After one year of implementing the reorganization of administrative units at all levels and the operation of the two-tiered local government, the province has achieved many important results. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Tran Tri Quang, acknowledged, commended, and highly appreciated the efforts of all levels, sectors, localities, and the team of officials and civil servants. He also affirmed that the achievements reflect the spirit of unity, responsibility, and high determination of the entire political system from the province to the grassroots.

Achieved many important results

Following the provincial merger and the implementation of a two-tiered local government system, the political system of the new Vinh Long province quickly stabilized. The reorganized apparatus became more streamlined, reducing the number of administrative units, maintaining smooth state management, and clearly defining decentralization and delegation of power. Personnel reduction was implemented in conjunction with improving the quality of civil servants and public employees. The effectiveness and efficiency of agencies, units, and localities were enhanced, and transparency in task implementation was strengthened.

Comrade Tran Tri Quang noted that, with the high political determination of the political system, the consensus of cadres, Party members, and the people, after one year of implementation, we have achieved many important and fairly comprehensive results. The awareness of Party committees, governments, cadres, and civil servants regarding the requirements for reforming the organizational structure continues to improve. Administrative reform has seen positive changes, shortening the time for resolving administrative procedures; the application of information technology, digital transformation, electronic document processing, and online public service provision continue to be promoted.

Along with that, the sense of serving the people in many agencies and units has clearly improved. Decentralization and delegation of power have been gradually implemented, helping to enhance the proactive role of local authorities. Some localities have boldly reformed their management methods, promoting the role of leaders, and handling work more quickly and practically.

At the meeting summarizing one year of implementing the reorganization of administrative units at all levels and the operation of local governments at two levels (May 20th), leaders of departments, sectors, and localities focused on exchanging and discussing the results achieved, while also presenting difficulties and obstacles and proposing solutions aimed at improving the effectiveness and efficiency of the state administrative apparatus.

According to the People's Committees of wards and communes, decentralization and delegation of authority have helped reduce intermediaries and shorten the time for resolving issues. Previously, many matters required approval through multiple levels, but now localities can proactively resolve them immediately. However, some localities reported difficulties and obstacles in the implementation process, such as the limited number of commune-level officials and civil servants who have to handle multiple tasks; some departments and offices having to perform many tasks within short timeframes; and one civil servant being responsible for multiple areas… which sometimes fails to meet requirements.

Some areas are still struggling with implementation; coordination between agencies is sometimes not very close. Information technology infrastructure and databases in some localities are still lacking in uniformity...

In the coming period, the Chairman of the Provincial People's Committee requests that all levels and sectors focus on effectively implementing six key tasks.

Continue to thoroughly understand and seriously implement the Central Committee's policies and resolutions on reforming the organizational structure and building modern, effective, and efficient local governments. This must be identified as a key, ongoing, and long-term political task; there must be absolutely no complacency or self-satisfaction with initial results.

Continue reviewing and improving the functions, tasks, and coordination regulations between agencies and units; ensuring clarity of roles, responsibilities, timelines, and expected results. Resolutely overcome the tendency to shirk responsibility, avoid accountability, and fear of responsibility. Heads of agencies must directly supervise, inspect, and monitor; they must dare to think, dare to act, and dare to take responsibility for the common good. Wherever work is delayed or causes inconvenience to citizens and businesses, the head of that agency must be held accountable.

Continue to promote administrative reform associated with digital transformation and the building of a digital government. Focus on digitizing records and data; improve the quality of online public services. Agencies and units must use the satisfaction of citizens and businesses as a measure of service quality.

Emphasis should be placed on building a team of officials and civil servants with the qualities, capabilities, and prestige to meet the requirements of the tasks in the new situation. Officials must be close to the people, understand the people, and listen to the people; they must work with the highest sense of responsibility, with a proactive, dedicated, and professional attitude.

Strengthen inspection and supervision, promptly detect and address difficulties and shortcomings arising from practice. Issues beyond authority must be proactively compiled and submitted to competent authorities for consideration and resolution; absolutely no avoidance or procrastination that negatively impacts citizens and businesses should be allowed.

Strongly promote the role of the Vietnam Fatherland Front and political-social organizations in propaganda, mobilization, supervision, and social criticism; create high consensus among the people regarding the process of reforming the organizational structure and operation of local governments.

Comrade Tran Tri Quang emphasized that reforming the local government model means reorganizing the structure, innovating management thinking, improving the quality of service to the people, building a professional, modern, transparent, and efficient administration, and contributing to promoting sustainable socio -economic development.

After one year of implementing administrative unit restructuring and operating a two-tiered local government system, the province has achieved many important and comprehensive results in various fields. The economy has grown evenly across all three sectors; agriculture is stable, industry is recovering positively, and trade, services, and tourism are experiencing significant growth. Budget revenue exceeded projections, and budget expenditures were ensured in accordance with regulations, effectively serving socio-economic development, national defense, and security tasks. Social welfare, job creation, culture, education, environmental protection, and healthcare for the people have been implemented effectively.
