Half of the term has passed with countless difficulties and challenges, especially the Covid-19 pandemic, but the Party Committee, government, and people of Binh Thuan province, through unity, cooperation, creativity, and with all their efforts and determination in implementing the Resolution of the 14th Provincial Party Congress (2020-2025 term), have achieved many outstanding achievements in various fields.
The vibrant picture, along with positive signs after half of the term, has created new confidence and momentum for Binh Thuan to continue "accelerating" to successfully achieve the remaining targets in the second half of the term.
The 14th Congress of the Binh Thuan Provincial Party Committee (2020-2025 term) took place on October 13, 14, 15, and 16, 2020. The Congress identified 23 key targets, 5 priority tasks, and 3 breakthroughs aimed at developing the province rapidly, sustainably, and strongly in marine economy, energy, and tourism . Despite the ambitious goals and high determination, Binh Thuan faced numerous difficulties and disadvantages, even unprecedented situations. One such situation was the outbreak of the Covid-19 pandemic, which severely impacted the province. There were times when economic development goals and aspirations had to be prioritized over the urgent task of protecting the health and lives of the people. On the other hand, the province also faces significant pressures stemming from external conflicts and inflation, disrupted supply chains, and limited investment resources.
"Fire tests gold, hardship tests strength." In the face of these difficulties, Binh Thuan has always distinguished itself by leveraging its tradition of dynamism, creativity, and boldness, leading to timely and correct policy decisions. Binh Thuan has effectively implemented the directives of the Central Government and the Government regarding flexibility in combating the pandemic and managing socio-economic development. Binh Thuan has also effectively transformed challenges into opportunities, turning difficulties into driving forces for development. Notably, over the past half-term, high-ranking Party and State leaders have made numerous visits and working trips to Binh Thuan. This not only demonstrates the Central Government's concern but also provides guidance and direction for immediate and long-term strategies and solutions, while simultaneously addressing bottlenecks to enable Binh Thuan to achieve breakthroughs. For example, in August 2022, Prime Minister Pham Minh Chinh visited and worked in Binh Thuan. During the working session, the Prime Minister clearly stated, "Binh Thuan must develop a green, rapid, and sustainable economy. To achieve this, Binh Thuan must improve the effectiveness of leadership, direction, management, and implementation of tasks; promote the development of strategic infrastructure; focus on human resource training; build and perfect mechanisms and policies; protect the environment, transition to energy, and combat climate change."
With the support from the Central Government, along with the innovative thinking and actions of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Executive Board, and furthermore, the joint efforts, solidarity, consensus, and cooperation of the business community and the people, in the past half-term, Binh Thuan has achieved many important and relatively comprehensive results in the fields of socio-economic development, national defense and security, creating initial changes in social life.
Accordingly, the average growth rate of the provincial gross domestic product (GRDP) for the period 2021-2023 is estimated at 5.76% per year. The economic structure is shifting in the right direction. Budget revenue as a percentage of GRDP reached 13.41% in 2021, 11.41% in 2022, and is estimated at 8.75% in 2023. Development investment expenditure averaged 38.65% per year. Development investment expenditure as a percentage of total local budget expenditure averaged 38.65% per year for the period 2021-2023. Total social investment attracted as a percentage of GRDP averaged 41.47% per year for the two years (2021-2022). The growth rate of social labor productivity (at constant prices) in 2021 reached 5.46%. The poverty rate decreased by 0.28% in 2021, 0.47% in 2022, and is estimated at 0.52% in 2023. Economic sectors have developed relatively evenly, and many of the province's potential advantages have been exploited, utilized, and effectively promoted. In particular, the industrial and handicraft sectors have developed significantly. Since the beginning of the term, the province has seen the construction and commissioning of 10 renewable energy power plants with a total capacity of approximately 362.6 MW and a total investment of VND 13,988 billion. To date, Binh Thuan province has 47 power plants in operation with a total capacity of 6,523.21 MW, along with a power grid system that is regularly invested in, renovated, and upgraded to ensure a safe, stable, and continuous electricity supply for the socio-economic development, security, and national defense of the province, contributing to ensuring national energy security.
The tourism sector quickly recovered and developed impressively after the Covid-19 pandemic, creating many high-quality and innovative products and services to attract tourists. From 2021 to the first quarter of 2023, the province welcomed 9,578,208 visitors, with an average annual increase of 32.27% during the 2021-2022 period; revenue from tourism activities reached 23,205 billion VND. The average room occupancy rate throughout the province was approximately 40-45%. Notably, in 2023, Binh Thuan hosted the National Tourism Year with the theme "Binh Thuan - Green Convergence". This is an opportunity for Binh Thuan to prepare for a wave of investment with strategic, large-scale projects, as well as confidently conquer higher goals to lay a solid foundation for breakthroughs in attracting investment for development.
The province continues to promote crop restructuring in line with advantages and market demands; forming large-scale specialized agricultural production areas, applying high technology and linking production and consumption of products along the value chain. Alongside this, it develops organic agriculture, applying high technology and building value chains. Livestock farming is expanded with value chain linkages from breeding stock, processing and consumption of livestock products, and food safety. The marine economy continues to develop in terms of exploitation, processing, aquaculture, fisheries logistics services, and offshore fishing, while firmly protecting the sovereignty of the country's seas and islands. The seafood catch in 2022 reached over 231,320 tons, an increase of over 4.4%. Aquaculture production reached over 12,600 tons, an increase of over 4.5%. The province has effectively implemented policies supporting fishermen exploiting marine resources in distant waters, and has made significant efforts in supporting the socio-economic development of ethnic minority communities. The movement to collectively build new rural areas has been given attention and directed according to plan. Resources for development investment continue to be mobilized, and investment in essential infrastructure has been accelerated, contributing to the promotion of local socio-economic development. Efforts to resolve difficulties and obstacles, support businesses, and promote and attract investment have yielded increasingly positive results.
Furthermore, the province is focusing on developing the Provincial Planning for the period 2021-2030, with a vision to 2050, to submit to the National Appraisal Council for approval; it has completed the land use planning for the period 2021-2030, with a vision to 2050 at the district level; opening up new development directions for science and technology, health, education, culture, and information and communication activities, with progressive changes. Resource management, disaster prevention and control, climate change adaptation, and ecological environment protection are receiving attention and guidance. Administrative reform is increasingly effective; the handling of complaints and denunciations, and the fight against corruption are being intensified. National defense is strengthened, and security is maintained.
In particular, building a prosperous and happy life for the people is a goal and a long-term strategy of the Provincial Party Committee. Since the beginning of the 14th Provincial Party Congress term, this goal has received special attention and leadership, achieving many important results. The Provincial Party Committee has issued many specialized resolutions, including Resolution 12 on some policies and solutions to improve the lives of the people of Binh Thuan province by 2025, with a vision to 2030. After more than half of the term, the material and cultural lives of the people have continuously improved. The people are ensured security and safety and enjoy social welfare policies that are progressive, fair, and beneficial. It is estimated that by the end of 2023, the poverty rate will have decreased to 2.06%.
Thorough and comprehensive approach in Party building and the political system.
Party building and mass mobilization work have achieved quite comprehensive results. One of the highlights in the first half of the term was the province's guidance and organization of a political activity campaign themed "Keeping the Party Member's Oath" at all levels of Party committees, Party organizations, leading and managing officials, and Party members throughout the province. Through this political activity campaign, each individual gained a fuller and deeper understanding of the honor, pride, and responsibility of a Party member and official regarding the oath taken before the Party flag, the promise made to the organization and the people. This contributed to raising self-awareness in self-improvement, self-reflection, and self-correction, preventing ideological and political degradation, moral decay, and manifestations of "self-evolution" and "self-transformation" among cadres and Party members; and building a cleaner and stronger Party and political system. The study and emulation of Ho Chi Minh's ideology, ethics, and style continue to be widely implemented and spread throughout society, with an increasing number of exemplary models and advanced examples emerging in various fields.
Comrade Nguyen Hoai Anh – Alternate Member of the Central Committee of the Party – Standing Deputy Secretary of the Provincial Party Committee emphasized: “To effectively implement the Resolution of the 14th Provincial Party Congress, term 2020-2025, Party committees, Party organizations, government agencies, the Fatherland Front, and mass organizations at all levels need to continue to concretize the goals, tasks, and solutions set forth in the Congress Resolution for implementation. We must accelerate the implementation of key tasks and the three breakthroughs; regularly inspect and monitor the progress of key projects in the province; and implement the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, immediately after it is approved by the Prime Minister. In particular, our Party Committee needs to seriously and effectively implement Conclusion No. 21 of the 13th Central Committee of the Party on Party building and rectification of the Party and the political system. We must be determined to build and promote the spirit of unity, solidarity, and joint efforts of the entire Party.” The Party Committee aims for the common goal of building and developing Binh Thuan province rapidly and sustainably in the coming period.”
Personnel work has been focused on synchronization and connection between different stages, enhancing transparency, controlling power, and combating corruption in appointments and promotions. The province has also concentrated on revising, supplementing, and perfecting the system of regulations and rules. It has summarized the implementation of several regulations on personnel work and concretized the system of new central directives on personnel organization. The organizational structure of Party, government, and mass organizations within the political system from the provincial to the grassroots level continues to be streamlined, improved, and operated effectively and efficiently. The leadership capacity and fighting strength of grassroots Party organizations have been increasingly enhanced. The quality of Party branch meetings has seen many positive changes. The results of new Party member recruitment have met and exceeded the set targets. The province successfully directed the organization of the elections for National Assembly deputies and People's Council deputies at all levels. The congresses of Party branches under the grassroots Party committee for the 2022-2025 term were held. The review, evaluation, and classification of the quality of grassroots Party organizations, Party members, and collectives, individuals, and leading and managerial cadres at all levels were carried out seriously and increasingly substantively.
The Provincial Steering Committee for the Prevention and Combat of Corruption and Negative Practices held its 5th meeting.
Regarding Party inspection, supervision, and disciplinary enforcement, these tasks have been carried out seriously; the quality of inspections and supervisions has improved, and the content of these inspections and supervisions is increasingly aligned with the requirements of Party building and the tasks of each Party committee and organization; inspections of Party organizations and members when there are signs of violations have been focused on. In addition, the fight against corruption, the practice of thrift, and the prevention of waste have been led and directed with high determination; many outstanding and prominent cases have been addressed with focused guidance and achieved results. Mass mobilization work has been strengthened, the strength of the great national unity continues to be promoted, and patriotic emulation movements are regularly maintained and widely disseminated.
Break through and rise
In reality, although the province has achieved many important accomplishments, there are still many unsatisfactory results and certain limitations. Therefore, the period from 2023 to 2025 is even more significant, marking a turning point for in-depth and high-quality policy decisions and work in accelerating the implementation and striving to achieve the goals of the 2021-2025 five-year socio-economic development plan.
Accordingly, building on the important achievements, all levels and sectors will continue to closely adhere to and seriously implement the Resolution of the 13th National Congress of the Party, the resolutions and directives of the Central Committee, the Politburo, the Secretariat of the Central Committee, the National Assembly, the Government, the Prime Minister, the Resolutions of the 14th Provincial Party Congresses at all levels, and the 6 specialized resolutions issued by the Provincial Party Committee. In particular, the focus will be on strategic solutions to restructure the economy in conjunction with reforming the growth model towards improving productivity, quality, and competitiveness, with a focus on developing three pillars linked to the application of high technology and building value chains: Industry, Tourism, and Agriculture.
Regarding Party building work, Binh Thuan will continue to closely follow the Resolution of the 14th Provincial Party Congress to focus on successfully completing the tasks and targets set forth. It will lead, direct, disseminate, and effectively implement the specialized resolutions issued by the Provincial Party Committee (14th term). Continue to strictly implement Conclusion No. 01-KL/TW, dated May 18, 2021, of the Politburo (13th term) on continuing to implement Directive No. 05-CT/TW of the Politburo (12th term) on continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with Central Resolution 4 (11th and 12th terms), and Conclusion No. 21-KL/TW of the Central Committee of the Party (13th term) on strengthening the building and rectification of the Party and the political system, resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and exhibiting "self-evolution" and "self-transformation". At the same time, Party committees and organizations at all levels in the province must be proactive, creative, highly determined, make great efforts, and act decisively; make the most of opportunities, advantages, and other favorable conditions; and effectively overcome remaining limitations and shortcomings. Points. Implement the motto "Unity - Democracy - Wisdom - Innovation - Development". Continue to strive and create stronger transformations in the work of Party building and rectification, determined to complete and exceed all set targets for Party building work.
We believe that the results of the first half of the 14th Provincial Party Congress will continue to be a driving force for the entire Party, people, and armed forces in the province to continue to unite and strive with even greater determination and effort; to be more dynamic and creative in order to excellently fulfill the goals, targets, and tasks set forth in the Resolution of the 14th Provincial Party Congress. Only then will the goal of a green, economically strong Binh Thuan, with a thriving marine economy, energy, and tourism, soon become a reality.
Success doesn't come naturally. Achieving it requires many factors, including a desire for innovation and development, a determination to overcome all difficulties, and a high level of unity and solidarity from the Party committee, government, business community, entrepreneurs, and every citizen in the province.
