Building Chu Se into one of the central wards in the West of Gia Lai province

(gialai.gov.vn) – That was the direction of the Standing Committee member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang at the 1st Congress of the Chu Se Commune Party Committee, term 2025-2030, held on the morning of August 20, at the Chu Se Commune Political Center. Attending the Congress were comrade Nguyen Ngoc Dung - Deputy Head of Department of Localities II, Central Organization Committee; leaders of specialized agencies advising and assisting the Provincial Party Committee; leaders of provincial departments, branches and sectors; commune leaders of different periods and 207 delegates representing 2,720 party members of 91 affiliated grassroots party organizations.

Chu Se commune was established on the basis of merging 5 administrative units of the old Chu Se district, including: Chu Se town, Dun, Ia Blang, Ia Pal and Ia Glai communes. The commune has a natural area of 124.94 km², a population of 68,975 people, of which ethnic minorities account for 24.91%, with 51 villages, hamlets and residential groups.

During the 2020-2025 term, despite many difficulties, the Party Committee, government and people of the commune have strived and achieved many important results. The average growth rate of product value reached 8.63%/year; export turnover is estimated at 437,000 USD; retail sales of goods and services reached more than 1,325 billion VND; average income per capita in 2025 reached 65.45 million VND.

Total budget revenue in the area for the period 2020 - 2025 is estimated at more than 291 billion VND; the disbursement rate of public investment capital reached 100% compared to the plan assigned by the Provincial People's Council. State management has many positive changes, the number of newly arising land complaints has decreased by 70% compared to the previous period.

Delegates attending the congress

Attention was paid to the fields of culture, society, poverty reduction and social security. The rate of people participating in health insurance reached 92.58%. The rate of poor households according to the multidimensional poverty standard decreased by 0.64% (equivalent to a decrease of 96 households); the rate of poor households of ethnic minorities decreased by 3%/year. Political security, social order and safety were maintained; local defense and military work was consolidated, meeting the requirements in the new situation. Party building, government building and political system building were enhanced; the leadership capacity and fighting strength of party organizations and party members were gradually improved; the effectiveness and efficiency of government operations were ensured. 432/428 party members were admitted, reaching 100.9% of the assigned target.

With the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", at the Congress, delegates discussed and comprehensively assessed the implementation of the Resolution of the Congress of 05 Party Committees of communes and towns (old), clearly pointing out the achieved results, limitations, shortcomings and causes; determining the direction, goals and tasks for the term 2025 - 2030. Accordingly, in the term 2025 - 2030, Chu Se commune strives for the growth rate of product value in the period 2026 - 2030 at 2010 comparative prices to reach 9.8% (of which: Agriculture, forestry and fishery 5.3%; industry and construction 14.5%; services 11.5%). By 2030, the export turnover is estimated to reach 2 million USD. Average income per capita reaches 89.13 million VND/person/year. The infrastructure is invested and built to ensure standards, meeting the conditions for proposing the authorities to appraise and recognize Chu Se ward. The rate of poor households according to multidimensional poverty standards decreased by 0.42% (equivalent to a decrease of 61 households); the rate of poor ethnic minority households decreased by 3%/year. The rate of grassroots party organizations completing their annual tasks well reached 90% or more. The rate of new party members admitted annually in the period of 2025 - 2030 reached 3% or more compared to the total number of party members.

Speaking at the congress, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang warmly praised and congratulated the achievements of the Party Committees, authorities and people of the commune. He highly appreciated the spirit of solidarity and unity of the comrades throughout the process of preparing, implementing the merger, transferring and deploying tasks according to the new model, as well as in the preparation work for organizing this Congress.

Regarding the tasks for the 2025-2030 term, the Vice Chairman of the Provincial People's Committee requested the Chu Se Commune Party Committee to continue building a clean and strong Party and political system in the commune, promoting the core leadership role of grassroots party organizations in the context of implementing the 2-level government model, ensuring closeness to the people, understanding the people, and for the people. Promoting the spirit of solidarity and unity throughout the Party Committee; focusing on leading and directing socio -economic development, ensuring the successful completion of the goals and targets of the Congress Resolution; building a specific action program and plan for implementation with the motto "6 clear" (clear people, clear work, clear responsibility, clear authority, clear time, clear results).

In addition, focus on promoting production linkages, forming concentrated raw material areas, strongly developing agricultural processing industry associated with growing and breeding areas, building value chains from production to consumption. Maximize the potential and advantages of the commune after the merger to create breakthroughs in development, focusing on services - trade, high-tech agriculture , processing industry, infrastructure construction. Build concentrated agricultural production areas associated with growing area codes, processing factories, value chains. Develop a system of markets, rural trade, small logistics suitable to local conditions. Increase attraction of small and medium enterprises, cooperatives, support startups, diversify production and business sectors. In particular, it is necessary to prepare necessary conditions in terms of land, infrastructure, and human resources to aim to become Chu Se ward in the near future - the commercial - administrative center of the West of Gia Lai province.

Along with that, promoting comprehensive digital transformation is a key task throughout all leadership, management and operation activities of Party committees, authorities, the Fatherland Front - mass organizations, as well as in developing production, business and improving the quality of people's lives. Regularly strengthen national defense and security, maintain political stability, social order and safety, ensure a stable environment for sustainable development.

The 2025-2030 term sets forth extremely heavy tasks for the Party Committee and the People of Chu Se commune. However, with the revolutionary tradition, the spirit of solidarity and the achievements, the Vice Chairman of the Provincial People's Committee believes that the Party Committee and the People of Chu Se commune will overcome all difficulties and challenges, successfully implement the Resolution of the 1st Congress of the Party Committee; strive to build Chu Se into one of the central wards in the West of Gia Lai province, developing rapidly, sustainably, civilized and modern; together with the whole country entering a new era - the era of strong and prosperous development of the Vietnamese people.

The Congress announced the decision of the Provincial Party Standing Committee to appoint the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Chu Se Commune Party Committee for the 2025-2030 term. Accordingly, the Executive Committee consists of 22 comrades; Comrade Ly Anh Sang was appointed to hold the position of Secretary of the Chu Se Commune Party Committee for the 2025-2030 term.
