In conclusion, the Deputy Prime Minister assigned the Ministry of Industry and Trade to preside over, research and submit to the Prime Minister a plan to assign tasks to relevant ministries and branches to organize the construction of the National Oil Refinery and Energy Center in Dung Quat Economic Zone. Deputy Prime Minister Bui Thanh Son requested that the project continue to review strategic plans, refer to international models, and ensure the "specific and breakthrough" factor in accordance with the spirit of Resolution 26 of the Politburo on the development of the North Central and Central Coast regions to 2030, with a vision to 2045.
The Dung Quat National Oil Refinery and Energy Center project has a total estimated investment of 16.1 - 20.5 billion USD, divided into two phases. Phase 1 from 2025 to 2030 is the key phase, with an investment of 14.1 - 17.5 billion USD. Phase 2 from 2031 to 2045 will see an additional investment of about 2 - 3 billion USD. The center is expected to meet at least 30% of the country's petroleum demand, ensuring reserves equivalent to 30 days of production and consumption.
By 2050, this place will not only be the national energy locomotive but also become one of the largest petrochemical refining centers in Southeast Asia.
