Verify that an elementary school has some illegal fees

Many parents of Kim Xuyen Primary School (Kim Xuyen Commune, Kim Thanh District, Hai Duong ) said they were concerned when they received notice about the relatively "complicated" method of collecting money for the first fees of the 2023-2024 school year.

A parent whose child is studying in grade 2B at Thien Dap village school, after receiving notice that the school collects money through many forms, said: "The school applies money collection through software (application on smartphones), collection by bank transfer or cash payment. If the collection is through software, I have no opinion because it is public. I just wonder why there are many fees that must be paid directly to the school and not collected through software or bank transfer."

Accordingly, the fees collected publicly via the smartphone application include: student health insurance, drinking water, and sanitation fees. In addition, the fees: class fund of 200,000 VND, photocopy fee of 100,000 VND, parent-teacher association fund of 100,000 VND, and school support fee of 200,000 VND will not be collected via the application.

As for the school donation of 200,000 VND, parents must pay directly at the school in cash. Parents wonder why they have collected 200,000 VND from the class fund but still collect more from the parents' fund.

Among the fees listed by the 2B class teacher, some parents said that they were not in accordance with regulations.

According to Thanh Nien Newspaper reporters, on October 28, the homeroom teacher of class 2B at Kim Xuyen Primary School brought money to the parents’ homes to return to the students. The returned amounts included 200,000 VND for the class fund and 100,000 VND for photocopying the students’ weekend homework.

On November 2, Mr. Pham Hai Ninh, Chief of Office of the Department of Education and Training of Hai Duong province, said that after receiving feedback from Thanh Nien Newspaper, the department is requesting the Department of Education and Training of Kim Thanh district to report on the incident and will respond when there is specific information.
