident insurance card, so the information was incorrect. The responsibility for the error lies with the medical staff, the homeroom teacher did not explain or guide the students, causing incorrect information.

According to the Department of Education and Training of Ba Ria - Vung Tau province, the reflection that by April 2024 the accountant announced that the school was losing 1.9 billion VND in difference with the amounts allocated by the Department of Education and Training was incorrect because the unit built the salary fund estimate, salary reform and operating expenses that were not close to reality. The responsibility for the error lies with the account holder and the school accountant who built the estimate that was not close to reality, leading to the need to make a budget deduction.

In addition, Nguyen Du High School also does not ensure the time to organize extra teaching and learning according to regulations.

"The principal needs to recognize the current situation, hold a meeting with all staff, teachers, and employees of the school to overcome difficulties and build internal solidarity," said the Department of Education and Training of Ba Ria - Vung Tau province.

With the above contents, the Department of Education and Training of Ba Ria - Vung Tau province requires the collective leadership of Nguyen Du High School to specify the responsibilities of each member in the school's operating regulations; develop a coordination plan between the principal and the trade union and Youth Union; school leaders review the limitations and shortcomings in management and operation and send a review report to the Department of Education and Training.

For the Nguyen Du High School Council, strictly implement the regulations on the functions and tasks of the School Council; strengthen the role of the School Council in approving the school's plans and strategies, and supervise the publicity of school activities.

For the Principal of Nguyen Du High School, organize a review of the roles and responsibilities of the head and relevant persons regarding the limitations and shortcomings in management, direction and operation at Nguyen Du High School; study the guiding documents of the Ministry of Finance, the Department of Education and Training and strictly implement the legal regulations on financial work...; implement solutions to overcome the shortcomings mentioned in the conclusion and report to the Department of Education and Training before October 30, 2024.

Previously, as Vietnamese People It has been reported that a group of teachers from Nguyen Du High School have filed a complaint about the school principal's violations.

According to the complaint, the Principal of Nguyen Du High School was accused of taking advantage of educational sponsorship and support for personal gain and not being transparent about the school's collection and spending of sponsorship money; violating regulations on collecting money outside of regulations; collecting accident insurance money for students but some students did not have cards; taking advantage of organizing teaching and educational activities outside of school to collect money against regulations...

Notably, according to the complaint, the Principal of Nguyen Du High School used two personal accounts to receive money from donors supporting the 40th anniversary of the school's founding.
