Gia Tuong is a low-lying locality, located in the flood discharge area, the flood delay of Hoang Long river, the difference between west and east is from 4 - 4.5m, when there is heavy rain, it is affected by the entire amount of water from the two river systems Boi and Na. Therefore, the commune is often affected by natural disasters, especially flooding, severely affecting the production and daily life of the people.
Identifying disaster prevention, control and search and rescue (PCTT&TKCN) as an important , urgent and regular task, therefore, right from the first days of operation of the new commune, based on the PCTT&TKCN plan of Nho Quan district before, and integrating the PCTT&TKCN plans of the old localities before the merger, the commune has built a specific, detailed and suitable PCTT&TKCN plan for 2025 for units and people in the area to implement.
Accordingly, the commune quickly completed the Commune's Steering Committee for Disaster Prevention and Control; sub-committees for Disaster Prevention and Control in the areas and assigned tasks to each member; organized inspections and assessments of key works at risk of insecurity to develop protection plans; Collect and review households living in areas at risk of being affected to proactively plan for evacuation; supplement and complete plans to mobilize means, forces, materials, and logistics to be ready to serve the highest level of disaster prevention and control and search and rescue work; establish 24/7 emergency teams in villages, hamlets, key and vulnerable areas, regularly check and grasp the situation, carry out disaster prevention and control and search and rescue work, and support in overcoming consequences when situations occur in the area under their responsibility before, during, and after storms and floods.
Up to now, the locality has reviewed and made a list of on-site shock forces in 31/31 villages, each village has 15 people regularly present in the locality when floods and storms occur; completed the plan to mobilize a force of more than 130 people with hand tools and rescue vehicles ready to participate in PCTT&TKCN when ordered (mainly military forces, police, militia and self-defense forces).
Through review, the locality has 9.45 km of river dykes, flood prevention index with Hoang Long river water level at De wharf (+5.3 m); 12.5 km of dykes, flood prevention index (+3.5 m to + 4 m). All dykes have been solidified, upgraded in elevation, and the surface is poured with concrete to prevent landslides. However, 250 m of Loi Ha dyke, the section through Phu Cuong and Phu Thinh villages has a dyke elevation (+3.5 m), not enough to prevent floods at (+4 m), leading to the risk of dyke overflow; the dyke slope in the Lan area adjacent to Hoang Long river has 355 m of landslides due to the impact of storms and floods in 2017 and 2018 that have not been repaired.
In the commune, there are 2 flood discharge spillways, of which the Duc Long active flood discharge system is 200 m long, invested by the Ninh Binh Provincial People's Committee, with a cost of 90 billion VND, including: building a new active spillway with a regulating valve gate, combined with a traffic bridge on the spillway; building a traffic road downstream of the spillway; building a central management building; opening and closing equipment system, lighting and other auxiliary equipment and items. The project is being focused on by the GT01 Contractors Consortium to accelerate the construction progress, striving to complete and put into use by January 2026. The project plays an important role in regulating the flow of water on the Hoang Long River, lowering flood levels, ensuring flood prevention and control safety for the Hoang Long River dike and minimizing damage to people in the project communes when heavy rains and floods occur.
The culvert system under the dike consists of 31 culverts, which are solidly built to ensure safety and no leaks, including Ngoi Ca culvert and Mat Bac culvert, which were newly invested in 2024. However, Cao Thang culvert (located on Loi Ha dyke) was built over 20 years ago and has degraded. Nho Quan district previously approved the investment policy for repair.
The commune currently has 12 pumping stations and pumping points, including Mat Bac Pumping Station and Cao Thang Pumping Station under construction. The pumping stations are inspected and maintained promptly, notably Kien Phong Pumping Station with 6 units with a total designed capacity of 16,800m3 /h, discharge tank elevation (+6m); Nhu Phong Drainage Pumping Station has been newly built with 6 machines, total capacity of 11,700m3 /h, and Dinh Than Luy Pumping Station with 3 machines, capable of draining 200m3 of rain. mm for 250 hectares of early season rice. The drainage canal system and culverts across the canal are good for draining water on a large area.
The locality has also identified key flood prevention and control points and vulnerable locations of dykes, spillways, dams, culverts, etc., and promptly developed protection plans according to regulations. At the same time, it has directed units to quickly inspect, repair, dredge, and clear the flow of drainage channels and culvert systems serving flood control; prepare sufficient quantities and types of reserve materials and dyke protection for each route in case of an incident.
The locality has proactively prepared reserve materials, including: 150m3 of soil, rock, and sand; 230 hoes and shovels; 87 iron baskets; 310 life jackets; 485 life buoys; 9,800 sacks; 1,100 bamboo stakes; 1 generator; 10,924m2 of wave-breaking tarpaulin; 11 boats; 10 trucks over 5 tons; 3 excavators and many other types of materials. The materials are currently gathered at key locations or warehouses and yards to serve the work. PCTT&TKCN in the commune. In addition, each household also prepares: boats, ladders, slings, ropes, pliers, packaging and conditions to prevent and fight floods and storms.
Comrade Nguyen Thanh Trung, Chairman of Gia Tuong Commune People's Committee said: Along with carefully preparing means and reserve materials, the locality also developed a plan to ensure logistics and healthcare , including establishing first aid and emergency teams, fully preparing human resources, materials, chemicals, medical equipment, ready for first aid, environmental sanitation, disease prevention and control after natural disasters. Along with that, strengthen the work of forecasting, warning about weather developments and informing and disseminating to all people about the importance and requirements of PCTT&TKCN tasks. Provide guidance on measures to thereby raise awareness of proactive prevention right in the community, be ready to respond promptly, actively participate in rescue, rescue, overcome consequences, quickly stabilize people's lives, production and activities.
With the motto "Proactive prevention, timely response, urgent and effective recovery, taking prevention as the main task", Gia Tuong commune focuses on ensuring the safety of natural disaster prevention and control works, minimizing damage, protecting the lives and property of the State and people during the 2025 storm season.
