Building a strong team of cadres at all levels from the "roots"

President Ho Chi Minh once advised: "Cadres are the foundation of all work," and "the success or failure of all endeavors depends on whether the cadres are good or bad." Following President Ho Chi Minh's advice, the Binh Thuan Party Committee has always paid attention to the planning, training, and development of its cadre team, considering this a "key" element of its "key" task.

Ensuring a truly qualified workforce.

At the Tanh Linh District Party Committee, cadres included in the planning process receive attention in terms of training and development in both political theory and professional skills. The District Party Committee Standing Committee stated that annually, the locality issues training and development plans such as: postgraduate training, advanced political training, intermediate political training, state management training, and refresher courses on national defense and security for cadres, civil servants, and public employees under the management of the District Party Committee Standing Committee and those included in the planning process. Most leading and managerial cadres who have undergone political theory training have improved their political awareness, moral character, work capacity, management skills, and meet the requirements of their units and localities. In addition, from the beginning of the 2020 term to the present, the District Party Committee Standing Committee has sent 333 comrades to participate in training courses inside and outside the province. 245 officials and civil servants received professional and political theory training; 47 officials and civil servants participated in professional development and knowledge updating according to job title standards... However, the Tanh Linh District Party Committee also noted that some agencies, units, and localities have not yet linked personnel planning with other aspects of personnel work; the placement of female officials in key leadership and management positions in the district remains challenging.

Meanwhile, at the Provincial Public Security Party Committee, the quality of cadres and Party members is considered the foundation and crucial factor in building a truly clean and strong provincial Public Security force, enhancing leadership capacity, combat strength, and meeting the requirements and political tasks assigned. Accordingly, the Provincial Public Security Party Committee and leadership have focused on reviewing and building a leadership and command team at all levels of Public Security with sufficient numbers, qualities, capabilities, and prestige, commensurate with the tasks; paying attention to young cadres, female cadres, cadres from ethnic minorities, cadres with qualities, capabilities, and development potential; cadres at the grassroots level, units directly involved in combat, and investigative forces. The planning of leadership and command positions at all levels of Public Security has been carried out seriously and evenly across all three levels. As a result, in 2023, a total of over 2,000 cadres were developed, reviewed, and supplemented in the planning over two terms. The work of transferring and appointing personnel continued to receive attention and was carried out regularly and promptly to serve the requirements of consolidating and arranging the leadership and command staff. Also in 2023, 130 leading and commanding officers were transferred and appointed from the department level, district police level to the team level and commune police level; the arrangement of 100% of district police chiefs not being from the local area continued, and there were no surplus leaders at the department or district level.

Personnel planning should follow a dynamic and open approach.

Over the past period, Binh Thuan has focused on "building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capabilities, and prestige commensurate with their tasks." Cadre work has been emphasized in a synchronized manner across all stages; increasing transparency, control of power, and combating corruption in appointments and promotions. Specifically: Cadre planning, especially the planning of Party committees and key positions, has been carried out strictly and in accordance with regulations, following the principles of "dynamic" and "openness," starting from the bottom up, using lower-level planning to build plans for higher levels, ensuring conditions, standards, processes, procedures, transparency, and timely development and supplementation of plans to meet the requirements of the new situation. The rotation, transfer, appointment, and nomination of cadres have been carried out seriously and strictly, appropriately promoting the role of Party committees and specialized agencies in evaluating issues related to cadres. From October 1, 2020 to December 31, 2023, 98 cadres holding positions under the management of the Provincial Party Secretariat and Standing Committee were rotated, appointed, or nominated for various roles. Furthermore, all cadres nominated, appointed, or nominated for positions were included in the planning for the appointed position or equivalent; met the necessary conditions and standards; underwent verification and confirmation by competent authorities regarding their political qualifications to ensure suitability for the position; and received evaluations highlighting their strengths, advantages, weaknesses, limitations, and future development prospects. The selection, proposal, and appointment process followed the correct five-step procedure, ensuring strictness, democracy, openness, and transparency.

Going forward, the Binh Thuan Party Committee will continue to review and supplement the planning of leadership and management personnel at all levels, research and create breakthroughs in personnel work, focusing on identifying young, new, and promising individuals for planning, training, and utilization, creating a long-term source of personnel. It will complete the development of personnel rotation plans in localities and units; focus on arranging, assigning, rotating, promoting, appointing, training, and fostering personnel based on planning; proactively prepare a team of successors for subsequent terms, ensuring a reasonable number and structure to create strong changes in leadership capacity, fighting strength, and management and operational efficiency, overcoming limitations in the implementation process. At the same time, the Binh Thuan Party Committee will focus on further strengthening the control of power in personnel work to ensure effectiveness and efficiency. It will also do a good job of organizing centralized recruitment examinations for civil servants and public employees. Pilot program for appointing officials through competitive examinations.

It can be said that cadres are the fundamental factor determining the success of Party building and the political system, creating momentum for the socio-economic development of the province. The training, development, and planning of cadres are always considered a prerequisite, laying the foundation for this "key" aspect. This task is not only a matter of awareness but also of action with high political determination, so that Binh Thuan can gradually build a team of cadres at all levels with sufficient qualities, capabilities, and prestige in accordance with the Party's policies, meeting the demands of the locality in the new development stage.
