Attending the conference were: Ms. Nguyen Thi Bich Ngoc, Standing Deputy Secretary of the Hoa Lac Commune Party Committee; Mr. Dao Xuan Ban, Deputy Secretary of the Commune Party Committee and Chairman of the Commune People's Committee; members of the Standing Committee of the Commune People's Council and leaders of the Commune People's Committee; the Standing Committee of the Vietnam Fatherland Front Committee of the commune; heads of political and social organizations; branch secretaries, village heads, and heads of the Fatherland Front working committees of the villages, along with representatives of the people in the area.
At the conference, delegates heard a report assessing the results of implementing the Resolution of the People's Congress in 2025. Accordingly, the development of cultural life at the grassroots level in the commune continued to achieve many positive results, contributing to maintaining political stability, promoting socio -economic development, and improving the material and spiritual lives of the people. Patriotic emulation movements and the campaign "All people unite to build new rural areas and civilized urban areas" were widely implemented, creating high consensus within the community.
The conference focused on discussing and agreeing on key objectives and tasks for 2026. Specifically, Hoa Lac commune aims to maintain a rate of 96% or higher of households achieving the "Culturally Advanced Family" title; 100% of villages achieving the "Culturally Advanced Village" title; effectively implement civilized practices in weddings, funerals, and festivals; increase the cremation rate; and strengthen environmental sanitation efforts to prevent prolonged accumulation of waste.
Speaking at the conference, representatives from the villages contributed many practical ideas relevant to the actual situation, such as: improving the effectiveness of environmental sanitation work, maintaining the "Bright - Green - Clean - Beautiful" models; strengthening the self-governance role of the community; promoting the dissemination of information on civilized lifestyles; and focusing on economic development, job creation, and increasing people's income. These opinions demonstrated a high sense of responsibility and consensus in building cultural life at the grassroots level.
Speaking at the conference, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Hoa Lac commune, Dao Xuan Ban, acknowledged and highly appreciated the heartfelt opinions of the delegates, while also clarifying some key issues for the coming period. He emphasized that building a civilized lifestyle needs to be linked to local realities, especially in the context of Hoa Lac developing into an urban area, with an increase in the migrant population, experts, and workers from many places coming to live and work. Therefore, it is necessary to focus on building a culture of behavior and forming an image of friendly and hospitable people of Hoa Lac.
In addition, the locality continues to promote "green, clean, and beautiful" models from households to residential areas; raise awareness of environmental protection; effectively utilize security camera and fire prevention models at the grassroots level; review and improve village regulations and customs; pay attention to social welfare and care for vulnerable groups. At the same time, it strengthens land management and construction order, accelerates land clearance, develops infrastructure, creates conditions for job retraining, and improves people's living standards.
To effectively carry out the tasks set forth, the Chairman of the People's Committee of Hoa Lac commune hopes for the companionship, sharing, and support of all the people, working together to build Hoa Lac into a civilized, modern, green, clean, beautiful, and livable urban area.”
The conference unanimously approved the Resolution of the People's Delegates Conference 2026 with 100% agreement from all delegates present. This is an important foundation for all levels, sectors, and the entire population of the commune to promote the spirit of solidarity and work together to build Hoa Lac into an increasingly developed, civilized, modern, and prosperous place.
