After years of persistent effort in building new rural areas with a spirit of unity and high determination, Yen Dinh district has achieved important milestones: In 2015, the district became the first district in Thanh Hoa province and the North Central region to be recognized as meeting the standards of new rural areas; in 2024, it will be the second district in the province to achieve advanced new rural area status. This is a test of endurance for the entire political system, Party committees, government at all levels, and all strata of the people and business community in the area. In this process, the strong role of the people as the main actors has proven the correctness of the policy of "the Party's will aligning with the people's aspirations".

Making Uncle Ho's teachings a reality.

Yen Dinh is a land of "sacred land and outstanding people," rich in patriotic traditions, history, culture, and revolution. It is the birthplace of many talented individuals and outstanding figures who have brought glory to their homeland and country, and is also known for its long tradition of unity and rich cultural identity. The district has the advantage of being situated between three key economic centers of the province: the Thanh Hoa City - Sam Son City economic center; the Northern economic center (Thach Thanh - Bim Son); and the Western economic center (Lam Son - Sao Vang). Its strategic location is crucial for socio-economic development and ensuring national defense and security for the province and the region, creating momentum for the district to achieve many important accomplishments in various fields, placing it among the top districts in Thanh Hoa province.

Throughout the many ups and downs of history, the land and people of Yen Dinh have always been resilient in the face of all difficulties and challenges, always carrying within them the enthusiasm to build their homeland into an increasingly civilized, prosperous, and beautiful place. Yen Dinh has had the honor of welcoming many leaders of the Party and State on visits. In particular, on December 11, 1961, the Party Committee and people of the district had the honor of welcoming President Ho Chi Minh to Yen Truong commune – a leading example in the "Dai Phong Wind" movement of Thanh Hoa province; at the same time, the Party Committee and people of the district were honored twice by the Party and State with the prestigious titles: Hero of the People's Armed Forces and Hero of Labor during the đổi mới (renovation) period.

Building upon the heroic traditions of their homeland, and simultaneously realizing the beloved President Ho Chi Minh's advice during his visit to Yen Truong: "We must actively promote strengths, strive to correct weaknesses to progress, and contribute to building socialism"; "to ensure that all people, young and old, men and women, are well-fed, well-clothed, educated, and that their lives are completely fulfilling, happy, and prosperous." To achieve this, they must "compete in increasing production and practicing thrift, fulfilling all tasks assigned by the Party and Government." Generations of cadres, leaders, and people in the district have united, set an example, and pioneered in all matters. Especially after adopting the policies of the Party, State, and province on implementing the National Target Program on New Rural Development, Yen Dinh was selected by the province as the first pilot unit to build a new rural district. Although facing numerous difficulties due to its low starting point: being a key agricultural production district, it still suffered from fragmentation; The socio-economic infrastructure is not yet synchronized; the scale of production value at current prices has only reached nearly 7,200 billion VND; average per capita income is only 18.5 million VND/person/year; the rate of poor and near-poor households remains high, accounting for 22.25%; on average, communes only meet 3 out of 19 criteria for New Rural Development as prescribed... The district has accurately assessed its strengths and identified its potential, while transforming these difficulties and challenges into "necessary and sufficient" conditions to take concrete steps and develop a roadmap with the spirit of "flexibility, creativity, substance, effectiveness, sustainability, and appropriateness".

Along with the mechanisms and policies of the Central Government and the province, the district issued many specific mechanisms and policies to create momentum and stimulate demand for the communes, and mobilized the participation and joint efforts of the people with high determination and great effort to implement the program effectively. After only 5 years, Yen Dinh became the first district in Thanh Hoa province and the North Central region to achieve the New Rural Area standard in 2015.

Consistent with the viewpoint that the New Rural Development Program is a central and continuous program with only a starting point and no end point, throughout its implementation, Yen Dinh district has always focused on disseminating information and mobilizing awareness among officials, Party members, and the people about the purpose and significance of the program. The district has taken advantage of the attention and support from the Central Government and the province, the unity and solidarity within the Party, the consensus among the people and the business community, and expatriates to successfully carry out the assigned political tasks. Having gathered internal strength and fostered unity and solidarity, Yen Dinh district has mobilized all social resources to jointly build a new rural area. In particular, after the Central Government issued the set of criteria for the 2021-2025 period, the District Party Committee, the District People's Council, the District People's Committee, and the District Steering Committee for National Target Programs continued to lead and direct the communes to review, mobilize, and effectively utilize resources to maintain and improve the quality of the criteria for a new rural district. To date, all 22/22 communes (100%) in the district have met the standards for New Rural Areas; 11/11 communes have met the standards for Advanced New Rural Areas (50%); 3 communes have met the standards for Model New Rural Areas (13.6%); the district maintains the standard of 9/9 criteria for New Rural Area districts and meets the standard of 9/9 criteria for Advanced New Rural Area districts; the satisfaction rate of people with advanced New Rural Area construction in the district is 99.93%. The average per capita income in the district in 2023 reached nearly 67 million VND (ranking 4th in the province) and increased 2.4 times compared to 2015. Poverty reduction efforts have yielded positive results, with the multidimensional poverty rate in the district in 2023 being only 1.86%, a decrease of 18.81% compared to 2015... These outstanding results in building an advanced New Rural Area district have transformed the face of rural areas in Yen Dinh district. The material and spiritual lives of the people are constantly improving. The district was recognized by the Prime Minister's Decision No. 1345-QD/TTg, dated November 7, 2024, as having achieved advanced new rural standards in 2024.

It can be said that the more than 14 years of building new rural areas (from 2011 to the present) has been a persistent test of the entire political system, all strata of the people, and the business community in the district. In this process, the leading role of the people has been emphasized and promoted with the motto "The people know, the people discuss, the people do, the people inspect, and the people benefit," which has opened up awareness and action, contributing to a clearer path towards achieving the goal of becoming an advanced new rural district.

Looking back on the journey so far, the Party Committee, government, and people of Yen Dinh district are confident in the results achieved. Receiving the decision recognizing the district as meeting the advanced New Rural Area standards and receiving the National Intangible Cultural Heritage designation for the Dong Co Temple Festival is an honor and source of pride for the Party Committee, government, and people of the district. This is the result of the determined leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; the strong unity and determination of the entire political system over many years; along with appropriate and timely mechanisms and policies; and the active participation of the people in the district, demonstrating the correctness of the principle of "the Party's will aligning with the people's aspirations."

Continuing to maintain and build upon the achievements, Yen Dinh district sets the following goals: Striving to ensure that by 2025, 100% of communes in the district meet the advanced new rural area standards; 30% of communes meet the model new rural area standards; average per capita income reaches 79 million VND/year or more; and by 2030, Yen Dinh will be a model new rural area district. To realize these goals, Yen Dinh district proposes the following key solutions:

Firstly, strengthen the leadership, guidance, and management of Party committees and governments at all levels, and mobilize mass organizations and socio-political organizations to participate effectively in the implementation of the advanced new rural development program and model new rural development program. In the immediate future, focus on leading and directing the completion and exceeding of all targets and indicators for new rural development in the 2024-2025 period of the district.

Secondly, we must strengthen propaganda on agricultural development and rural new-style construction. We must promote agricultural restructuring towards large-scale commodity production, clean agriculture, the application of high technology, creating products with high productivity, quality, competitiveness, sustainable development, and adaptation to climate change; and develop OCOP products. We must focus on creating jobs, increasing income for rural people, and effectively implementing poverty reduction and social security policies.

Thirdly, effectively implement democratic regulations, mobilize maximum resources, especially resources from the people, to focus on building new rural areas, and integrate resources from various programs and projects to invest in infrastructure development in communes and villages, creating a foundation for socio-economic development in rural areas.

Fourth, develop culture and society, healthcare, education and training, prioritizing holistic human development and improving the quality of people's lives; strengthen environmental protection, build a bright, green, clean, and beautiful environment, use resources efficiently and economically, and proactively respond to climate change; and ensure strong national defense and security, and social order and safety.

Fifth, focus on directing the implementation of criteria for new rural villages, communes, and districts, advanced new rural areas, and model new rural areas, and maintain and improve the quality of criteria in localities that have been recognized by competent authorities. Launch and expand emulation movements on building advanced new rural areas and model new rural areas, making them regular and continuous movements, creating a highlight of emulation among units in the district. Publicize good models for communes to learn from and replicate.

Sixth, effectively conduct preliminary and final reviews and evaluations of emulation movements, promptly commend and reward advanced models, and replicate new, creative, and effective approaches and successful models in rural development.
