The 1st Congress of the Party Committee of Khong Lao Commune, term 2025

Attending the Congress were representatives of the Provincial Party Committee's Inspection Committee; representatives of the Provincial Border Guard Command; representatives of the Standing Party Committees of Dao San, Phong Tho, Sin Suoi Ho communes, and 150 outstanding party members representing 693 party members in the entire Khong Lao commune Party Committee.

Comrade Mai Thi Hong Sim - Secretary of the Party Committee of Khong Lao commune delivered the opening speech at the Congress.

Khong Lao commune was merged from the communes of Khong Lao, Hoang Then and Ban Lang. The Party Committee has 2 grassroots Party Committees, 2 grassroots Party cells; 42 Party cells directly under the Party Committee with a total of 693 party members. In the past term, with the participation of the entire political system, the support and participation of the people, the Party Committee of the commune has basically completed the targets set out in the Congress Resolution. The commune's economy has developed quite well, agricultural production has continued to shift in a positive direction, paying attention to the application of science and technology in production towards commodities. The total food output reached 6,381.9 tons; the average food per capita reached 382 kg/person/year. Continuing to implement the new rural construction program, mobilizing people to participate and respond to the implementation of the criteria, the commune achieved 12/19 criteria for new rural construction. The infrastructure system in the commune continues to be invested in and built in a synchronous and gradually modernized direction.

Trade and service activities have developed steadily; culture and society have had many positive changes; the quality of education, health care, and people's health care has been improved. The scale of the school and class network has developed appropriately; school facilities and teaching equipment have been invested in to basically meet the needs of teaching and learning. The quality of mass education and key education has continued to improve; the rate of mobilizing school-age students to attend kindergarten is over 99%, primary school is 99.5%, secondary school is over 99%, mobilizing secondary school graduates to continue to study high school and vocational training (from vocational intermediate level and above) is 71.5%. The rate of health insurance coverage in the commune is 89.9%.

Comrade Le Tri Kien - Standing Deputy Secretary of the Party Committee of Khong Lao commune presented the Political Report at the Congress.

The work of sustainable poverty reduction and implementation of social security policies has been focused on implementation, the annual poverty rate has decreased by an average of 5%/year or more; by the end of 2024, the poverty rate will be 25.05%; the average income will reach 41.14 million VND/person/year. The commune has implemented the Program to support the elimination of temporary and dilapidated houses for 317 households in the commune. Cultural and sports activities have taken place vigorously; the lives of people of all ethnic groups have been constantly improved and enhanced.

National defense and security are ensured, maintaining national border sovereignty. Party building and political system building have achieved many important results, the leadership capacity and fighting strength of Party organizations, the quality of cadres and Party members continue to be improved. Party membership recruitment is focused, with 116 Party members admitted during the term. On average, 95.5% of Party organizations and 92.7% of Party members complete their tasks well or better each year. The effectiveness and efficiency of State management and the quality of public service activities of cadres and civil servants have had positive changes. The role of the Fatherland Front and socio-political organizations in propaganda, mobilization, and building the great solidarity bloc of ethnic groups has been promoted.

Promoting the achieved results, in the 2025 - 2030 term, Khong Lao commune continues to set out 4 key task groups and 3 breakthroughs to implement the targets set out in the Resolution of the 1st Party Congress of the commune.

At the Congress, delegates listened to the Report synthesizing the opinions of affiliated party organizations on the draft Political Report of the Party Executive Committee of the first term of the commune, submitted to the first Congress of Party delegates of the commune, term 2025 - 2030; Report synthesizing the opinions of the Congress on the draft documents of the 14th National Party Congress, documents of the 15th National Party Congress of the province.

In their speeches at the Congress, delegates focused on a number of concrete solutions to study and follow Uncle Ho's teachings to promote the locality's internal strength and potential, contributing to improving people's lives and building new rural areas; promoting the strength of the great national unity bloc to create motivation and goals for the cause of building and developing Khong Lao commune...

Comrade Giang A Tinh - Vice Chairman of the Provincial People's Committee gave a speech at the Congress.

Speaking at the Congress, Comrade Giang A Tinh - Vice Chairman of the Provincial People's Committee acknowledged and praised the efforts and results of the Party Committee, government and people of Khong Lao commune achieved in the past term. At the same time, he suggested that in the coming term, the Party Committee, government and people of all ethnic groups in the commune need to continue to promote the spirit of solidarity, high determination, great efforts, drastic actions, proactively implement a number of key tasks such as: Focusing on building a clean and strong Party Committee and political system; promoting democracy, continuing to innovate leadership and direction methods in a comprehensive and practical direction, truly being the political nucleus in leading and directing the implementation of political tasks in the locality. Closely following the leadership and direction of the Central Government, the Provincial Party Committee and the Provincial People's Committee review, supplement and develop development plans with focus and key points on the basis of potential and advantages for rapid and sustainable development.

At the same time, focus on developing agriculture in the direction of commodity production associated with building key and typical product brands. Synchronously deploy tasks and solutions for cultural and social development, improve the quality of comprehensive education; effectively carry out health care for the people; continue to develop the cultural identity of ethnic groups associated with tourism, diversify tourism products, key and typical product brands. Effectively implement social security policies, poverty reduction policies; effectively implement national target programs in the area. Promote digital transformation in the activities of Party committees and authorities in leadership, direction, management, operation... to successfully implement the goal of "Building a sustainable development of Khong Lao commune" in the coming time.

Comrade Giang A Tinh - Vice Chairman of the Provincial People's Committee presented the Decision and flowers to congratulate the new Executive Committee of the Party Committee of Khong Lao commune on its debut at the Congress.

The Congress announced the Decisions of the Provincial Party Standing Committee: Appointing the Party Executive Committee of the commune consisting of 33 comrades, the Party Standing Committee of the commune consisting of 11 comrades; appointing the Secretary and Deputy Secretary of the Party Committee of Khong Lao commune, term I, 2025 - 2030; appointing the Inspection Committee of the Party Committee of Khong Lao commune, term I, 2025 - 2030, consisting of 3 comrades. Comrade Mai Thi Hong Sim was appointed to hold the position of Secretary of the Party Committee of Khong Lao commune for the term 2025 - 2030. At the same time, the Decision to appoint the Delegation to attend the 15th Provincial Party Congress, term 2025 - 2030, consisting of 6 comrades, was announced.
