“Big commune” with long-term vision

The birth of CM-LC commune is not only a merger on the administrative map, but also a comprehensive restructuring of the organization, apparatus and space for urban - industrial - tourism development. With a large scale and large population, CM-LC is considered a core commune in the development strategy of the Central region.

Mr. Tran Van Minh Quan, Chairman of the People's Committee of CM-LC commune, shared that the locality currently has many large projects invested in construction by Hue City; including key projects in the CM-LC Economic Zone of strategic significance, such as: Chan May Port; Kim Long Motor Hue automobile assembly and production area; Chan May Logistics Center and traffic projects connecting the duty-free zone with Chan May port, the main road of Chan May urban area... The commune has also proposed to consider implementing a number of large projects, such as the road along Lap An lagoon connecting from the south of Phu Gia tunnel to the intersection of Nguyen Van - National Highway 1A, about 5km long; the coastal road from Dong Duong residential area to An Cu Tay 2, 4km long; planning to develop Hai Van Quan tourist area; arranging residential areas; opening up directions to restore typical craft village products to develop tourism services... Therefore, the amount of work that CM-LC commune must undertake in the immediate future is quite large, especially in the areas of site clearance and preparing clean land to attract investment.

Goods are bustling through Chan May port today.

The process of implementing projects inevitably has difficulties, obstacles, and shortcomings... Therefore, the Commune People's Committee hopes to continue to receive attention and direction from the City Party Committee, the City People's Committee, relevant departments and branches, especially on policies and mechanisms that benefit the people. In addition, an urgent task now is to organize and operate the new government apparatus in a stable, synchronous, and effective manner. In particular, the arrangement of personnel and facilities, especially the Public Administration Service Center, is being given top priority by the commune.

Mr. Tran Van Minh Quan said: “We take people’s satisfaction as a measure, promote technology application, transparent processes, and dedicated service. The Commune Administrative Service Center must be a place where people can clearly feel the companionship, service, and closeness of the government to the people.”

The city's growth "nucleus"

With its special location and strategic role, CM-LC commune is oriented to develop into a modern satellite city, a trade - service - logistics center directly serving the city center and the Central region.

In CM-LC commune, the Kim Long Motor Production and Assembly Complex Project invested by Kim Long Motor Hue Joint Stock Company with a total capital of VND 25,660 billion, on a land area of about 164 hectares, with a capacity of about 108,800 cars/year, including assembly and production of all kinds of cars and engines, accessories for the automobile manufacturing industry. This is a large industrial development project in the Central region, currently providing nearly 3,000 jobs, opening up development opportunities for the locality. Currently, Kim Long Motor Hue Joint Stock Company has been approved to invest in a social housing project in CM-LC Economic Zone with an area of 18,788m². This project is expected to build about 898 apartments, contributing to the completion of the social infrastructure system for Chan May urban area in the coming years. In addition, many other large projects are being implemented, such as completing Chan May ports according to national planning; logistics center, creating an ecosystem for developing high-tech industry, commercial tourism services... in this area.

Decision No. 418/QD-TTg of the Prime Minister on approving the Task of adjusting the Master Plan for the construction of the CM-LC Economic Zone until 2045, with the goal of developing it into a dynamic economic zone, complete in structure and function; creating an attractive investment environment, with high competitiveness in attracting investment.

Accordingly, the city leaders have taken important steps, building specific plans to expand development space, create land funds to attract large-scale, branded infrastructure investment and business projects to continue forming new industrial development models, attracting green and clean production and business projects, promoting socio-economic development. Accompanying this direction, the role of the CM-LC commune government is indispensable.

In addition to large projects, the commune also focuses on synchronous investment in essential infrastructure: Housing, schools, healthcare, culture, trade and services... in a modern and sustainable direction. Focus on state management in the fields of land, construction, and environment. Urban development plans, ecological agriculture and services are reviewed to be consistent with the general development orientation of the new commune and the city.

The formation of CM-LC commune is not the sum of the four old administrative units but a comprehensive restructuring of organization, apparatus and development space. The task is not to stop at reorganizing the government but to create a land of stature to "take off" with the urban city of heritage, cultural tourism typical of Vietnam.
