Building political system projects for Ca Mau province after merger

In order to perfect the organizational structure of agencies, ensure compliance with principles and suitability with the reality of the province when merging, on May 7, the Steering Committee for the Project on Merging Bac Lieu and Ca Mau Provinces held an online meeting at two points, Ca Mau and Bac Lieu, to discuss plans for developing projects on the political system of Ca Mau province after merging Bac Lieu and Ca Mau provinces.

Attending the meeting were Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai; Member of the Standing Committee of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province Le Thanh Trieu; Member of the Standing Committee of the Provincial Party Committee, Head of the Organizing Committee of the Ca Mau Provincial Party Committee Huynh Thi Thanh Loan, and representatives of the leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, departments, branches and sectors of the two provinces of Ca Mau and Bac Lieu .

Pursuant to Decision No. 02-QD/BCĐ dated April 28, 2025 of the Steering Committee for the Project of merging Bac Lieu and Ca Mau provinces on the establishment of a Working Group to advise on the development of the Project of the political system of Ca Mau province after the merger of Bac Lieu and Ca Mau provinces (hereinafter referred to as the Working Group); Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai was appointed as the Head of the Working Group. Members of the Working Group will give advice on the development of 3 projects including: Project to establish the Ca Mau Provincial Party Committee on the basis of merging the Ca Mau Provincial Party Committee and the Bac Lieu Provincial Party Committee; Project to organize and arrange government agencies after the merger; Project to organize the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State after the merger. These are projects that are considered very important and need to be implemented quickly, synchronously, and in accordance with requirements, with the aim of ensuring that the merged agencies operate effectively, efficiently, without overlap, and better serve the people.

Speaking at the meeting, many delegates said that the Project to organize and arrange government agencies after the merger is the most difficult. Due to the characteristics of each province, the number of departments and offices is quite large and not uniform, so it is necessary to sit down and carefully discuss the specific plan and scale of each place. In addition, it is also necessary to take into account the issues of the number of staff assigned to each place, the names, as well as the functions and tasks of the departments and offices clearly and specifically. Accordingly, to unify the name after the merger, the leaders of the two provinces need to give their opinions and agree to unify, and at the same time, based on the names, there will be a plan to arrange the functions, tasks, as well as the staff of the departments, offices and offices after the merger.

Speaking at the conclusion of the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau Province Pham Thanh Ngai highly appreciated the responsible contributions of the members of the Working Group of the two provinces, and emphasized: "In order for the projects to be developed quickly and achieve the desired results, the leaders of each department of the two provinces, Ca Mau and Bac Lieu, must closely coordinate with each other to develop a detailed project. Thereby, the names, functions and tasks of the leaders of each department after the merger will be unified. In addition, in the process of developing the project, the members of the Working Group also need to refer to the practices of other localities, as well as need to have innovative proposals to contribute to the projects, in order to contribute to the implementation of the projects to achieve the desired results.

At the same time, the arrangement and consolidation of agencies and organizations must ensure the correct principles and be consistent with the reality of the province when merging. At the same time, it is also necessary to carry out political and ideological work well, creating high solidarity and unity among cadres, party members, civil servants, public employees and workers of the two provinces of Bac Lieu and Ca Mau on policies, orientations and the organization and implementation of the arrangement, streamlining of the apparatus, improving the efficiency, effectiveness and efficiency of the operations of agencies and units in the political system in the coming time. Relevant units must synthesize and complete the draft projects, expected before May 19, 2025, and report to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committees of the two provinces, expected on May 30, 2025".
