The congress was attended by 120 party members representing 596 party members of the entire Party Committee.
Overcoming many difficulties caused by epidemics, natural disasters and changes after administrative merger, in the past term, the Party Committee, government and people of Vinh Quang commune united and made efforts to successfully implement 13/15 targets of the Resolution of the previous term Congress.
The economy has grown steadily, the structure has shifted positively; the poverty rate has decreased sharply. The old Vinh Quang commune has met the new rural standards, the average income of the whole commune has reached over 51 million VND/person/year; the two old Vinh Hoa and Vinh Thuan communes have had many clear changes in production development and people's lives.
Party building work continues to be innovated in the direction of focusing on improving the quality of grassroots Party organizations and the contingent of cadres and Party members. Attention is paid to the fields of education , health care, and social security; national defense and security are maintained.
At the Congress, with the spirit of "Solidarity-Democracy-Discipline-Creativity-Development", delegates focused on discussing and unanimously passed the Resolution with 3 breakthrough tasks in the new term: Continuing to promote upgrading transport-irrigation-industrial infrastructure; promoting digital transformation, administrative reform; developing education, healthcare and improving people's lives. The key goal by 2030 is to build Vinh Quang into an advanced new rural commune. The commune's average annual growth rate reaches 10.8%; total export turnover in the period of 2026-2030 reaches 70 million USD; poor households are reduced to 3.83%...
Speaking at the Congress, Major General Le Quang Nhan - Director of the Provincial Police acknowledged and commended the important results that the Party Committee, government and people of the commune have achieved in the past term. The Director of the Provincial Police emphasized: The commune has many potentials and advantages for socio-economic development, especially the favorable geographical location and abundant natural resources. Therefore, it is necessary to continue building a great solidarity and unity bloc within the entire Party Committee, creating high consensus in the political system and the whole society. Focus on completing the socio-economic development plan until 2030; mobilize and effectively use resources to invest in infrastructure, especially transportation, irrigation, health care, education; develop agriculture and forestry in a sustainable direction, applying high technology.
Major General Le Quang Nhan also requested the Commune Party Committee to pay attention to the management and protection of forest resources; promote land and forest allocation to the people in association with long-term livelihoods. At the same time, focus on implementing social security policies, taking care of the lives of people with meritorious services and poor households; promote national cultural identity; promote administrative reform, digital transformation, and improve the efficiency of serving people and businesses.
The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Party Executive Committee of the commune, the Standing Committee, the Party Secretary, the Deputy Party Secretary, and the Party Inspection Committee of the commune for the 2025-2030 term. In which, comrade Nguyen Ke Dau was appointed to hold the position of Party Secretary of Vinh Quang commune for the 2025-2030 term.
