On the morning of July 20, all ships and boats of the unit left the dock and headed to the storm shelter area to ensure safety. Agencies and units also deployed to tie down houses, warehouses, barracks, proactively put up and take down billboards and slogans, trim trees, clear sewers, and prevent flooding at the unit due to heavy rain.
By 11:00 a.m. on July 20, Coast Guard Region 1 had completed the contents of storm prevention and control work at the unit according to the direction from above, ensuring absolute safety for people, weapons, equipment, and facilities.

Colonel Luong Cao Khai, Deputy Commander and Chief of Staff of Coast Guard Region 1, said: “In the face of the complicated developments of storm No. 3, implementing the direction of the Head of the Vietnam Coast Guard Command, Coast Guard Region 1 has proactively developed and deployed plans to prevent and avoid storms and organized forces and vehicles to be ready. Agencies and units in the stationed areas are required to ensure absolute safety for people and property, strictly implement the “4 on-site” motto, and establish mobile teams ready to perform tasks when ordered. The Command Headquarters of the Region Command is also closely coordinating with cooperating units, grasping information on search and rescue in the Gulf of Tonkin, maintaining forces and vehicles on duty, ensuring readiness to perform rescue missions in all situations.”

According to the National Center for Hydro-Meteorological Forecasting, by the afternoon of July 20, storm No. 3 will move to the West-Northwest, with a speed of 20-25km/h and is likely to continue to strengthen (the strongest wind at sea can reach level 12, gusting to level 15). The Gulf of Tonkin will have winds gradually increasing to level 6-7, then increasing to level 8-9, the area near the storm's center will have levels 10-12, gusting to level 14, waves from 2m to 4m high, the area near the storm's center will have waves from 3m to 5m high, the sea will be very rough.
According to forecasts, the storm center will make landfall in the Northern Delta and Thanh Hoa regions, with winds at level 8, gusting to level 10.
