Through a survey of some defense industry factories, leaders of the units said that currently, many units are experiencing a shortage of high-quality human resources and it is very difficult to recruit skilled workers to meet the demand for human resources for production.
As evidence of the current "bleeding" of human resources at the unit, Lieutenant Colonel Nguyen Huu Doan, Deputy Director of Factory Z173 (Hong Ha Shipbuilding Company Limited) said: In recent years, the factory has always faced a shortage of young labor and successors. Previously, the entire factory always had about 60% of its workforce being union members and young people, but now this figure is only 6%. The reason for this situation is that many highly skilled workers who have been with the company for many years have also asked to transfer jobs. Partly because their income has not met their expectations, but most importantly, they have devoted themselves for many years but have not yet fulfilled their dream of becoming a worker or a defense official, or even better, being transferred to a professional soldier, officially wearing a military uniform, a symbol of pride and honor for those who love the army and the country, because the annual quota for defense workers and officials is only 5 to 7 cases while the number of workers is up to thousands of people.
Factory Z121 (Chemical One Member Co., Ltd. 21) and Factory Z129 (Precision Mechanics One Member Co., Ltd. 29) are two factories with revenue and average income of employees in the top of the factories with the largest revenue in the General Department of Defense Industry (more than 20 million VND/month), but still have great difficulty in recruiting highly skilled workers and retaining long-term workers because their salary is not attractive enough and there is a lack of special incentives.
In order to attract human resources to meet the needs of defense and security industrial factories, aiming to develop a modern defense and security industry according to the motto of self-reliance, according to the leaders of defense industrial factories, there should be recruitment mechanisms and preferential policies for human resources serving the defense and security industry.
Colonel Chu Viet Son, Director of Factory Z121, shared that as a business accounting unit, the salaries of cadres, officers, and workers at the factory are based on the production and business results of the unit. Therefore, if the recruitment target for defense workers and civil servants for the factory is increased, it will have almost no impact on the state budget. The biggest change is related to the health insurance regime (insurance for oneself and insurance for relatives), social insurance, or in case of unfortunate risks, workers will be insured according to the regimes and policies of the army. If this is done, defense industry units will retain highly skilled workers.
Regarding how to attract and retain high-quality human resources for the defense industry, Colonel Nguyen Gia Trong, Party Secretary, Chairman of Factory Z127 (Single Member LLC 27) highly appreciated the draft Law on Defense Industry, Security and Industrial Mobilization, which includes provisions on legal representatives of core defense industries and core security industry establishments to hire and pay experts, leading scientists , and chief engineers according to the agreement, corresponding to the assigned tasks; the heads of core defense industries and core security industry establishments are allowed to use the annual regular expenditure budget and legal revenue sources to hire experts, leading scientists, chief engineers, and people with special talents to perform the assigned tasks. This is considered an important legal basis for defense and security industry enterprises to attract and retain high-quality human resources.
It is known that in the process of drafting the law, the drafting agency identified one of the important contents as having to develop a policy to attract and effectively use high-quality human resources to serve the defense and security industry. Accordingly, the draft Law on Defense Industry, Security and Industrial Mobilization stipulates the regime and policies for workers in core defense industry establishments, core security industry establishments, and mobilized industry establishments.

Emphasizing that these are regulations that are completely superior to the current regulations of specialized laws, Colonel Nguyen Phi Truong, Chairman of Factory Z129 (Precision Engineering One Member Co., Ltd. 29) said that the draft Law stipulates the regime and policies for workers in core defense industrial establishments, core security industrial establishments, and mobilized industrial establishments. In particular, it identifies a number of special, specific, and completely superior regimes and policies for experts, leading scientists, and general engineers participating in defense and security industrial activities such as negotiating salary levels, bonuses, and benefits from work results according to agreements, being assigned authority and responsibility to implement science and technology programs and projects, ensuring security and safety, etc.
Promote science and technology activities to serve the defense and security industry
Promoting activities, science and technology to serve the development of the national defense and security industry is one of the five major policies that have been carefully studied by the authorities to develop the Law on National Defense and Security Industry and mobilize industry. Research to master technology and self-produce weapons, technical equipment and professional technical means is the core of the national defense and security industry.
Accordingly, in order to build a proactive, self-reliant, dual-use, modern defense and security industry, the requirement of mastering science and technology is always put first. With the goal of promoting scientific and technological activities to serve the defense and security industry, the draft Law on Defense and Security Industry and Industrial Mobilization has been specified through policies, encouragement, support, protection and autonomy to further promote innovation and creativity.
Determining the need to develop requirements and contents in scientific and technological activities and innovation to serve the defense and security industry is very necessary in the current conditions of scientific and technological development. Defense industry factories such as Z127 (Single Member LLC 27), Factory 173 (Hong Ha Shipbuilding Single Member LLC), Factory Z113 (Single Member LLC 13), Factory Z189 (Single Member LLC 189) always focus on scientific and technological research, and this is the top priority to realize the set goals and plans with the highest results.

As one of the leading shipbuilding units of the Army - Factory Z189 always cares, creates conditions and has mechanisms and policies in scientific and technological research and development activities; promptly encourages and promotes cadres, workers and employees to actively participate in research and application of science and technology in production. In the period from 2018 to 2022, Factory Z189 has carried out 5 research topics at the General Department level, 1 topic at the grassroots level; promoted 192 initiatives and solutions applied to actual production, bringing high efficiency, value of tens of billions of VND, of which 3 initiatives won the Creative Youth Award in the Army. Individuals with many achievements in scientific research and promoting initiatives are duly rewarded, creating conditions for transferring soldiers, defense workers and civil servants and raising salaries ahead of schedule... Timely encouragement helps defense officers and civil servants at the Factory to be confident and devote themselves to excellently completing all assigned tasks.
Like Factory Z189, in recent times, thanks to focusing on scientific and technological research, Factory Z113 (Chemical Engineering One Member Co., Ltd. 13) has successfully researched and produced many new products. Among them, some products that previously had to be imported are now self-sufficient in production by the Factory, contributing to saving foreign currency, ensuring equipment for the army, serving training, and combat readiness. In particular, for economic products, research and development of new products is based on the strengths of the unit such as explosives and mechanics, thereby contributing to creating key products that are not only competitive in the domestic market but also export-oriented.
Regarding investment in scientific and technological research at the unit, Colonel Nguyen Quy Hoai, Deputy Technical Director of Factory Z176 (Single Member Company Limited 76) said: Determining that technological innovation and automation of production equipment is always a top priority field, playing a very important role, deciding the productivity, quality and competitiveness of products, so in recent years, Factory Z176 has always focused on promoting scientific research, technological innovation, promoting initiatives, technical improvements; optimizing production, shifting production structure to improve production and business efficiency... Thereby, many projects and topics with high technical content have been researched and successfully applied in practice, such as: Applying automatic ultrasonic gluing technology to replace traditional sewing technology for Frakta product group; microfie fabric slitting technology to replace overlock sewing technology; Technology for manufacturing tent products for export and national defense purposes; spinning technology to increase the rate of plastic scrap; technology for gluing inflatable products; Flexo printing technology; technology for manufacturing rain nylon sheets and PVC-laminated vinyl fabric on a 4-roll rolling machine...
The above reality shows that promoting scientific and technological research and innovation in production in defense and security industry units is an objective inevitable trend. Therefore, the draft Law on Defense Industry, Security and Industrial Mobilization has specified the policy to promote scientific and technological activities, serving the development of industry, defense and security in a separate section. In particular, the policy on scientific, technological and innovative activities serving the defense and security industry and the mechanism and policy to promote the development of weapons, technical equipment of strategic significance, and special technical means. According to the draft Law on Defense Industry, Security and Industrial Mobilization, organizations and individuals participating in scientific, technological and innovative activities, in addition to enjoying incentives according to the provisions of specialized laws, are also granted autonomy in the process of operation as well as being fully guaranteed the necessary conditions when performing tasks.

Referring to the risks and accidents that occur in scientific research activities serving the defense and security industry, Colonel Nguyen Gia Trong, Party Secretary and Chairman of the 27 One Member Company Limited (Factory Z127) said that scientific research activities always have a certain risk factor. Fully aware of the potential risks in scientific and technological research activities from the ability to research and test to the possibility of accidents and incidents, the drafting agency proposed and received consensus from the National Assembly to stipulate in the draft law the cases and conditions for exemption from civil liability for agencies, units and individuals when carrying out scientific, technological and innovation activities serving defense and security production. In addition, the draft law also added a provision assigning the Supreme People's Court to guide the exclusion of criminal liability for individuals in the process of carrying out scientific, technological and innovative activities serving the research and production of weapons, technical equipment and professional technical means.
Assessing the provisions in the draft Law on Defense Industry, Security and Industrial Mobilization related to science and technology policies, National Assembly delegate Trinh Xuan An, Standing Member of the National Assembly's Committee on Defense and Security, said that the science and technology policies of the draft law are closely following the goal of building a modern defense and security industry, going beyond simple policies to invest in and apply new technologies, foundational technologies, and core technologies, aiming to master science and technology, aiming to develop a modern defense and security industry according to the motto of self-reliance./.
