The ancient Muong ethnic village of Luy Ai hamlet has a total landscape architectural area of about 4.95 hectares, 34 households and 165 people, 100% of which are Muong ethnic people. In 2008, Ai hamlet (now Luy Ai) was invested in by the Ministry of Culture, Sports and Tourism for preservation and recognized as a typical traditional village of ethnic minorities and a representative hamlet of the Muong ethnic group. The hamlet is also the oldest Muong village in Hoa Binh province. The hamlet has a poetic natural landscape, a stream flowing around, houses and happy residents, and poetic rice fields stretching to the foot of the mountain. Phong Phu commune was chosen to organize the opening festival to preserve and promote the unique cultural values of the Muong ethnic group. The festival has been maintained for decades, creating a highlight and unique character for the Muong Bi land.
The planning of the Muong ethnic cultural space conservation area contributes significantly to preserving and promoting the unique cultural values of the Muong people associated with the development and construction of unique tourism products based on cultural identity, environmental landscape, and building the brand of Muong Bi tourism, thereby sustainably improving people's lives. Implementing the direction of the province, Tan Lac district closely coordinates with departments, branches, and units to develop a plan to ensure quality and long-term vision in accordance with the provisions of law.
Tan Lac District Party Secretary Le Van Thach said: Up to now, the task of the detailed construction planning project at a scale of 1/500 of the Muong ethnic cultural space conservation area in Luy Ai hamlet, Phong Phu commune has been basically completed. The District People's Committee has deployed the selection of consulting units, surveyed the terrain, prepared the planning project, collected opinions from relevant agencies, units and local communities, reported to the Standing Committee of the District Party Committee, the District Party Executive Committee, and submitted the project to the District People's Council for approval.
Currently, Tan Lac District People's Committee is organizing the establishment of 2 projects at the same time (Project to adjust the general construction planning at a scale of 1/5000 of Phong Phu urban area, Tan Lac district until 2040 and Project to adjust the detailed construction planning at a scale of 1/500 of Muong ethnic cultural space conservation area), so the Department of Construction will have a document agreeing on the content of the Project to adjust the detailed construction planning at a scale of 1/500 of Muong ethnic cultural space conservation area, Luy Ai hamlet after the Project to adjust the general construction planning at a scale of 1/5000 of Phong Phu urban area is approved by the Provincial People's Committee.
To synchronize between planning levels (conformity between general urban planning and detailed planning), after the Project to adjust the general construction planning at a scale of 1/5000 of Phong Phu urban area, Tan Lac district to 2040 was approved by the Provincial People's Committee, the People's Committee of Tan Lac district issued a Decision approving the Project to adjust the detailed construction planning at a scale of 1/500 of the Muong ethnic cultural space conservation area, located in Luy Ai hamlet, Phong Phu commune.
Under the direction of the province, Tan Lac district is coordinating with relevant agencies to soon approve the detailed planning at a scale of 1/500; build projects for festival areas and culinary areas; Muong ethnic culture preservation projects; preserve, repair and upgrade Luy Ai hamlet... associated with resources for implementation to preserve one of the typical ancient Muong villages, preserving many customs, practices, and traditional cultural values of the Muong ethnic group, contributing to the implementation of the Project to preserve Muong ethnic culture and Hoa Binh culture.
