On May 26th, the Ben Thanh, Tan Dinh, Xuan Hoa, and Tang Nhon Phu wards of Ho Chi Minh City held a conference to review one year of operation of the overall organizational model of the political system and the two-tiered local government model.

100% of applications were processed on time.

According to preliminary reports from the wards, after reorganizing the administrative apparatus and operating the two-tiered local government model, the effectiveness of the political system in the wards has gradually improved, meeting the requirements of leadership, direction, state management, and serving the people in the new situation.

The level of satisfaction among citizens and businesses with the performance of local authorities has gradually improved, especially in the areas of authentication, civil registration, business registration, social security, and online administrative procedures. Statistics show that 100% of applications are processed ahead of schedule or on time.

Digital transformation to improve service quality.

One of the notable highlights in the operation of the two-tiered local government model in Tang Nhon Phu ward is the promotion of technology application in management and service delivery to citizens at the grassroots level. The ward currently maintains 86 community digital technology groups in 86 neighborhoods to support residents in accessing online public services, guide them in using digital platforms, and promote digital transformation within the community.

In addition, the ward has implemented many technology application models such as the AI ​​Camera Center for monitoring security and order and the "SOS for Tang Nhon Phu neighborhood" application. Through the application, feedback related to security and order, environment, urban infrastructure, and issues arising in the residential area is received and processed quickly.

Ms. Do Thi Anh Tuyet, Vice Chairman of the Tan Dinh Ward People's Committee, said that in recent times, the ward has deployed a virtual assistant to advise on administrative procedures on its website, Zalo, etc., to support people in searching for information, guiding them on documents, and answering questions about administrative procedures 24/7. The "Tan Dinh Digital" platform has been implemented with many convenient features to serve people and businesses.

However, the wards acknowledge a significant increase in workload following decentralization and delegation of authority, while staffing and human resources have not been adequately supplemented. Information technology infrastructure and specialized software are not yet fully synchronized; data exchange and sharing between sectors are sometimes unstable.

Building a team of competent and responsible officials.

Regarding future tasks, Ms. Hoang Thi To Nga, Secretary of the Party Committee and Chairwoman of the People's Council of Ben Thanh Ward, said that the ward will continue to focus on social welfare, improve the quality of service to the people, and proactively arrange personnel when the team of part-time workers completes their duties.

Mr. Le Duc Thanh, Secretary of the Party Committee and Chairman of the People's Council of Tan Dinh Ward, affirmed that the ward will continue to improve the quality of the Public Administrative Service Center's operations; build a team of officials who are "close to the people, respect the people, understand the people, learn from the people, and are responsible to the people"; and use people's satisfaction as a measure to evaluate the effectiveness of the work.

Meanwhile, Mr. Tran Van Nam - City Party Committee member, Party Secretary, and Chairman of the People's Council of Xuan Hoa Ward - emphasized the need to enhance a sense of responsibility, tighten administrative discipline and order; conduct thorough and fair evaluations of officials, and create motivation for those who perform well. In addition, he stressed the importance of replicating effective models, strengthening digital skills training, and applying artificial intelligence for officials and civil servants.

Similarly, Mr. Nguyen Bach Hoang Phung, Secretary of the Party Committee and Chairman of the People's Council of Tang Nhon Phu Ward, informed that the locality continues to review and streamline its organizational structure towards greater efficiency and effectiveness; while strengthening inspection and supervision, and strictly maintaining administrative discipline and order.

Khanh Hoa : Greater decentralization for local authorities.

On May 26, the Standing Committee of the Khanh Hoa Provincial Party Committee held a conference to review one year of operation of the political system and local government at two levels.

According to Tran Phong, Secretary of the Khanh Hoa Provincial Party Committee, after one year of operation, the two-level government apparatus has been gradually strengthened; the activities of the commune level have been enhanced; and administrative reform and digital transformation continue to be promoted. Many localities have proactively and flexibly handled emerging issues at the grassroots level.

Following the streamlining process, many administrative procedures are resolved faster thanks to the application of digital technology. The rate of online applications throughout the province reached 56.9%, and the satisfaction rate of citizens in resolving administrative procedures reached over 91.6%.

Several localities have seen the emergence of innovative models in serving the people. For example, in Ba Ngòi ward, the "Mobile Administration, Serving the People" model is considered to be highly effective.

At the conference, the Khanh Hoa Department of Internal Affairs proposed three key solutions. Firstly, to improve job positions and personnel management mechanisms in a flexible manner, suitable to the population size, local characteristics, and actual workload of each locality. Secondly, to shift strongly from theoretical training to hands-on training. Thirdly, to strengthen the rotation of officials from the provincial level to the grassroots level and maintain mobile support teams.

Meanwhile, the Khanh Hoa Department of Finance proposed further decentralization to local authorities, enhancing proactive management of the budget and public investment; and accelerating the disbursement of public investment capital in the spirit of "acceptance upon completion of work, and immediate payment upon acceptance of completion".
