Que Hiep Commune in Quang Nam takes economic development as the focus in building sustainable new rural areas.

Economic structure shifts strongly

Mr. Tran Anh Toan - Chairman of Que Hiep Commune People's Committee said: "The lives of people in Que Hiep commune mainly depend on agriculture , so when starting to build new rural areas, the locality prioritizes supporting agricultural production development plans to increase income and improve people's lives.

Thanks to the attention, support and facilitation of all levels, sectors, organizations and individuals, especially the proactive and drastic participation of the Party Committee, government and people, Que Hiep has achieved important achievements with a fairly growing economy and many positive changes.

Continuing to promote the achieved results, in 2023, Que Hiep will promote economic restructuring towards increasing the proportion of industry - handicrafts, focusing on agricultural and rural development.

The commune promotes the application of scientific and technical advances in production, focusing on high-yield varieties suitable to soil conditions in each region to increase value per unit area.

In 2023, the total output of grain crops in the commune is 2,565.4 tons, an increase of 2.1% compared to 2022. The locality mobilized people to convert 2 hectares of sesame, 10 hectares of peanuts, and 16.3 hectares of Loc Dai bitter sticky rice.

In the 2022-2023 Winter-Spring crop, from the capital source of Decree No. 35/2015/ND-CP dated April 13, 2015 of the Government on management and use of rice-growing land, the Commune People's Committee has developed a plan to support DT100 and HN6 varieties for 28.5 hectares in Loc Thuong and Trung Ha villages with a total cost of 123 million VND.

Currently, Que Hiep commune has 2 OCOP products: Loc Dai Bitter Sticky Rice with 4-star standard and H.Farm Premium Nutritional Cereal with 3-star standard. The commune is focusing on building the brand and upgrading the standards of OCOP products from bitter sticky rice, encouraging organizations and individuals to invest in processing and promoting products from bitter sticky rice (Tro sticky rice cake, Tran cake, Mango cake, Sticky rice wine...) to gradually increase the value of agricultural products.

Along with that, the commune focuses on improving the quality of vocational training for rural workers; continuing to call for and attract investment in garden economy, family farm economy, and farms associated with business activities of the collective economy, diversifying production and business fields to ensure linkage and support for farmers.

According to Mr. Toan, in addition to focusing on developing agriculture and forestry, Que Hiep also always encourages and supports people in developing industries - handicrafts, trade - services to shift the economic structure and rural labor, solve jobs for hundreds of local workers and increase income.

Poverty reduction policies, preferential credit programs for poor households and other policy subjects have been effectively implemented by localities such as technical support for business, loans, support for plant varieties, livestock, etc.

Thanks to the implementation of many solutions in economic development, the lives of people in Que Hiep commune have been significantly improved. In 2023, the average income per capita is estimated to reach 51.5 million VND, the rate of poor households has decreased rapidly and sustainably, accounting for 3.11%.

Efforts to build sustainable new rural areas

Mr. Toan said: "Defining the construction of new rural areas is a continuous, unceasing process and must be sustainable. With the high determination of the Party Committee, government and people, Que Hiep commune has put on a new look with a bright - green - clean - beautiful rural landscape and the quality of life of the people has been gradually improved".

Implementing the motto "The State and the people work together", the locality has made great efforts to mobilize and combine capital sources to invest in upgrading and expanding the rural transport system, facilities, schools, medical stations, traditional markets... to serve production and people's daily life.

Besides, the province's policy on building model residential areas and model gardens has brought practical results, received the approval and active participation of people and communities, and is an important factor in building a sustainable and in-depth new-style rural commune.

At the same time, promote propaganda and mobilization work, raise awareness and responsibility of people in environmental protection with the result that 100% of hazardous waste in the fields is collected and treated according to regulations.

In accordance with the plan to build a new rural area in the 2022-2025 period, the People's Committee of Que Son district recognized Trung Ha village as meeting the standards of the set of criteria for a model new rural area in 2022; the Provincial People's Committee recognized Que Hiep commune as meeting the new rural area standards in 2022. Currently, the commune has met 12/19 criteria for an advanced new rural area in the 2022-2025 period.

"By the end of 2024, Que Hiep commune will be recognized as an advanced NTM commune, moving towards a model NTM commune, contributing to the completion of the NTM district. In particular, continuing to implement the NTM program associated with effectively implementing the Project on restructuring the agricultural sector, mechanizing agriculture and rural areas in depth, effectively and sustainably; building synchronous and gradually modern infrastructure, ensuring a bright - green - clean - safe environment and landscape, rich in traditional cultural identity, adapting to climate change and sustainable development", Mr. Tran Anh Toan - Chairman of Que Hiep Commune People's Committee shared.
