Identifying marine economy and agricultural production as the driving force for local economic development, the Party Committee and local government have recently issued specialized resolutions to exploit potential and strengths to help people develop their economy. Accordingly, the commune has mobilized people to build 49 new boats under Government Decrees No. 67, 89, and No. 17; established 9 solidarity production groups at sea with 115 boats and 2,185 members. Simultaneously, they have encouraged and facilitated businesses, trading, cooperatives, fish processing plants, cold storage facilities, etc., creating jobs and increasing income for 500-600 workers per year through the development of local OCOP products such as shallots, garlic, fish sauce, etc. The people of Thanh Hai have utilized available resources to develop their economy, thereby helping people's incomes increase year after year. Visiting the VietGAP-certified shallot farming model of Ms. Pham Thi Hang's family in My Phong village reveals a significant shift in the local people's mindset regarding economic development. Ms. Hang shared: "In our locality, shallots are considered a key crop, contributing to the economic growth of our people. Currently, our shallots have been recognized as a 3-star OCOP product at the provincial level, which has made us very happy, and has helped stabilize prices and sales."

Comrade Nguyen Van Tam, Chairman of the People's Committee of Thanh Hai commune, said: Implementing the National Target Program for New Rural Development, the commune's Steering Committee has proactively developed a plan and implemented a specific roadmap with the involvement of the entire political system and the active participation of all benefiting people. In particular, the commune prioritizes and promotes propaganda and mobilization to raise awareness of the benefits of New Rural Development in the locality among all people, emphasizing the role and responsibility of Party members, officials, and civil servants to be exemplary pioneers in the New Rural Development movement, and encouraging people as the main beneficiaries to actively contribute their efforts and resources to complete each criterion. As a result, people's incomes have gradually increased, and many households have become wealthy. Average per capita income has increased year by year, reaching 57 million VND/person/year, reducing the poverty rate in the entire commune to only 1.28%.
Over the years, Thanh Hai commune has received significant investment from the State in infrastructure projects such as electricity, roads, schools, and health stations. Furthermore, following the principle of "the State and the people working together in the New Rural Development program," local residents have voluntarily donated over 10,000 square meters of land for the construction of several road and flood drainage canal projects within the commune. In addition, each village now boasts a model flower-lined road, contributing to the daily transformation of the local area towards a greener, cleaner, and more beautiful landscape. Ms. Pham Thi Duoc, Head of My Hiep village, shared: "In response to the National Target Program for New Rural Development, local residents have voluntarily donated land for rural roads. When the model flower-lined road was implemented in the village, the people enthusiastically participated, regularly working with the local government to clean and water the plants, thus creating a green, clean, and beautiful road that transforms the appearance of this coastal village."
Comrade Nguyen Van Tam, Chairman of the People's Committee of Thanh Hai commune, added: The achievements in building new rural areas in the locality over the past time demonstrate the determination of the entire political system and the joint efforts of the people. This is the foundation for officials and people of Thanh Hai commune to continue to improve and enhance the criteria for a model new rural commune in order to achieve the standard of a model new rural commune by 2025.
