Despite facing numerous difficulties and challenges in the process of building new rural areas, with the spirit of unity, creativity, and great determination of the Party Committee, government, and people of Gio Hai commune (Gio Linh district), by the end of 2023, the locality had completed 19 out of 19 criteria. These days, officials, Party members, and people from all walks of life are joyfully preparing to receive the certificate recognizing them as achieving new rural area standards. This serves as a motivation for Gio Hai commune to write new chapters with even more impressive achievements on its journey to building new rural areas.

The National Target Program for building New Rural Areas has been identified by Gio Hai commune as a key and ongoing task, guiding its implementation through various specific solutions and actions that have yielded high effectiveness. The movement to collectively build New Rural Areas has been widely launched throughout the commune, with the active participation of officials and the people. According to Ho Xuan Thuy, Vice Chairman of the Gio Hai Commune People's Committee, following the rearrangement and merger of commune-level administrative units in Gio Linh district during the 2019-2021 period, Gio Hai and Gio Thanh communes merged into a new commune named Gio Hai.
After completing the merger of Gio Hai commune, the local government immediately began consolidating the steering committee for building new rural areas at the commune and village levels; and intensified propaganda and mobilization efforts to encourage all segments of the population to actively participate in building new rural areas through many practical and highly effective actions.
Simultaneously, a thorough and comprehensive assessment was conducted of the previously achieved and unachieved criteria of the two former localities (Gio Hai and Gio Thanh, both having met 16 out of 19 criteria). Based on this, a comprehensive action plan for building a new rural area was developed for Gio Hai commune, tailored to the local situation and fostering strong social consensus. The plan emphasized the determination to achieve all 19 criteria by the end of 2023 and be recognized as a standard new rural commune.
Arriving in Gio Hai commune today, we noticed many positive changes in the locality. The New Rural Development program has contributed to many positive changes in Gio Hai commune in various fields; the lives of the people are increasingly improving; and the face of the rural area is becoming more vibrant...
A notable achievement in Gio Hai commune is its significant progress in agricultural production, particularly the development of high-quality rice cultivation models linked to product consumption agreements; livestock farming has also received significant investment and development, yielding high economic returns. The commune has implemented many positive and effective solutions in developing its marine economy.
The entire commune has 204 boats and ships, with a total capacity of 8,399 horsepower, including 13 offshore fishing vessels and 191 inshore fishing boats. In the first five months of 2024, fishermen caught approximately 1,292 tons of seafood. Infrastructure has been invested in, basically meeting the requirements of socio-economic development and directly serving production and the lives of the people.
Important transportation routes in the commune have been asphalted, and inter-village roads have been concreted, ensuring convenient travel for people and vehicles. The New Rural Development program has contributed to improving the quality of cultural activities and sports . Notably, the movement of national unity in building a cultured life, linked with the New Rural Development and civilized urban development movements, stands out.
Currently, all 6 villages in the commune have achieved the status of "cultural residential area"; 95% of households have been awarded the title of "cultural family". In the field of education and training, the facilities adequately support teaching and learning; the commune has implemented universal preschool education for 5-year-old children; universal primary and secondary education; and effectively implemented movements to promote learning and talent. Healthcare for the people is given attention and implemented effectively.

The living standards of the people are improving, with the average per capita income reaching 50 million VND in 2023. The commune still has 81 poor households and 97 near-poor households. People's houses are being built with solid, spacious structures; the elimination of dilapidated and temporary housing is being actively implemented.
To date, there are no longer any dilapidated or leaky houses in the commune. Local defense and security have been strengthened, and public order and security are ensured; many models for protecting public order and security have been established, such as: family clans educating their children to avoid violating the law and social order; self-governing groups for boats and docks... all operating effectively.
Party and government building work has received attention and emphasis. The political system has been continuously strengthened and its overall strength has been enhanced; the contingent of cadres and civil servants has become increasingly perfected in terms of political awareness, professional competence, and spirit and attitude in serving the people. The people trust in the leadership of the Party and the administration of the local government, thereby becoming more actively involved and making more contributions to the development of their homeland.
Chairman of Gio Hai Commune People's Committee, Tran Viet Nam, said that achieving the goal of meeting all 19 criteria for New Rural Development by the end of 2023 and being recognized as a New Rural Development standard commune is a great joy for officials, Party members, and all strata of people in Gio Hai commune. Successfully implementing New Rural Development has made a significant contribution to socio-economic development, political stability, maintaining national defense and security, and continuously improving the material and spiritual lives of the people.
This achievement serves as an important foundation for the locality to aim for even higher goals in building new rural areas, especially completing the goal of achieving advanced new rural area standards and model new rural area status, promoting the movement to build new rural areas in conjunction with effectively implementing important local tasks in the fields of socio-economic development, national defense and security, and improving the material and spiritual lives of the people... thereby creating a solid foundation and strength to further develop Gio Hai commune.
