PV: Directive 20 provides specific solutions to save electricity in agencies, offices, businesses and households. What do you think about the implementation of these solutions in the province?
Mr. Tran Dinh Tan: With the guidance of the relevant authorities, 100% of agencies and units have developed, issued and effectively implemented regulations on electricity saving at their agencies and units. All units have implemented electricity saving of at least 5% of total electricity consumption in the year. Some agencies and units have invested in the construction and pilot use of rooftop solar power systems, solar lighting, etc.
Departments, branches, sectors, and local authorities have issued many documents directing and supervising to ensure that 100% of newly invested lighting projects are built; upgraded and renovated, all with high-performance, energy-saving electrical equipment (Led lights, with the ability to adjust capacity). The lighting system optimizes the ability to operate economically through automatic control, lighting according to each time frame suitable for weather conditions, actual requirements, and low power loss.
Restaurants, hotels, commercial service establishments, office complexes and apartment buildings have seriously received and implemented the instructions of state management agencies such as reducing 50% of outdoor advertising and decoration lighting capacity during evening peak hours, actively responding to the Earth Hour campaign, issuing internal regulations on economical electricity use, disseminating knowledge about electricity saving to officers and employees in the unit... Organizations and individuals managing and operating public lighting systems, lighting systems for advertising and outdoor decoration purposes have proactively renovated and upgraded equipment and operating methods to ensure electricity savings of at least 30%.
Businesses and enterprises, especially key energy users, should pay attention to applying energy management models and promoting the implementation of electricity demand management programs to meet the requirement of saving at least 2% of electricity consumption per unit of product per year.
For households, the relevant authorities have regularly disseminated and popularized on mass media, coordinated with electricity units, Party organizations, unions, associations, schools, etc. to strengthen propaganda to help all classes of people recognize knowledge, regulations, and implementation solutions to improve electricity saving practices and improve efficiency in electricity use. Propaganda work is also carried out continuously, combining many forms such as: issuing leaflets, electricity saving handbooks, and electricity saving guides to people to improve the use of electricity economically and effectively; the relevant authorities coordinate with the electricity sector to propagate and guide people on solutions to increase electricity saving, compete to save electricity and receive gifts from the electricity sector, etc.
PV: How effective have energy-saving activities been in practice, sir?
Mr. Tran Dinh Tan: In the past time, agencies, offices, businesses and households have strictly implemented Directive No. 20/CT-TTg on enhancing electricity saving in the period of 2023 - 2025 and the following years. Agencies and units have all developed and implemented their own electricity saving plans, such as: making the most of natural light and ventilation; turning off electrical equipment when not in use; setting the computer screen to automatically turn off when not in use; turning on and off lighting equipment suitable for the number of people working in the agency or unit; only using air conditioning when absolutely necessary, setting the air conditioning temperature ≥ 270C... The effective use of electricity is included in the set of criteria for assessing internal discipline compliance, reviewing, evaluating emulation and rewarding annually, helping to strengthen the practice of electricity saving.
Implementing energy development and conversion, a number of enterprises have been installing self-produced and self-consumed rooftop solar power systems, with an estimated capacity of 74.9 MW (on the roof of the production workshop). All cement factories in the area have invested in power generation systems that utilize waste heat during the production process, with a total capacity of 82.8 MW to generate electricity for self-use, reducing pressure on the distribution grid, and improving power saving efficiency in the province.
Notably, all establishments are now aware of and practice saving electricity. Enterprises are stepping up the implementation of the electricity demand management program, reducing electricity loss, actively participating in the electricity load adjustment program; organizing energy audits, applying the energy management model (key energy-using establishments). The establishments have been gradually investing, upgrading equipment, optimizing production cycles to increasingly improve efficiency in electricity use, meeting electricity-saving regulations.
People in the province have been changing their awareness and taking positive actions in using electricity efficiently and economically, gradually replacing energy-consuming equipment with energy-saving equipment, energy-labeled equipment, and using solar energy for self-generated electricity, lighting, fans, water heaters, etc.
In 2023, the whole province will save 66.5 million kWh; in 2024, it will save 67.4 million kWh and in the first 6 months of 2025, it will save an estimated 54.5 million kWh, contributing to ensuring safe and stable electricity supply to serve the province's socio -economic development.
PV: In the context of certain difficulties in electricity supply, in your opinion, what limitations need to be overcome in the use of electricity in our province?
Mr. Tran Dinh Tan: Currently, the awareness of safe, economical and efficient use of electricity among organizations and individuals has gradually improved in recent times. However, in reality, the situation of safe, economical and efficient use of electricity still has limitations such as: some manufacturing industries still use outdated technological lines with high power consumption; most manufacturing enterprises have not met energy consumption standards; some enterprises have not strictly complied with legal regulations on economical and efficient use of energy; the application of renewable energy sources is still limited. In addition, the awareness of safe, economical and efficient use of electricity among some agencies, organizations and people is not high; the conversion to using electrical equipment labeled as energy efficient is still difficult due to financial resources.
PV: To continue effectively implementing Directive 20, the economical and efficient use of electricity must be considered an important and urgent solution to maintain stable energy security and promote economic growth. In your opinion, what needs to be done in the coming time?
Mr. Tran Dinh Tan: In my opinion, first of all, it is necessary to continue to promote the implementation of Directive 20 and directives from all levels on the economical and efficient use of energy. In addition, it is necessary to strengthen propaganda and guidance to people, agencies, and the business community on the urgency and practical solutions for saving electricity; research and popularize the use of the "Electricity Saving Handbook 2025" compiled and published by the Department of Innovation, Green Transformation and Industrial Promotion. Promote the use of renewable energy, especially the development of self-produced and self-consumed solar power sources for enterprises in industrial parks and clusters, and increase the use of energy-saving means and equipment with energy labels; effectively implement the program of managing electricity demand at production and business establishments.
Along with that, each individual and organization needs to raise awareness of using energy economically; at the same time, pay attention to building and propagating a cultural lifestyle in using energy economically and effectively to all classes of people.
