DTO - With a natural area of 73.33km² and a population of over 137,000 people, Cao Lanh Ward (Dong Thap Province) possesses outstanding strengths in economic development towards commodity production, trade and services. After the merger, the ward is strongly transforming itself, aiming to become a smart city with a dynamic and friendly government.

Cao Lanh Ward was established after the merger of 9 commune-level administrative units, including: Ward 1, Ward 3, Ward 4, Ward 6, Hoa Thuan Ward, Hoa An Commune, Tan Thuan Tay Commune, Tan Thuan Dong Commune and Tinh Thoi Commune.

IMPROVING URBAN AND MANAGEMENT EFFICIENCY

The merger of Cao Lanh ward administrative units has opened up new spaces, creating momentum for positive changes in the urban appearance. Before the merger of administrative units, many key roads, residential, commercial and service areas were newly invested and upgraded. The planning and land use plan were implemented promptly, contributing to the effective exploitation of land resources for socio-economic development.

Along with that, the management and operation of the government are increasingly dynamic, effective and efficient. The quality of human resources in state administrative agencies has also been gradually standardized, with more than 97% of officials and civil servants having university degrees or higher. Administrative reform has been promoted, ensuring that the rate of administrative procedure settlement for organizations and individuals reaches over 95% on time and early, thereby better meeting the needs of people and businesses.

Now, the two-tier local government model will help Cao Lanh ward improve management efficiency and handle tasks quickly and flexibly. The ward's staff and civil servants inherit experience, adapt to change, and continue to innovate to create new breakthroughs in development.

The Draft Political Report of the Cao Lanh Ward Party Executive Committee for the 2025-2030 term has clearly oriented towards expanding urban space, building smart cities, developing trade - services, urban agriculture associated with eco-tourism, health care and resorts.

From there, the Cao Lanh Ward Party Committee determined that by 2030, smart urban development will be associated with digital transformation and innovation, with the breakthrough task of building a synchronous and comprehensive digital infrastructure. This will create a driving force to promote the socio-economic development of the ward. At the same time, the Smart Urban Development Project is built and implemented closely with science, technology, innovation and digital transformation in all fields, ensuring connectivity and investment efficiency.

The focus of Cao Lanh ward’s digital transformation process is to build a digital government, digital economy and digital society, in which the locality takes people and businesses as the center of service. At the same time, the ward develops digital infrastructure quickly and proactively, which will contribute to improving the efficiency of urban management, education, health care, transportation, environment and public services.

Effective exploitation of the Intelligent Operations Center (IOC) will provide effective support in monitoring, data analysis, direction and administration of the government, gradually forming a data platform to serve socio-economic development.

PROMOTING POTENTIAL AND APPLYING TECHNOLOGY

In the coming time, Cao Lanh ward will continue to maintain and improve the quality of operations of the "Smart Village" model, while researching and replicating it in areas with sufficient conditions to improve people's lives and enhance management efficiency at the grassroots level.

The role of Community Digital Technology Teams and Digital Transformation Youth Teams in Cao Lanh Ward is promoted in spreading awareness, guiding people and organizations to participate in digital transformation. The capacity for innovation, scientific research and technology application will be enhanced throughout society, especially in the fields of high-tech agriculture, trade and services. The IOC application on mobile phones and tablets will help ward leaders easily monitor and exploit data anytime, anywhere, thereby making accurate, timely and effective decisions. This is an important turning point, laying the foundation for building the ward to develop into a smart city in the coming term.

In addition, the ward needs solutions for smart transportation, smart education and especially smart agricultural development, in line with the inherent potential of the locality.
