The Forum was chaired by Associate Professor, Dr. Nguyen Hong Son, Deputy Head of the Central Policy and Strategy Committee; Mr. Tran Quoc Khanh, former Deputy Minister of Industry and Trade , Standing Member of the Prime Minister's Policy Advisory Council; Dr. Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences.
The Forum is an important annual scientific activity, aiming to assess the shortcomings, limitations, and bottlenecks that need to be removed in the current growth model, finding scientific and practical arguments for proposing key and breakthrough solutions to contribute to renewing the growth model for Vietnam in the 2026-2030 period, with a vision to 2045.
The Organizing Committee of the forum received more than 20 presentations from experts, scientists, managers, and business leaders, focusing on key issues including: Analysis of viewpoints on choosing an economic growth model; Experience in innovation and transformation of growth models of some countries in the world; Analysis of the current status of the current growth model of Vietnam's economy, shortcomings, limitations, barriers, and bottlenecks in the process of implementing the current growth model innovation; Outlining and identifying Vietnam's new growth model in the period 2026-2030 and orientation to 2045.

Speaking at the forum, Dr. Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences, said that in the current volatile and risky world context, the growth model must be designed as a complex, multidimensional structure, including social, technological, environmental, and even geopolitical factors - factors that are reshaping the development landscape.
Specifically, robots and artificial intelligence are creating new value chains based on data. AI controls data - that person controls power. Green transition and climate commitments are also important factors. Pressure to reduce carbon emissions, the EU's carbon marginal tax, ESG requirements from investors force economies to transform quickly or be eliminated from the playing field. The restructuring of global supply chains: The trends of "China+n", near-shoring, "friend-shoring" open up new opportunities for Vietnam, but also require superior logistics capacity, supporting industries and technology. Politically, the rise of economic nationalism and geopolitical competition: Great powers competing in technology, data and resources will reshape global rules, creating many new risks.
In such a situation, if Vietnam does not promptly transform its growth model, we will fall behind, be stuck at the lowest rungs of the global value chain, and as a result, be further and further away from the goal of becoming a developed country by 2045.
The forum is an opportunity to discuss and seek a new growth model that Resolution No. 57 of the Politburo has clearly stated is based on productivity, science and technology, innovation with digital transformation, green economy as the breakthroughs. To successfully carry out this transformation is a huge and complex task, requiring high political determination, a spirit of continuous innovation, consensus and joint efforts of the entire political system, business community and people.
Based on the scientific papers and opinions exchanged and discussed at the Forum, the Organizing Committee will synthesize and filter the contributions to have a report recommending macroeconomic policies to send to the Government, central ministries, and relevant agencies.
