Cambodian media recently reported that more than 100 Vietnamese people have been arrested in a campaign to crack down on online fraud activities in the country.

This afternoon, Foreign Ministry spokesperson Pham Thu Hang provided information from the Vietnamese Embassy in Cambodia. Accordingly, on July 14, more than 140 Vietnamese citizens were detained by Cambodian authorities in Phnom Penh for engaging in criminal activities and online fraud.

After receiving the information, the Vietnamese Embassy in Cambodia proactively worked with Cambodian authorities to find out information and requested the Cambodian side to ensure living conditions for Vietnamese citizens and coordinate to complete initial identity verification procedures.

The Ministry of Foreign Affairs has directed the Vietnamese Embassy in Cambodia and relevant units to immediately coordinate with domestic and local authorities to carry out necessary consular procedures and support citizens to return home as soon as possible.

The Ministry of Foreign Affairs once again recommends that Vietnamese citizens be alert to invitations to go abroad for “easy work, high salary”, without requirements for degrees or qualifications, without signed contracts, not through businesses, not through labor dispatching organizations.

Citizens need to carefully research the job content, the unit, the expected work location and relatives of the person introducing them, the insurance regime, and the benefits to make the right decision before going abroad to work.

Citizens and their relatives who want to learn more about information and regulations can continue to contact the citizen protection hotline of the Consular Department or the Vietnamese Embassy in Cambodia.

Need to fully implement legal obligations stipulated in UNCLOS 1982

Also at the press conference, the press asked the Foreign Ministry spokesperson to give his opinion on the occasion of July 12, the ninth anniversary of the Arbitral Tribunal's ruling established under Annex VII of the United Nations Convention on the Law of the Sea in the South China Sea case between the Philippines and China.

Spokesperson Pham Thu Hang emphasized: "Vietnam's stance has been expressed in the statements of the Ministry of Foreign Affairs spokesperson on July 12, 2016, July 12, 2021 and July 15, 2023.

Vietnam's consistent and clear policy is that maritime disputes must be resolved by peaceful means, fully respecting diplomatic and legal processes, not using or threatening to use force, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982)".

The spokesperson said that relevant parties need to respect the rights of other countries and fully implement their legal obligations stipulated in UNCLOS 1982, cooperate together, and make positive and practical contributions to maintaining peace, stability, security, safety, freedom of navigation and aviation, and order in the East Sea based on international law.

As a member state of UNCLOS and a coastal state of the East Sea, Vietnam emphasizes that UNCLOS 1982 is the only legal basis that comprehensively and thoroughly regulates the scope of maritime entitlements.

Maritime claims of UNCLOS 1982 member states must be consistent with the provisions of UNCLOS 1982. States must fully respect the sovereignty, sovereign rights, and jurisdiction of coastal states established in accordance with UNCLOS 1982.
