Following adjustments by the Ministry of Industry and Trade and the Ministry of Finance, E5RON92 gasoline decreased by 519 VND/liter, not exceeding 19,288 VND/liter; RON95-III gasoline will not exceed 20,009 VND/liter (a decrease of 533 VND/liter compared to the current base price).
Prices for all types of fuel were also adjusted downwards: diesel 0.05S no higher than 18,800 VND/liter (down 1,026 VND/liter compared to the current base price); kerosene reduced by 815 VND/liter to no higher than 19,473 VND/liter; and mazut 180CST 3.5S no higher than 13,488 VND/kg (down 251 VND/kg compared to the current base price).

During this price adjustment period, the Ministry of Industry and Trade and the Ministry of Finance decided not to allocate funds or use the Fuel Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.
The global oil market during this price adjustment period (from November 20th to November 26th, 2025) is influenced by several key factors: the new US proposal to end the military conflict between Russia and Ukraine; a decrease in US crude oil inventories, while gasoline and diesel inventories have increased; and the ongoing military conflict between Russia and Ukraine. These factors have caused global oil prices to fluctuate in recent days, with some products rising and others falling, but the overall trend is downward.
The average price of refined petroleum products in the world between the price adjustment period of November 20, 2025 and the price adjustment period of November 27, 2025 is as follows: 76.696 USD/barrel for RON92 gasoline used to blend E5RON92 gasoline (down 2.918 USD/barrel, equivalent to a 3.67% decrease); 79.556 USD/barrel for RON95 gasoline (down 2.796 USD/barrel, equivalent to a 3.40% decrease); 91.906 USD/barrel for kerosene (down 4.664 USD/barrel, equivalent to a 4.83% decrease); 88.514 USD/barrel for 0.05S diesel oil (down 5.832 USD/barrel, equivalent to a 6.18% decrease). 346,580 USD/ton for 180CST 3.5S fuel oil (down 9,028 USD/ton, equivalent to a 2.54% decrease).
In this price adjustment period, given the aforementioned developments in world oil prices, fluctuations in the VND/USD exchange rate, and current regulations, the Ministry of Industry and Trade and the Ministry of Finance have decided on a fuel price management plan to ensure that domestic fuel prices are consistent with world fuel prices; to continue maintaining a reasonable price difference between E5RON92 bio-gasoline and RON95 mineral gasoline to encourage the use of biofuels in accordance with the Government's policy; and to ensure a balance of interests among market participants.
