Half of the term has passed with countless difficulties and challenges, especially the Covid-19 pandemic, but the Party Committee, government and people of Binh Thuan province, with solidarity, joint efforts, creativity, and all efforts and determination in implementing the Resolution of the 14th Provincial Party Congress (term 2020 - 2025), have achieved many outstanding achievements in all fields.

The picture with bright colors, along with positive signals after half of the term, has created confidence and new momentum for Binh Thuan to continue to "accelerate" to successfully implement the remaining targets in the second half of the term.

Socio- economic picture

The 14th Congress of the Binh Thuan Provincial Party Committee (term 2020 - 2025) took place on October 13, 14, 15 and 16, 2020. The Congress identified 23 main targets, 5 key tasks and 3 breakthroughs to help the province develop rapidly, sustainably and strongly in marine economy, energy and tourism . Big goals, high determination, but when starting to implement, Binh Thuan encountered many difficulties, disadvantages, even unprecedented situations. That was the Covid-19 pandemic outbreak, causing severe impacts. There were times when economic development goals and aspirations had to be put behind the urgent priority task of protecting the health and lives of the people. On the other hand, the province also faces great pressure as a result of external conflicts and inflation, broken supply chains, while investment resources are limited.

"Fire tests gold, hardship tests strength", in the face of these difficulties, Binh Thuan has always been different when it knows how to promote the tradition of dynamism, creativity, daring to think, daring to do, thereby making timely and correct decisions. Binh Thuan has thoroughly grasped the direction of the Central and the Government on flexibility in fighting the epidemic and managing socio-economic development. Binh Thuan has also effectively implemented the spirit of turning "danger" into "opportunity", turning difficulties into development motivation. Notably, in the past half term, high-level Party and State leaders have made many visits and worked in Binh Thuan. That not only shows the Central's concern but also suggests and orients short-term and long-term strategies and solutions, while removing "bottlenecks" to help Binh Thuan break through and rise up. Typically, in August 2022, Prime Minister Pham Minh Chinh visited and worked in Binh Thuan. During the working session, the Prime Minister pointed out that “Binh Thuan must develop a green, fast and sustainable economy. To carry out this task, Binh Thuan must improve the effectiveness of leadership, direction, administration and organization of implementation of tasks; promote strategic infrastructure development; focus on human resource training; build and perfect mechanisms and policies; protect the environment, convert energy, and combat climate change”.

With the support from the Central Government, along with the innovations and creativity in thinking and action of the Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee and moreover, the cooperation, solidarity, consensus and efforts of the business community and the people, in the past half term, Binh Thuan has achieved many important and relatively comprehensive results in the fields of socio-economy, national defense and security, creating initial changes in social life.

Accordingly, the average growth rate of gross domestic product GRDP in the 2021-2023 period is estimated at 5.76%/year. The economic structure is shifting in the right direction. Budget revenue compared to GRDP in 2021 reached 13.41%, in 2022 reached 11.41%, and is estimated to reach 8.75% in 2023. Average development investment expenditure reached 38.65%/year. Development investment expenditure compared to the total average annual local budget expenditure in the 2021-2023 period averaged 38.65%/year. Attracting total social investment capital compared to the average annual GRDP in 2 years (2021-2022) accounted for 41.47%/year. The growth rate of social labor productivity (at comparable prices) in 2021 reached 5.46%. The poverty rate reduction in 2021 reached 0.28%, in 2022 reached 0.47%, estimated to reach 0.52% in 2023. Economic sectors developed relatively evenly, many potential advantages of the province were exploited, used and promoted more and more effectively. In particular, the industrial and handicraft sector is increasingly developing. Since the beginning of the term, the province has had 10 more renewable energy power plants, with a total capacity of about 362.6 MW, a total investment of 13,988 billion VND, invested, completed and put into operation. Up to now, Binh Thuan province has had 47 power plants in operation generating electricity with a total capacity of 6,523.21 MW, along with a power grid system that has been invested in, renovated, and upgraded regularly to ensure safe, stable, and continuous power supply for the province's socio-economic development, security, and defense, contributing to ensuring national energy security.

Services - tourism quickly recovered and developed impressively right after the Covid-19 pandemic, creating many new, quality products and services to attract tourists. From 2021 to the first quarter of 2023, the whole province welcomed 9,578,208 arrivals, an average increase in the period 2021-2022 of 32.27%/year; revenue from tourism activities reached 23,205 billion VND. The average room occupancy rate of the whole province reached about 40-45%. Notably, in 2023, Binh Thuan will host the National Tourism Year with the theme "Binh Thuan - Green Convergence". This is an opportunity for Binh Thuan to be ready to welcome a wave of investment with strategic, large-scale projects, as well as confidently conquer many higher goals to lay a solid foundation for a breakthrough in attracting investment for development.

The province continues to promote restructuring of crops in line with advantages and market demand; forming specialized large-scale agricultural production areas, applying high technology associated with production linkages and product consumption according to value chains. Along with that, developing organic agriculture, applying high technology associated with value chain building. Livestock is expanded to link along value chains from breeding, processing and consumption of livestock products, and food safety. The marine economy continues to develop in terms of exploitation, processing, aquaculture, fishery logistics services, and offshore fishing associated with firmly protecting the sovereignty of the sea and islands of the Fatherland. Aquatic product exploitation output in 2022 will reach more than 231,320 tons, an increase of more than 4.4%. Aquaculture output will reach more than 12,600 tons, an increase of more than 4.5%. The province has well implemented policies to support fishermen in exploiting seafood in far-off seas, policies to support the development of people's livelihoods, and socio-economic development in ethnic minority areas with great efforts; the movement of joining hands and hearts to build new rural areas has been directed and implemented according to the set plan. Resources for investment and development continue to be mobilized more, essential infrastructure systems have been invested in, contributing to promoting the local socio-economic development. The work of removing difficulties and obstacles, supporting businesses and promoting and attracting investment has achieved increasingly more mobilization results.

In addition, the province is focusing on developing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, to submit to the National Appraisal Council for approval; has completed the development of land use planning for the period 2021 - 2030, with a vision to 2050 at the district level; opening up new development orientations for science and technology, health, education, culture, and information and communication activities with progressive changes. The work of managing natural resources, preventing and combating natural disasters, responding to climate change, and ecological environment has received attention and direction. Administrative reform has been increasingly effective; the settlement of complaints and denunciations, and the prevention and combat of corruption have been promoted. National defense work has been strengthened, and security has been maintained.

In particular, building a prosperous and happy life for the people is the goal to strive for, as well as the long-term strategy of the Provincial Party Committee. Since the beginning of the 14th Provincial Party Congress, this goal has received special attention from the leadership, achieving many important results. The Provincial Party Committee has issued many specialized Resolutions, including Resolution 12 on a number of policies and solutions to improve the lives of people in Binh Thuan province until 2025, with a vision to 2030. After more than half of the implementation term, people's material as well as cultural and spiritual lives have been constantly improved. People are guaranteed security, safety and enjoy social security, progress, fairness and welfare policies. It is estimated that by the end of 2023, the poverty rate will decrease to 2.06%.

Comprehensive in-depth in Party building and political system

Party building and mass mobilization work have achieved quite comprehensive results. One of the highlights in the past half term is that the province has directed and guided the organization of a political activity with the theme "Keeping the Party member's oath" at all levels of Party committees, Party organizations, leaders, managers at all levels and Party members throughout the province. Through the political activity, each individual has a fuller and deeper understanding of the honor, pride, honor and responsibility of cadres and Party members towards the oath before the Party flag, the promise before the organization and the people, contributing to raising awareness of self-training, self-examination, self-correction, preventing degradation in political ideology, lifestyle ethics, manifestations of "self-evolution" and "self-transformation" among cadres and Party members; building the Party and political system increasingly clean and strong. Studying and following Ho Chi Minh's ideology, morality and lifestyle continues to be widely implemented and spread in society, with more and more typical and advanced models appearing in various fields.

Accordingly, inheriting the important results, all levels and sectors continue to closely follow and seriously implement the Resolution of the 13th National Party Congress, the resolutions and directions of the Central Executive Committee, the Politburo, the Central Party Secretariat, the National Assembly, the Government, the Prime Minister, the Resolution of the 14th Provincial Party Congress at all levels and 6 thematic Resolutions issued by the Provincial Party Committee. In particular, focusing on strategic solutions to restructure the economy associated with innovation of the growth model towards improving productivity, quality and competitiveness, focusing on developing 3 pillars associated with high technology application, building value chains: Industry - Tourism and Agriculture.

Regarding Party building work, Binh Thuan will continue to closely follow the Resolution of the 14th Provincial Party Congress to continue focusing on successfully completing the set tasks and targets. Lead, direct, propagate, disseminate, and effectively implement the specialized resolutions issued by the Provincial Party Committee (14th tenure). Continue to strictly implement Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo (13th tenure) on continuing to implement Directive No. 05-CT/TW of the Politburo (12th tenure) on continuing to promote the study and following of Ho Chi Minh's ideology, morality and lifestyle" in conjunction with Resolution No. 4 of the Central Committee (11th and 12th tenure), Conclusion No. 21-KL/TW of the Party Central Committee (13th tenure) on promoting Party building and rectification and the political system, resolutely preventing, repelling and strictly handling cadres and party members who have degraded in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation". Only then will the goal of a green Binh Thuan with strong development in marine economy, energy and tourism soon become a reality.

Achievements do not come naturally. To achieve them, many factors are required, including the desire for innovation and development, determination to overcome all difficulties with a high spirit of solidarity and unity from the Party Committee, government, business community, entrepreneurs and each citizen in the province.
